Miscellaneous ADJOURN MINUTES City Officials Present: City Officials Absent: Mayor Sean Coletti (joined at 5:20pm) City Administrator Micah Austin Councilmember George Vander Meer Council President Russell Slack (via Zoom) City Engineer Tracy Bono Councilmember Rex Thompson Councilmember Heidi Boyle City Planner Cindy Donovan Councilmember Scott Wessel (joined at Parks & Rec Director Tyler Draney 4:39pm) Finance Director Jennifer Belfield Councilmember Craig Tibbitts City Clerk Kristina Buchan City Attorney Scott Hall CALL TO ORDER: Council Member Craig Tibbitts called the meeting to order at 4:30 p.m. DISCUSSION ITEMS: 1. Sandcreek Park Plans Parks and Recreation Director Tyler Draney presented potential playground options for the putting in parking lot space and a shelter within the park. The money set aside for the park was received from Sage Point Village Apartments across of Judy. Council discussed the proposed plans and asked Staff to continue working toward a final design. 2. EIRSD Terms of Service City Administrator Austin reminded Council that the original terms had been approved in September. Austin added that they will be brought forward with an addendum with change as soon as they are prepared. EIRSD Debt Reserve Counsel Scott Hall reviewed the history of the relationship between Ammon and the sewer district dating back to 2000. The Ammon portion of the bond began in April 2013 and had a 30 -year term. Money being sent to EIRSD will assist with bonding abilities so EIRSD can establish their own balances to fund future updates. Council discussed the transfer of funds to EIRSD and whether those funds would be returned to Ammon at any time. Final transfer details would be settled before the transfer 4. EIRSD Capital Replacement Council and Sttaff discussed the transfer of Capital Replacement funds to EIRSD. Finance Director Jennifer Belfield added that previous transfers had taken place and the latest would be for $1,003,728.00 to cover funds from 2022 and 2023. 5. Miscellaneous City Administrator Austin reviewed recommendations from other cities for a partnership with local Uber and Lyft providers to assist in sponsoring riders in Ammon. Council asked Staff to complete more research on the subject before moving forward with any changes.
