Turnbow Councilman Lynn C. Richardson Councilman Gerald B. Cheney . Councilman Marvin J. Anderson at 7: 55 P. M. by Mayor Keith C. Turnbow with the Clerk Deon Hemingway Attorney W. Joe Anderson Enginee r David Benton Prayer was offered by Councilman Cheney. Minutes of the meeting of Oct. 16, 1972, were read and approved. (See inserted excerpt of minutes prepared by Attorney Anderson regarding reading of Sewer Bond Ordinance No. 108.) Attorney Anderson reviewed changes proposed by the City of Idaho Falls in the agree- m ent for use of their sewer collection system and treatment plant, and indicated that the final agreement could be ready for the next regular meeting so that ratification can be acted upon. Engineer Benton explained BOR application procedures and participation restrictions for purchasing additional land and making street and parking lot improvements for McCowin Park as learned in a recent confer.ence with a representative from the State Department of Parks. Consideration of purchasing land north of the present park while it is available was recommended by Mr. Benton, with no decision being made. After lengthy discussion, it was decided to purchase the land west of McCowin Park where it is planned to situate a new well without BOR participation so there will be no problems concerning usage and to consider the street along the west side of the Park as a through street. Consequently, when Mayor Turnbow meet.s with BOR officials next week, he will request participation funds for only the pool and shelter parking lots and a small section of road along the south of McCowin Park. Mayor Turnbow reported that the fire truck has been repaired and is back in operation, and a letter has been written to the AEC in appreciation for the use of their fire truck. A report was made by the Clerk on the meeting in Pocatello on revenue sharing. Councilman Anderson reviewed the bids received on trucks as follows: Bids on a 1973 two-ton truck with a six-yard capacity dump bed were received from Ellsworth Dodge for $6,853.68; Treasure Truck and Tractor, Rigby, $6,645; Blackfoot Equipment, $6,769.60; and Smith Chevrolet, $6,630. Bids on a one-half ton pickup truck with four-speed standard transmission were received from Swager Motor, Rigby, $2; 919. 50; Stoddard-Mead Ford, $3, 070; Smith Chevrolet, $2, 837; and Ellsworth Dodge, $2,673.22. Councilman Anderson moved that the Council accept the low bid of Smith Chevrolet on the two-ton truck and Ellsworth Dodge on the pickup and get the trucks ordered. Se conded by Councilman Cheney; voting all in favor; motion carried. According to Councilman Anderson, the fences and building have been moved to allow for the opening of Romrell Lane between Rawson and Owen Streets. Authorization was given to have some trees removed from the right-of-way and to have the grading done. Having some pit-grade gravel put on the new street was questioned as not being necessary in the arrangements that were made for opening the street, but Councilman Anderson was advised to get an estimate so that a decision can be made. Councilman Cheney indicated that the city-sponsored basketball program should be starting near the end of November, with boys of the 5th, 6th, and 7th grades being invited to participate. Councilman Richardson read a proposed resolution for joining the Bonneville Council of Governments in a loose organization with the Upper Valley Resource Council and the Butte County Council of Governments. A representative of the State Planning Office in Pocatello may be available to explain the concepts of this proposal at the next Council Meeting. ._~.,..,.".~~ ~ ~-- Engineer Benton noted that final grant determination from HUD should be coming within a few days after which bids could be called for to start work on the water and s ewer project. Chairman Jim Southwick Also present at the meeting was a representative of Snake River Equipment Co. and Rod Gilchrist, Director of the Bonneville Council of Governments. Prayer was offered by Councilman Richardson. Minutes of the meeting of November 6, 1972, were read and approved. Mayor Turnbow read the bids which were received for a tractor-loader for use of the Parks and Street Departments as follows: Loughmiller Farm Inc., Twin Falls (Leo Clawson), $10,148 including a backhoe which was not requested in the specifications; Snake River Equipment" $4, 973.74; Rocky Mountain Machine Co., Blackfoot, I $5, 300. 28; Elliots Inc., $5, 480; McClaskey Ford Tractor, $5,028; Massey Ferguson, , $7, 168. The bids are to be compared and the tractors looked at before a decision can be made. Rod Gilchrist presented a copy of the "Interim State Water Plan", put out by the Water Resources Board, to the Council and recommended careful study of this report to determine if it contains anything not agreeable to local planning. He also reviewed the proposal to have the Bonneville Council of Governments (BCOG) join in a "loose" organization with the Upper Valley Resource Planning Council which now includes Madison, Fremont, Clark, and Teton Counties. This proposal has merits, according to Mr. Gilchrist, considering that planning is becoming more regional minded all the time, it would be of benefit when applying for federal funds, and would help protect the rights for planning being taken over by federal agencies. Study is needed con- cerning methods of representation on the Council and a funding policy. Mayor Turnbow noted that he is invited to a meeting in Rexburg next week where this proposal will be discussed. As Chairman of the Planning and Zoning Commission, Jim Southwick requested special effort be made to get procedures' started for adopting the Commission's recommended zoning changes so they will in effect for the new construction season in 1973. A pro- posed zoning map should be ready to present to the Council in December. Mr. South- wick reported that a proposal for subdivision development of the McCowin property I had beal presented at the last Planning Meeting by Mr. Reno Barbison. Surface water drainage problems had been discussed and recommendations made by the Planning Commission members along with proposed zoning for the area. On a motion by Councilman Cheney and the affirmative vote of all Council members, the second reading of the Sewer Bond Ordinance (#108) was postponed for further study. Mayor Turnbow reported that he had made application for BaR participation in paving the parking lots and a short section of street at McCowin Park before the State Parks Board in Boise last week, and has not received any word yet.
