for future park and city development, and that cash be paid for the east 2. 5 acres
this year and an appraisal be made for applying for federal help on the balance of
the property. Seconded by Councilman Cheney; voting all in favor; motion carried.
An agreement for this transaction is to be drawn up by the City Attorney, and
September, 1974, was suggested as the earliest date that a payment could be made on
the part of the property for which the City would receive matching funds from the
Bureau of Outdoor Recreation if the application is ap~roved.
Testing of the water from Well No. 5 as suggested in the meeting of February 5 has
been going on since that time with no unusual taste evident yet, according to Engineer
Benton.

Councilman Cheney reported that plans are underway to have trees and shrubbery
donated for moving to the lJarks. Flyers regarding this will be sent out through the
schools as well as with the monthly bills.
Councilman Swensen noted that the Animal Control Officer has resigned. The Council
members indicated that there would be no objection to having city employee, James
Nichols, fill this position by working hours other than his regular working day.
Councilman Richardson moved that the Chairman of the Ammon Planning and Zoning
Commission, presently Jim Southwick, be appointed as the City of Ammon's re-
presentat'ive on the Regional Planning Commission of the Bonneville Council of
Governments. Seconded by Councilman Swensen; voting all in favor; motion carried.
According to Mayor Turnbow, recent enforcement of the present ordinance regarding
parking on the streets has brought complaints since there is no provision for temporary
parking for visitors. Councilman Swensen proposed to refer the matter to the Traffic
Safety Commission for recommendation.
Councilman Richardson moved to adjourn at 10:45 P. M.

Minutes of a Special Meeting of the Mayor and City Council:
Mayor Keith C. Turnbow called the meeting to order at 7: 35 P. M. with the following
Ci ty Officials pre sent:

Engineer David Benton arrived at 8: 30 P. M.
Invocation by Councilman Gerald B. Cheney.
Councilman Cheney moved that the Public Hearing for the proposed Recodification
and tlroposed Planning and Zoning Map be rescheduled for March 22, 1973, at
8 :00 P. M. in the Ammon Jr. High School Auditorium. Seconded by Councilman
Richardson; voting all in favor; motion carried.
A lengthy discussion and review of Title VI was held by the Mayor and Council.
Councilman Swensen moved that we accept Title VI-Police Regulations-of the pro-
posed recidification ordinances as typed. Seconded by Councilman Richardson;
voting all in favor; motion carried.
Title X was also reviewed and discussed at length, after which Councilman Swensen
moved that Title X- - Traffic--of the proposed recodification ordinances be accepted
as typed; seconded by Councilman Cheney; voting Richardson yes; Swensen yes;
Cheney yes; Anderson no; motion carried.
After a lengthy discussion and review of Title XII by the Mayor and Council,
Councilman -Richardson moved that Title XII- -Heating and Cooling--which is identical
to that of the City of Idaho Falls, of the proposed recodification ordinances be accepted.
Seconded by Councilman Cheney; voting all in favor; motion carried.

City Engineer David Benton presented copies of the proposed Zoning Map to those present.
Councilman Cheney moved to adjourn; seconded by Councilman Anderson; meeting adjourned

Minutes of the Regular Meeting of the Mayor and City Council

The meeting was called to order at 7:35 P.M. by Mayor Keith C. Turnbow with the
following City Officials present:

(Councilman Marvin J. Anderson arrived at 7:55 P. M. and Engineer David Benton
came at 9:00 P. M. )
Boyd Stewart, a Boy Scout, was an observer.
Prayer was offered by Councilman Cheney. Minutes of the meeting of Feb. 19, 1973,
were read and approved. Minutes of the special meeting of Feb. 26, 1973, were read
and approved.
Jeff and Ira Stone:, who have offered to work on a landscaping project for McCowin Park
at a reasonable cost, presented a proposed plan far such a project. They offered advice
about when to transplant trees and suggested going to the schools to appeal to the chil-
dren about caring for trees in the parks, etc. The Stones were commended for their
efforts. It was noted that requests have gone out with the monthly statements and from
the schools for donation of trees and shrubs for moving to the park.

A proposed general fund budget of $224, 074. 90 and a sewer construction budget of
$978,000 was presented by Mayor Turnbow. After review and discussion, Council-
man Richardson moved to approve the proposed budget. Seconded by Councilman
Cheney; voting all in favor; motion carried. The public hearing on the budget was set
for the next regular meeting on March 19, 1973.
Mayor Turnbow reported that there has been no new word from HUD on the sewer grant
application since the funds of that agency were frozen. He read correspondence sent by
Congressman Hansen and Senator Church regarding this matter, and indicated that
Engineer Perkins has suggested that Mr. Pedersen, Director of the Portland HUD office,
should be called or contacted by the City Officials to keep the project before him. It
was indicated by Engineer Benton that there is a possibility of getting an increased
amount of grant funds through EPA if the HUD grant does not come through.
The need to get the sewer trunk line under Sand Creek as soon as possible was dis-
cus sed. Engineer Benton advised that the funds from HUD which are being held up
would not be designated for this part of the project so financing of this work would
come under the jurisdiction of EPA, the State Health Department, and FHA. Council-
man Swensen moved that the engineers be authorized to negotiate and proceed with the
installation of the sewer line under Sand Creek on Sunnyside Road, the two canals on
Sunnyside Road, the canal on Ammon- Lincoln Road, and the canal at Sunnyside and I
St. Clair as soon as practical. Seconded by Councilman Cheney; voting all in favor;
motion carried.
The poor condition of Meadow Lane between Molen and O~n Streets as reported by
Mrs. Beverly Grabow was mentioned. It was determined that some gravel could be
put on later, but there is no way to help the situation while the road is soft. Council-
man Richardson reported that there is a need for a representative from Ammon on
the Traffic Committee of the Bonneville Council of Governments. It was recommended
that the Chairman of the local Traffic Safety Committee, presently Ken Madsen, be
appointed. Engineer Benton reported that copies of the up-dated city map can be made
a vailable at the City Office at a cost of 75 cents each.
