GEM Prep Ammon
New Charter School
Project Description
January 5, 2024
GEM Prep, currently operating on six (6) different campuses across Idaho as well as online, are K-12
free public charter schools. Students are offered a rigorous, high quality education designed to
prepare them for post-secondary success. GEM Prep’s mission is to prepare students for success in
college by providing a high quality, personalized, relevant and rigorous education through exceptional
teaching, innovative uses of technology and partnerships with families.
GEM Prep Ammon is planned as the newest campus. The proposed site at 3345 E Greenwillow Ln
will contain a two (2)-story, 45,000 s.f. building to initially serve 312 students in K-5 elementary
classes, with plans to eventually allow 574 students in full K-12. No building additions will be
necessary to accommodate the entire K-12 student body.
The proposed site (Lot 1, Block 2, Bridgewater Division No. 1) is 4.467 ac. The current zoning is
Parks, Schools, and Churches (PSC). The proposed school use requires a Conditional Use Permit.
Parent drop-off lanes and loop along the south and east sides of the building will accommodate the
entire anticipated queue line, preventing any backups onto E Greenwillow Ln. See attached Queuing
Analysis and Exhibit for additional detail.
Other site features include a bus drop-off loop along the west side of the site, 91 parking spaces, a
playing field and playground. Fire access lanes will be provided directly off E Greenwillow Ln as well
as to the back of the building. Storm water will be managed through several basins located around
the site, sized to accommodate all rainfall while also providing snow storage.
Water main is available along E Greenwillow Ln. New fire and domestic water services will connect
to this main. Falls Water Company serves this site along with the entire Bridgewater development.
Sanitary sewer currently exists along E Greenwillow Ln. A lateral has been stubbed into the site.
Pressurized Irrigation will be provided by Progressive Irrigation. The existing line along Ammon Rd
maintained by the City provides service.
Sidewalks will be provided for walking connections from the surrounding neighborhoods.

Hi, my name is Daisy Carter I am a resident of the Bridgewater neighborhood where the school is proposed to go. At 1602
Indian hollow dr.
I am testifying In favor of Gem prep school. I think it would be a great benefit to our area. As we do not have many
alternative schooling options. I would really like to see a form of higher education in our area, and I think Gem prep has
the ability provide that. I believe not every person learns the same and that having options would be a huge benefit to the
education of our future generations.
Standard schools in our area can't cater to an individual child and that is why I was homeschooled. I was above my grad
level and need higher education. We didn't have any good options at the time, so we opted to homeschool. I believe that
having had the option we would've stuck with public schooling. The ability to further your education beyond what is
standardly provided would be a major benefit to our education system. This is why I felt the need to testify I strongly
believe in providing better and more options for education in the future.
I think many are not thinking of benefit to the greater population and more so to personal inconvenience. I have seen
many within our neighborhood state that they want the school just not by their home. I wonder if they are so bothered by
the minor inconvenience that they don't realize there are also benefits. Such as it will bring up the value homes for those
of use in the neighborhood.
I also know it will not be as big of a traffic and infrastructure impact as other individuals are presenting. I leave the
neighborhood and return daily at all different hours of the day. During school and work hours the traffic within the
neighborhood is never high enough to be dangerous even during rush hours. The roads surrounding the neighborhood
do get busy but not usually during school hours and I believe any issues could be avoided with the standard posted road
signs and traffic lights on the roadways for schools. If more is necessary, it will be minor traffic changes.

I am providing my testimony regarding the request to put a Gem State Prep school in the Bridgewater Neighborhood of
Ammon.
I am AGAINST having another school built in our neighborhood. Gem State should be denied a permit and encouraged
to build elsewhere.
I am sure you have already received various comments and testimonies. I have concerns with the safety of the children
attending the proposed school and the existing Bridgewater Elementary School already located nearby. Blue Grass Ln
and Greenwillow Ln have always been thoroughfares used through our neighborhood and our children, and many others,
have nearly been hit many times by cars speeding through the neighborhood to get around the school and avoid the
roundabout at the intersection of Lincoln Rd and Ammon Rd. It is very difficult to get in/out of the neighborhood onto
either Lincoln Rd or Ammon Rd during peak traffic times, which would further deteriorate should another school be placed
within our neighborhood literally at one of those main entrances. Our neighborhood is already surrounded by quite a few
schools, including the new trade school going in behind Lincoln High school just across the street from Bridgewater
Neighborhood. Our neighborhood cannot safely support an additional school within its boundaries.
I am also concerned with the quantity of students that will be placed within such a small property within our neighborhood
compared to the size of other schools within our school district. The property and school just is not large enough to
support the number of students proposed. There are already significant crowding problems within existing schools in the
area, and this school alone will not address the problem because the students attending will more likely come from
outside the neighborhood and not within it. While there are quite a lot of apartments and townhomes being built within SE
Idaho, I do not see why we also need to provide rabbit hutch education venues.
I feel that the approach Gem State Prep has taken to informing the citizens has been duplicitous, indicating a lack of
integrity, which is not something I believe represents the City of Ammon. Information has been provided to surrounding
neighborhoods to promote construction of their school, but little to no information has been provided to residents within
Bridgewater Neighborhood itself. This feels like Gem State is actively promoting to create tension between the
neighborhoods as it seeks to solicit support. If they already know that the Bridgewater residents are against the
construction of the school, why are they not seeking to resolve the problems previously identified instead of leveraging
popularity from the surrounding neighborhoods. Numerous issues were brought up at the City Council meeting last month
that led to the unanimous decision to oppose construction of this school. Those issues cannot be simply hand-waved
away. Should things proceed towards the construction of this school, any resultant accidents or deaths because of the
subsequent safety violations and negligence of due diligence now have sufficient grounds for lawsuits against those that
pushed the school into place.
In conclusion, I OPPOSE construction of an additional school within the Bridgewater neighborhood because of safety
concerns due to significantly increased traffic issues, the proposed school design is not suitable for the quantity of
students Gem State wants to host, and the lack of integrity demonstrated by the duplicitous actions of Gem State in
regards to informing the public. Please tell Gem State to design a better school for students on a property that can
ensure both their safety and a suitable learning environment and better reflects the values of the Ammon Community.

I am wring in support of the recent recommendaon from the Planning and Zoning Commission to reject the
request for a Condional Use Permit from the Gem Innovaon Schools for a charter school to be built in the
Bridgewater neighborhood.
We live in the Bridgewater neighborhood, and my opposion to this proposed school is mostly related to the
unrealisc expectaons that the school has put forth regarding trac. Ammon Road is very busy during normal school
drop o and pick up mes. There are currently two entrances to Bridgewater o of Ammon Road, and turning le
from either of them onto Ammon is basically impossible. Similarly, a stream of parents trying to drop o kids or high
school students trying to turn le into Bridgewater when there is a steady line of cars backed up to the roundabout
will back up trac signi ŋ cantly and impede other intersecons. The alternave is to route school patrons through the
neighborhood.

the families in that neighborhood constantly dealt with speeding school trac as parents and students raced through
to save a few perceived seconds. The same thing will happen in the Bridgewater neighborhood, with school trac
zooming through residenal streets that were never designed to be used that way. Many of the Bridgewater
neighborhood streets that will be used by hundreds of extra cars per day curve back and forth, with limited sight
lines, and present real hazards to residents from speeding drivers. This is even more of a problem during winter
months when the roads can be quite slick.

placement of high school, junior high or middle schools with direct access to major or minor arterial streets with no
roung through residenal subdivisions. Elementary schools should be located on residenal collector streets
whenever possible with consideraon given to parent drop and bus drop in separate and disƓĭƷ ğƩĻğƭ͵ͼ
My queson to you is why a high school/middle school is even being considered for this locaon? Why have a
comprehensive plan if its presumably well-thought out recommendaons are just going to be ignored or jus ŋ ed
away? I recognize that Gem Innovaon bought this land with the intenon to use it for the purpose it was zoned for.

ongeson concerns, I urge you to reject the Condional Use Permit as currently proposed. If Gem had
proposed an elementary only school, I think there would be less grounds for a rejecon. But with a full K-12 school,
with the limited parking, drop o, and fantasy trac Ť ow predicons, I believe the City is fully jus ŋ ed in the
rejecon.

To the City of Ammon,
I am writing to express my strong opposition to the proposed construction of a new school in our neighborhood. While I
understand the importance of education and the need for adequate facilities, I believe that building another school in an
area already saturated with educational institutions is not the most prudent decision.
Our neighborhood already hosts schools, and the addition of another would exacerbate the existing traffic congestion
issues on our roads. The current infrastructure struggles to handle the traffic flow during peak hours, and the construction
of a new school would only worsen the situation, posing safety risks to pedestrians, cyclists, and drivers alike.
Moreover, the proposed location of the new school is on Ammon Road, a road that already struggles to accommodate the
existing traffic volume. Adding more vehicles to this road would not only create inconvenience for residents but also
potentially endanger the well-being of students and community members.
Instead of constructing a new school in our neighborhood, I urge the city to explore alternative locations or consider
expanding existing facilities to meet the educational needs of the community. Investing in improving transportation
infrastructure and traffic management would also be beneficial in alleviating congestion and ensuring the safety of
residents.
I respectfully request that the city council reconsider the proposal and take into account the concerns of the residents
before making a final decision on this matter. Our neighborhood deserves thoughtful consideration and planning that
prioritizes the well-being and safety of its inhabitants.

Hello, I am writing to you to express how much allowing a school to be built on greenwillow is a terrible idea. Those who
support this school are those who don’t have to deal with it being in their neighborhood. Having 200+ soccer moms
speeding down Greenwillow twice a day to get their kids to and from school is going to be dangerous for a residential
neighborhood. The Bridgewater neighborhood already has this problem with bridgewater elementary. This will also create
lots of traffic for a residential neighborhood.
If Gem prep likes a school in this area, there is a lot of land just to the northeast of greenwillow, across the street from
maverick. They just want the cheaper land without giving and care or thought on the impact to the neighborhood. Please
consider these things before allowing Gem Prep to build. Thank you

Hello!
I live in the Bridgewater subdivision and strongly oppose the Gem Prep Charter school being built in our neighborhood.
That area does not have the infrastructure to support the extra traffic going in and out. We already have too many people
using our thru streets as shortcuts. There are many children in our neighborhood (I have 4 of them) so this increased
traffic puts them at risk for getting hit. I am a huge advocate for education (I am a teacher myself and believe the more
options families have to educate their children the better) and hope this charter school can find a different home in the
area that would be a better fit. With Bridgewater Elementary, Lincoln High School, Cloverdale Elementary, and Tiebreaker
Elementary close by (along with the other charter and Montessori schools in those neighborhoods) the area is already
over saturated with schools and traffic. Have you tried turning left out of Bridgewater at any of the exits during busy times
of day? It’s almost impossible. Adding an additional 200 cars of traffic twice a day would only exacerbate the problem.
Please do not allow Gem Prep to build in my neighborhood.

To whom it may concern,
I would like to write the City of Ammon concerning the new Gem Prep charter school that is requesting to build in the
Bridgewater subdivision.
I am against the proposal for the charter school. The traffic issues it would inevitably cause would be horrendous for
Bridgewater(my neighborhood) as well as for Ammon Rd. There is already major traffic issues that need addressed on
Ammon road. With the neighborhood now connecting to 1st street, we have seen a major increase in traffic through the
neighborhood whose speeds are endangering pedestrians(mostly children). Ammon City has not addressed the traffic
needs that already exist, to add a school would be throwing fuel on the fire.
I know the city engineer suggested the entrance to the school NOT be on Ammon road as to not increase the already
horrific traffic congestion it sees. Having the entrance in Bridgewater will NOT mitigate this. The reported 200 additional
daily vehicles the school will bring to the neighborhood will come from somewhere, most likely Ammon Rd. Left turns out
of Bridgewater from Greenwillow Ln is already near impossible during the 3-6pm traffic.
I would love to see more charter schools in the area and believe Gem Prep will make a great addition to Ammon, just not
in the current proposed location.

1. the new building is only 75 feet from the back wall of our house.
2. the playground is basically in my backyard and only 20 feet from our pao which makes it prey much
useless when school or events are going on.
3. the building being 2 stories and with the ŋ rst problem snow on the building will blow in our backyard
and pile up. The wind usually comes from that direcon.
4. Trac on Ammon Road is already above capacity and with the already approved project to add 550+
household across from Costco, the new Elite Acadamy 3 blocks north of this locaon, White Pine
Charter school expanding to the south and all the new subdivisions in area the trac is already
doomed without adding this to the mix
5. The work schedule on ŋ rst street and the intersecon of Hi and Yellowstone highway will also
exasperate the problem, pushing even more trac onto Ammon Road.
6. There needs to be a moratorium on any construcon in this area unl Ammon road is rebuilt to
handle all the trac.
7. GEM has said them want to be good neighbors but if that was the case, they would have met with the
neighbors or at least the HOA before they planned this ŋ asco. The majority of the property owners
that line this property are rered senior cizens that bought their property because it was a quiet
place, and a church was planned to go there.
8. GEM has said they are willing to work to lessen the trac issues but there is no amount of scheduling
that will take care of that.
The council should follow the planning and zoning commiee's recommendaon and disapprove the
request. This property needs to be for residenal use only.

Academy asserts that they will be good neighbors and are capable of managing traffic, their
exclusion of Bridgewater residents from their communication plan has raised questions about their

residents of Bridgewater. As residents of Bridgewater, we should not have to take it upon ourselves

to us directly and inviting us to participate in the decision-making process. By excluding us from
their communication plan, they are denying us the opportunity to voice our opinions and concerns
and have a say in what happens in our own neighborhood.
Furthermore, the issue of property values and disrupting the neighborhood is one that cannot be
taken lightly. One of the key factors that can disrupt a neighborhood and negatively impact property
values is the oversaturation of educational facilities in the area. This is exactly what could happen if
another school is added to the Bridgewater subdivision.
Imagine a scenario where there is a school at every entrance to the neighborhood. This kind of
concentration of schools could potentially deter potential homebuyers who may view it as a
negative factor when deciding where to purchase a home. While schools are essential for the
education and development of our children, having too many schools in close proximity could have
detrimental effects on the overall desirability and value of the neighborhood.

Hello my name is Julie Haddon and I live at 3375 Greenwillow Ln. I am writing to you concerning the proposed charter
school that is to go in our neighborhood. I live one house away from the empty lot. When I moved into my house about six
years ago I was told that a church would eventually be built there. I attended the last meeting and learned that they are
expecting 200 cars a day to travel throughout Bridgewater neighborhood twice a day. Not only will that add a tremendous
amount of traffic on Ammon Road but the chaos noise and added traffic to our quiet neighborhood will be very disrupting.
I had some of my neighbors tell me they’re not even bothering writing letters or attending the meetings because the
decision has already been made. I truly hope that that is not the case. This will dramatically affect my quality of life.
Having 200 cars passed my house twice a day every day makes me feel extremely upset. I’m all for new schools and
charter schools but every exit of Bridgewater already has a school there and now they’re planning to build another charter
school on Lincoln Road. I want you to consider for a moment what it would be like if 200 cars past your house twice a day
every day. It makes me extremely upset that they changed the zoning of that lot without considering how it What affect
our neighborhood. Please vote no and allowing the school to be built in a residential neighborhood. At the meeting we

community. Every exit in the bridgewater neighborhood has a school near it. Someone who live in Montana shouldn’t
have a say or dictate what is doing with land that won’t directly effect them. Maybe we should go build refugee camps up
in Montana adjacent to it his investors land. Sure they would be super on board with that. There is no amount of lawyer
talk or “accommodations” that can be made to make this work. Plain and simple we don’t want this school and we don’t
need it either. The only reason they want to build on that postage stamp lot is because they picked it up for super cheap.

To whom it may concern,
I would like to request that the proposal for a new charter school being placed on the corner of Greenwillow and Ammon
road be denied. My mother lives just a few houses down from that lot, and my siblings and I visit frequently with her
grandkids. I find it to be a safety issue to have 200+ cars weaving and parking near her home. It already is a huge hassle
to turn off of Greenwillow onto Ammon road, and the added heavy number of vehicles that would be added to an already
high traffic area, would be a huge issue. Anybody who actually lives in this area would agree with me in saying this would
be problematic to the neighborhood. My parents would like to protect their property and privacy from having 200+ kids
constantly walking on their sidewalks and cars blocking us (their children) from being able to park comfortably outside.
There are plenty of other available lots in the Ammon area that aren’t in a residential neighborhood. I hope the people who
live on Greenwillow that would be dealing with it can be considered in this decision. Thank you for your time.

My name is Mitch Haddon, I own a home on Pearce drive which is important because I actually have stake in this
community and am directly impacted by the decision to build and zone a new charter school on greenwillow. Turning left
from Pearce onto Ammon road is already a nightmare, sometimes taking up to 5 minutes waiting to turn left. Ammon road
is a major connecting road between Lincoln and 17th where the vast majority of commerce occurs. It makes no sense to
build infrastructure in residential neighborhoods and especially into already congested areas. This charter school sounds
like a great opportunity, but would be a better fit for a street like 17th or Lincoln road. Expansion of Ammon road to 4 lanes
is not in the cards so we shouldn’t even be considering this as an option to build onto these congested connecting roads.

Good Afternoon Council,
I would like to voice my opposition to the addition of the Gem Prep school being built in the property off of Ammon road in
the bridgewater neighborhood.
I am a practicing medical provider for mountain view here locally, I am also a combat veteran having served previously in
Afghanistan, and I am a proud registered voter.
I have a family with 3 little boys that attend Bridgewater elementary about a block away from the proposed Gem prep
location.
I have not met a single member of our community that supports this new school at this location.
I live kiddiecorner too that lot, and already have a hard time turning on to Ammon road outside of our neighborhood due
to heavy traffic.
Outside of the lack of logistical challenges, and infrastructure inadequacies, the already decided upon Church was what
was the preferred option for us is, as it was zoned without this current opposition to the cities change of plans.
Please support this local opposition, to this corporate entity that does not have our neighborhood's best intereast at heart.
Oir local election season will surely be affected by decisions supporting its citizens preferences vs outside entities.

Re: Gem Innovation Schools Foundation LLC for a Conditional Use Permit (CUP) to
allow placement of a school at 3445 E Greenwillow Lane.
As homeowners in Bridgewater subdivision, we are deeply concerned about the proposed
construction of a new school within our neighborhood. We believe that building another
school in our neighborhood is not only unnecessary but raises serious concerns about
access and public safety. This issue is personal to us as it threatens to disrupt our peaceful
community with increased traffic congestion and potential accidents.
The proposal for this new school does not take into account the impact on local
infrastructure.
Adding hundreds of additional cars to the morning and afternoon rush would exacerbate
existing traffic problems on Ammon Road. There are two schools already adjacent to
subdivision entrances at Lincoln and Ammon roads. The National Center for Safe Routes to
School reports that traffic-related accidents near schools are higher than average due to
increased vehicle activity during drop-off and pick-up times (National Center for Safe
Routes to School).
The planned location for this school is at the intersection of busy Ammon Road and the
main entrance to Bridgewater subdivision. According to the U.S Department of
Transportation Federal Highway Administration, intersections near schools are among the
most dangerous areas for pedestrians due to high vehicle volumes (FHWA Safety
Program). This poses significant risks for children who will be walking or biking to and from
school every day. This location is along the primary route used by the Idaho Falls Fire
Department and Bonneville County Fire District is along responders. Building a school here
could potentially delay these critical services when they are needed most. Even an
increase in response time as small as one minute can significantly affect survival rates for
severe injuries.
According to the National Center for Safe Routes to School, traffic-related crashes are
higher near schools.
We should not put our children at risk by increasing traffic within the Bridgewater and
adjacent neighborhoods. The influx of vehicles during drop-off and pick-up times will
significantly increase traffic within the neighborhood by those taking shortcuts. Moreover,
our neighborhood's infrastructure may not support such an influx of people daily. This will
add congestion on our roads that are not designed for such volume. There also appears to
be no provision for marked crosswalks, lighting, and traffic lights on Ammon Road with the
addition of a second school to the subdivision.
The size of the lot and number of students is not sufficient for a K-12 school plus all
related traffic and parking.

The size of the lot allocated for the school construction and the expected number of
students simply doesn't make sense. The original intent of the lot was for placement of a
church. The lot size and location is typical of what one would expect of a local church
located within a residential subdivision. The proposed site is too small to accommodate an
educational institution that would cater to hundreds of students on a daily basis. This will
inevitably lead to overcrowding which is not conducive for learning and can even pose
safety risks. Moreover, there is only one entry and one exit to the school which seems to be
a bottleneck, as well as safety issue. The absence of dedicated bus and car lanes also
poses serious safety risks that we cannot ignore. The access to the school would be via the
ŹƇăċijƚijŹijŗŏЪŹ϶Ŏêijŏ϶đŏƂŵêŏąđ϶ĨŵŗŎ϶ƂƜŗЎňêŏđ϶Ŏmon Road. It is not indicated there will be a
dedicated turn lane associated with the school. Ammon Road is already highly congested
during morning and late afternoon hours.
There are already over ten schools within a two-mile radius of Bridgewater
subdivision.
The need for another one in the immediate area is questionable at best. We need solutions
that reduce traffic congestion rather than adding onto it. The proposed additional school
would place a school at every one of the three entrance/exits of the subdivision. Residents
attempting to avoid issues at these access points will be forced to exit through other
subdivisions. This will either divert them to access there the stop light at Ammon Road and
st
1 Street. As any current traffic study would reflect, this area is highly prone to congestion
and difficulty in access and egress. The other viable option would lead residents to attempt
st
to exit on to 1 Street in the direct vicinity of Tie Breaker school as well as several other
private schools and a large residential complex. These will be the only options for residents
as well as emergency vehicles.
We must prioritize safety and tranquility in our neighborhoods over unnecessary
expansion.
We understand the need for education facilities; however, we believe there are other
locations within Ammon that can accommodate this new school without disrupting
residential peace and posing serious safety risks associated with having a school at this
location. We urge local decision-makers to reconsider this plan and explore other more
suitable locations for building new educational facilities. While schools can enhance the
value of a subdivision, once a sufficient number are highly concentrated, they lose this
benefit and become a detriment. Among the various duties of those serving the City of
Ammon, the duty to not make decisions to cause detriment to values within large swathes
of homes is paramount.
We must prioritize the safety of our children over any other considerations.
We have more than enough educational facilities to cater to our children's needs and we
believe there is no need for another one in our immediate vicinity. Building another school
in our subdivision would not only increase traffic congestion but also lead to noise
pollution during construction and operation hours. It could potentially decrease property
values due to increased noise levels and traffic. Furthermore, the influx of non-residents

into our community on a daily basis and daily operation of two schools would significantly
disrupt our peaceful environment and degrade the quality of life we currently enjoy.
Additionally, we cannot overlook the inevitable construction noise and dust that will affect
all residents during the building phase.
With over ten schools in the immediate area already serving this population, there seems
to be no urgent need for an additional educational institution that would require busing in
of students. Even though this is a private project, it will ultimately require resources to
maintain the local community area due to increased traffic, water, sewer and other
community resources. We believe that resources could be better allocated elsewhere to
improve existing facilities or fund other community projects instead of building another
school in our subdivision. A church or park would serve as more beneficial alternatives for
this space - enhancing community spirit without causing undue disruption or safety
concerns.
We urge decision makers to consider these factors before voting on such a crucial
matter affecting the safety of our neighborhood and our community, and choose a
safer and more appropriate location with adequate space.
