Minutes of the Rggular Meeting of the Mayor and City Council:
The meeting was called to order at 7:30 P.M. by Mayor Russell N. Swensen with the
following City Officials present:

Others present during the meeting were Jane Smith of 2005 Curlew Drive, Charlene J.
Smith of 1960 Curlew Drive, Jacque Stauder of 2015 Curlew Drive, a group of fifteen I
young people from Curlew Drive and surrounding area, and Brett Wood of 3545 Samuel St.
The pledge of allegiance to the flag was directed by Councilman ~uigley and prayer was
offered by Councilwoman Dille. The minutes of the meeting on May 2, 1985. were approved
with a motion by Councilman Williamson, a second by Councilman Monson, and voting all in
favor.
Jacque Stauder of 2015 Curlew Drive presented a petition signed by 21 residents express-
ing concern for the safety of neighborhood children and pets because of a pit bulldog
belo in to Jack Hubler of 2020 Curlew Drive which has been attacking other dogs in the
public park Lions Park and requesting that the dog be determined to be "a public
menace and treated accordingly". The City Animal Control Officer reported that he talked
to Mr. Hubler who has agreed to keep the dog restrained on his property. Charlene Smith
offered her opinion that the dog is not dangerous to people and the owner is doing every-
thing possible to avoid further problems. She explained that all of the young people who
were present are acquainted with the dog and are not afraid of it. Mayor Swensen said
that the petition would be kept on file and that he would write a letter to Mr. Hubler.
Consideration was given to the following resolution to update the authorized signatures
for the records of the Idaho Bureau of Surplus Property:
"BE IT RESOLVED and hereby ordered that Russell N. Swensen, Mayor, and Hayse L.
Whiteley, Public Works Director, shall be and are hereby authorized as our representa-
tive to acquire federal surplus property from the Idaho State Bureau of Surplus
Propert y . "
It was moved by Councilman ~uigley and seconded by Councilman Monson that the resolu-
tion be adopted; voting was all in favor; motion carried. I
Approval was indicated for an Eagle Scout Project presented by Brett Wood to paint .
addresses on the curb in the neighborhood of his home on Samuel Street.
According to Councilman ~uigley, a number of people have inquired about getting some
of the streets paved that are not improved. He moved that the City Engineer get the
information together for creating a local improvement district for paving Romrell Lane,
Meadow Lane, Rose Dale Lane, and other improvements as needed in other areas of the
City. The motion was seconded by Councilwoman Dille; voting was all in favor; motion
carried.
With regard to a letter received from Arlene Coon of 3635 Wanda Street complaining about
the traffic problems which result from the activities of a home occupation in the neigh-
borhood (which is in the RP-A Zone), it was moved by Councilman Williamson and seconded
by Councilman Monson that the matter be referred to the Planning and Zoning Commission
for a recommendation concerning whether a home business is applicable at 3765 Wanda
Street; voting was all in favor; motion carried.
The Public Works Director presented information on water metering equipment for the City
wells, work being done on the used fire truck and motor grader which were purchased re-
cently, and the acquisition of some used scaffolding materials.
Engineer Benton was instructed to follow through with compiling details on a suggestion
which he made to de-annex streets along the outer limits of the City to be consistent
with the present law that all of a street must be under one jurisdiction, either the City
or the County.

In response to a report about destruction of trees and the nuisance of people being in
the parks at late hours, Councilman ~uigley moved to add closing hours for Peterson Park
to the rules for the use of public parks as provided for in City Ordinance 6-14-5, with
the closing time to be 11 P.M. and the opening time 6 A.M. The motion was seconded by
Councilwoman Dille; voting was ~uigley yes, Dille yes, Williamson no, Monson yes; motion
carried. After further discussion on the hours, Councilman ~uigley moved and Council-
woman Dille seconded that the previous motion be reconsidered; voting was ~uigley yes,
Dille yes, Monson yes, Williamson yes; motion carried. It was then moved by Councilman
~uigley and seconded by Councilman Williamson that "5 A.M." be substituted for "6 A.M.";
voting was ~uigley yes, Williamson yes, Monson yes, Dille yes; motion carried. Appropri-
ate signs are to be posted regarding this regulation.
Claims to pay were approved in the 'amount of $29,372.97 along with vouchers for payroll
and related expenses paid since the previous meeting totaling $25,276.20. A motion to
adjourn was made by Councilman ~uigley and seconded by Councilman Monson with voting all
in favor; the,meeting was ~djourned at 9,20 P.~. ~ J1..~~
