Mayor Turnbow asRed Mr. George Wehmann and Mr. Harmon Groesbeck of the Recodifi-
cation Committee to present their preliminary report. Mr. Reed L. Moss was
excused due to being out of town. Mr. Wehmann asked a number of questions con-
cerning the sections on Electrical, Plumbing, and Heating. Mr. Wehmann pointed
out a number of inconsistencies that exist in the proposed ordinances. It was sug-
gested that the Council secure information from the Association of Idaho Cities in
regards to cities of similar size as to whether or not they have recently recodified
their ordinances. Mayor Turnbow expressed appreciation to Mr. Wehmann, Mr.
Groesbeck, and the other members of the committee for the work they have done.
Mr. Wehmann left a written preliminary report for the consideration of the Council.
Individual copies of the report will be provided for the Council members.
Mayor Turnbow reported that the letter has been sent to Mr. Brunt and that pe0ple are I
being denied the privilege of dumping burnable material at the Circle "K" location.
Mayor Turnbow also reported that a letter had been sent to all residents of the old part
of the City in>regards to dumping garbage, grass, trees, etc., on the street right-of-
ways. After June 7, 1973, citations will be issued for violators.
Mayor Turnbow reported that the Engineers have been working on the sewer and water
contract this past week.
According to Mayor Turnbow, Maintenance Supervisor LaVern Williams may return to
work next week if the doctor's examination this week is satisfactory.
Councilman Cheney reported that the swimming pool will be opened this Satruday at
1:00 P. M. The swimming lessons will start next Monday, JURe 11, 1973.
Mayor Turnbow reported that 40 Colorado Blue Spruce and Scotch Pines between 6-8
feet will be purchased at $10.00 each from Barber's, Brigham City, Utah, for plant-
ing in McCowin Park this fall. The trees are guaranteed.
Councilman James H. Southwick reported that Civil Defense Director Thomas J.
Wadsworth delivered a radiation detection kit to the City of Ammon for use on May
22, 1973.

Councilman Southwick moved that curb and gutter not be required in new additions
where the minimum front foot width of 120 feet is maintained for all lots within the
addition. Seconded by Councilman Cheaey. Voting--Southwick, yes; Cheney, yes;
Anderson, yes; Swensen, yes; motion carried. Councilman Southwick informed the
Council that the Planning and Zoning Commission had approved the preliminary
plot plan for the Utterbeck Addition west on Wanda Street. He also reported to the
Council that he had ,resigned as Chairman of the City of Ammon Planning and Zoning
Commission--Garth Cunningham was elected Chairman, Harvey Crandall asVice-
Chairman, and Elaine McGary remained as Secretary. The Planning. and Zoning
Commission has changed their meeting date to the 4th Wednesday of each month at
8:00 P. M.
Councilman Anderson moved that the meeting be adjourned; seconded by Councilman

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 8:00 P. M. by Mayor Keith C. Turnbow with the
following City Officials present:

Prayer was offered by Councilman Southwick. Reading of minutes was postponed until
the next meeting as moved by Councilman Swensen and seconded by CouncilmanSouthwick
wi th the voting all in favor.

The Citizens' Recodification Study Committee--Reed Moss, George Wehmann, and Harmon
Groesbeck--reviewed general area recommendations as follows with Chairman Reed Moss
as spokesman: (1) Concerned about City getting into licensing action for electricians,
plumbers, etc. Could accept those licensed in Idaho Falls and State and require registra-
tion in Ammon. Also should combine regulations for licensing in one section of the code
and modify business license rules to protect from non-resident salesmen but n~undu1y
restrict local business people. (2) Code contains duplications on trailerhome regulations
and for setting up advisory boards such as a Board of Adjustment, Planning Commission,
etc. (3) Could eliminate some offices not needed, etc., in the sections pertaining to the
appointment of City Officials. (4) Should adjust where not conforming with recent changes
in the State Code. Detailed typewritten comments on suggested corrections and changes
were presented to the Council by each committee member with the recommendation that
these be turned over to one City Official, preferably the Attorney, so that revisions of
the proposed recodification can be made, with the committee acting in an advis ory capacity
if so requested.

Mr. Wehmann requested that the City do a complete temporary resurfacing job on 17th St.
in the Eastgate Shopping area and solicit the cooperation of the City of Idaho ,<:Falls in
smoothing out the section of 17th St. between Ammon and the Stake Farm road. Later in
the meeting, Mayor Turnbow instructed Councilman Anderson to work with Engineer
Benton to make a recommendation on this problem.
Mrs. Beth Lords, Chairman of Ammon Days, which are scheduled for August 3 and 4,
reported that plans are progressing fpr a number Xli activities including a variety show,
musical play, breakfast, parade,. queen contest, concessions, parachuting, tennis tourna-
ment, 'swim meet and water ballet, relay games, car raffle, outdoor rock dance, etc.
The help of tre City Council was enlisted for planning and conducti-OeJ a! the relay games,
providing a float for the parade, and helping to chaperone at the dance.

As a resident, Marvin Mc Gary imquired about who to contact regarding watering violations,
and requested the services of the street sweeper on his street. As Fire Chief, he requested
and received authorization to have regular maintenance checks on the fire trucks by a quali-
fied mechanic.
After a: suggestion made by the Mayor was discussed by the Council, Attorney Anderson pro-
posed the following resolution: Be it resolved that the City Council does hereby authorize
the City Maintenance Superintendent to issue citations for violations of City Ordinances
and regulations pertaining to littering, watering, and animals, and authorizes the Fire
Chief to issue citations for violations of the Fire Code". Councilman Southwick moved to
adopt the resolution; Councilman Swensen seconded the motion; voting all in favor; motion
carried.
The advisability of establishing specific regulations on the size of garbage cans and other
garbage collection problems was discussed, and it was determined that, inasmuch as the
recodification will include such rules, a newsletter appeal should be tried at this time
rather than adopting a reso1utio? on the subject. Each Councilman was requested to write
an article for the newsletter relative to his city responsibility assignment

Councilman Southwick commented on the street improvements needed on 17th St., the fire
truck'maintenance, and the watering problem at Lions Park. Councilman Swensen reported
on the business conducted at the recent BCOG meeting which indicated that this organization
recommends the immediate implementation of the proposed inspection service agreement
with the City of Idaho Falls and suggests having similar agreements for the cities of Iona
and Dcon.
The operation of the wells (Peterson Park pump is off and being worked on), and complaints
and conflicts which have developed about watering the school grounds and parks were
reported on ~ Councilman Anderson.
Mayor Turnbow informed the Council that a call had been received from 'Congressman
Hansen's office this afternoon to report that an EPA Grant of $656, 400 for the7:water and
sewer project was approved. This was an increase over the amount which was originally
requested due to a change in the policy of this agency and a revised application being

submitted by the Project Engineers with. the Mayor's approval. The HUD and State
grants are still pending. In view of the apparent certainty now that the project will
gO ahead, it was suggested that the Fire Rating Board will be informed of the plans
for water improvements--Engineer Benton was asked to take care of this. Also
Attorney Anderson suggested passing the Bonding Ordinance in July.
According to Mayor Turnbow, Attorney Anderson has written letters to the property
owners a1::out teari ng dovvn t~e abandoned houses on 17th Street, and one of them has
been leveled.
After considerable dis cus sion on the subject, Councilman Southwick moved that the I
remaining alleys within the original townsite be opened and that notification be glven
to residents on these alleys that they have sixty (60) days in which to move any
fences, ditches, headgates, and buildings in these alleyways. The City will stand the
cost of installing culverts in the ditches crossing the alleyways where applicable. The ~
motion was seconded by Councilman Swensen; votion all in favor; motion carried.
Engineer Benton is to get the surveying done and notify the property owners, any
culverts installed are to be a minimum of 24 inches, and a 5-foot sidewalk and ; tit
utility easement will be required when building permits are issued as specified in a
motion of a previous meeting.

The meeting was called to order at 7:40 P.M. by Mayor Keith C. Turnbow with the I

Prayer was offered by Councilman Swensen. Minutes of the meetingS of June 6 and
June 20 were approved as typed.
Referring back to the minutes of June 20, Mayor Turnbow instructed the City Clerk
to write to the property owners concerning opening of the alleyways in the Original
Townsite. Also it was determined that no further contact has been made relative to
the Building Permit applications by Reuben Anderson except a call to Mayor Turnbow
expressed disapproval of the way the situation was handled. Attorney Smith reported
that Attorney Anderson is working on the Recodification revisions and will try to have
them ready for the next meeting.
Mayor Turnbow announced that a letter and form from EPA regarding minoritY-group
participation in the engineering and construction of the water and sewer project had
been signed and returned :vith explanation that the planning engineering had to be done
the way it was before the grant applications could be submitted. Attorney Anderson I
is requesting clarification in this matter and, in the meantime, any questions received
should be referred to the Attorney or the Mayor. Engineer Benton mentioned that
invitations to bid on the project will be sent to the minority-group companies. on the
list.
It was noted that official information was received on.June 28, 197 3, notifyin~ the
City of the approval of a $400, 000 llrant from HUD for the water and sewer ,project.
Consequently, the advertising for bids has been published and the bid opening set
for 7: 30 P. M. on July 26. Further correspondence from HUD indicates that contracts
should be let within 2 months and construction completed within 18 months.
