times missed. A report by Councilman Southwick indicated that residents are
generally pleased that action has been taken on the temporary resurfacing of
17th Street.
A report was made by Councilman Swensen on cost of 24-inch reinforced and
non-reinforced pipr for enclosing the irrigation ditch at the northeast corner of the
Ammon Junior High School property. No action was taken.
According to Councilman Swensen there is a Land Use Hearing at 8 P. M. on
August 13 at the Westbank in Idaho Falls. It was suggested that Engineer Benton
plan to be there and any of the Councilmen who can. Topics discussed at the
recent BCOG meeting were reviewed by Councilman Swensen. He noted that he
had placed before that committee Mayor Turnbow's request that the placement
of trailerhomes in the county be studied by the BCOG. Councilman Swensen
mentioned that there is a need to look ahead to the time when additional sanitary
landfill sites will be required and the City may have to participate in obtaining
land for this purpose. Approval was indicated for such a project with the pos-
sibility of selling gravel for several years from property acquired then using it
for a landfill.
Councilman Anderson reported that Laurence Denning's road grader is for sale,
and the feeling was expressed that extreme caution must be exercised in obtaining
any more used equipment.
With reference to the variance in the setback requirement requested by Wilford
McGavin at the last meeting, Mayor Turnbow noted that the agreement signed by
McGavin's neighbor was not considered by the City Attorney to be of any value in
this matter so the request was denied. Consequently, Mr. McGavin changed his
plans so that the necessary setback requirement will be met and has been issued
a permit to proceed with the additon to his house and garage.
Mayor Turnbow mentioned that he has received a lot of complaints about the con-
dition of the streets within the City, but does not feel that any expense should be
put in them at this time except for patching. There is a special need to repair the cuts
in the paving on Ross Avenue north of Sunnyside Road, which the City crew should
take care of in the near future, along with re -shingling of the pumphouses at
#1 and #3 Wells.
Councilman Southwick moved that the meeting adjourn at 10:40 P. M.
were approved for payment.

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:40 P. M. by Mayor Keith C. Turnbow with the
following City Officials present:

Minutes of the meeting of July 26, 1973, were approved as typed. Claims were
approved for payment.
Councilman Swensen reported on the Land Use Hearing held recently under the
direction of a state committee. He noted that the tone of the meeting was in favor
of leaving planning under local control with some guidelines from the state and close
cooperation between local governmental units. Councilman Southwick attended this
meeting also.

According to Mayor Turnbow, the paving contractor could not locate the
speed limit sign taken down from Sabin Drive, so city employees have re-
placed the sign. A suggestion made by Mayor Turnbow for installing stop
signs on certain streets was discussed. It was pointed out by Councilman
Swensen that in a meeting on March 29, 1972, the Traffic Safety Commission
had proposed to recommend that all "yield" signs in Hillview be changed to
"stop" signs. Consequently the following resolution was made: Be it re-
solved that whereas the Traffic Safety Commission has recommended the
following action, the City Council does hereby find and order that all "yield"
signs in Hillview (and Hillsdale) should be changed to Ilstop" signs, and
"stop!1 signs be placed at the south end of Falcon Drive, the south end of
Eagle Drive, the north and south sides of the intersection of Dove Drive and I
Salmon Street, the west end of Circle "S" Drive, and the south end of Sabin
Drive. Councilman Swensen moved that the Council adopt the before mention-
ed resolution. Seconded by Councilman Southwick; voting all in favor; motion
carried. Also in the area of traffic control, it was noted that the City main-
tenance men will be scheduled to paint the crosswalks next week before
school starts.
Mayor Turnbow reviewed a letter received from Mr. Paul Lundblade, Build-
ing Official for the City of Idaho Falls, listing questions which have come up
regarding the Building Inspection Agreement. The feeling of the council
members in answer to the questions was obtained and will be indicated in a
reply to the letter.
A report on the meeting of the Ammon Days committee held on August 14 was
made by Mayor Turnbow. The event was considered successful, and should
have netted approximately $1000 for portable bleachers. This year 1 s co-
chairman will be next year's chairman.
Engineer Perkins presented figures on the water and sewer project bids.
After considerable discussion, it was determined that the money available
eliminates the possibility of placing a water storage tank. on the hill east of
Ammon (as had been suggested for consideration since the last meeting), and
makes it advisable to delete one water storage tank, one water pumping sta-
tion and the standby power .generator from the bid items. Councilman
Swensen moved that the Council recommend that contracts be awarded as
follows:

noting that the bid on the storage tank from Crom Prestressing was not in
accordance with specifications and was considered non-responsible.
Seconded by Councilman Cheney. Voting: Swensen, yes; Cheney, yes;
Anderson, yes; Southwick, yes. Motion carried. Approval of the bids by
EPA, HUD, FHA, and the State Health Department is required before the
contracts can be officially awarded.
In response to inquiries from the Council members, Engineer Perkins ad-
vised that a major portion of the system should be completed before any
individual sewer lines should be hooked on, then all connections would be
at approximately the same time. 'Contractors and engineers can make
recommendations for placement of individual lines.
Councilman Swensen moved that the Council reconside'r the motion made at
the January 8, 19'73, meeting with regard to declaring the 1970 Plymouth
police car as surplus and at this time declare the 1967 Plymouth police car
surplus and advertise the same for sealed bids. Seconded by Councilman
Cheney; voting all in favor; motion carried. Attorney Anderson was instruct-
ed to take care of the advertising in this matter.
It was suggested by Mayor Turnbow and approval indicated by the Council that,
in the future, all delegations and individuals who have business to bring to the
attention of the City Council should make an appointment by presenting inform-
ation in writing in advance so the council members can become informed and
discuss the proposal or problem, then the person or persons will be sched-
uled to appear at the following meeting for a prepared consideration of the

Prayer was offered by Councilman Anderson. The minutes of the meeting of
August 15, 1973, were approved as typed with one correction.
Attorney Franklin Smith, representing City Attorney W. Joe Anderson, reported
that a thorough review of the proposed recodification of the Municipal Code as
recommended by the Study Committee earlier this year is still in process and
resulting in a considerable amount of deletions and changes. The opinion of the
Mayor and Council on a few areas of the recodification was requested and received
by Attorney Smith.

Mayor Turnbow reported that official approval of the Water and Sewer Project
bids has been received from HUD, FHA, and the State Health Department, and
approval is expected from EPA at any time. A pre-construction conference is
scheduled for Thrusday, Sept. 13, 1973, at 1:00 P. M. in the Ammon City Hall.
A request from Upper Valley Telecable Company to have the City pass an ordinance
making damage to their lines, obstructing service, unauthorized use of the service,
etc., illegal was referred to the City Attorney to make a recommendation. The
Attorney was also asked to advise the Council on a request made by KID Broadcasting
Company to have the City act on a petition of waiver which regulations require them
to have in order that they might own an interest in the cable television business.
Approval was given to a proposal made through Mayor Turnbow by the City Mainten-
ance Supervisor to remove the drinking fountains in Lions Park since they are not
usable due to damage by the public. Charges against a new boy, who lives across
the street from the park, for recent destruction to one of the fountains is being
handled by the Attorney and the Sheriff's Office.
A copy of a request from the residents of Sabin Drive for further consideration of
speeding problems on that street was presented to Council members and the attorney.
The delegation will be scheduled to appear at the next regular meeting to receive
informed answers to their questions and discuss the situation as needed.
The pos sibility of making bicycle paths in certain places throughout the city because
of the increased bicycle traffic was presented by Mayor Turnbow for the future con-
sideration of the Council. Opening of such a path through the Horace Smith property
between Ammon Road and the Southwick Addition to provide more safe access to the
Hillview School for Children living east of the Ammon Road was given special em-
phasis, and sUggested for a cost study, etc. Mayor Turnbow's proposal to start
registering bicycles in the City beginning in 1974 was felt advisable by the Council,
and the authority for this will be incorporated into the recodification.
