The pledge of allegiance to the iElag was offered by Councilwoman Dille. Betty Crumb of 2270 Curlew Drive introduced the subject of a iiamily situation at the Ronald Labrum home at 2295 Dove Drive which is extremely disturbing and somewhat threatenlng to the nelghborhood. Others present, including Ernie and Mary Flegel, Earl and Linda Cleverly, Jean Gullixson, Doug Brinkman, Shawn Garbett, Henry Crumb, and David Kraykovic, related experiences with bad language, violent anger, BB guns, name calling, etc. They expressed concern, not only for themselves, but for the members of the Labrum family, and observed that there especially seems to be a need for Mrs. Labrum to have help for her apparent inability to control her anger and calm herself down. After con- siderable discussion, Attorney Anderson agreed to contact the County Prosecuting Attorney and to try to set up appointments fOT a committee consisting of himself, Ernie Flegel, Earl Cleverly, Mayor Swensen, Councilwoman Dille, and Councilman Quigley, to meet with representataves of appropriate agencies to get some action going to help Mrs. Labrum and her family with the problems which were described. Attention was given to the matter of an invitation for the City of Ammon to join the Bonneville County Fire Protection District, which has been in the process of deliberation for several months. The presence ,of .the Fire District Chief, Bruce Allcot t, and the Fire District Commission President, Dale Rockwood, was recognized. Reference was made to a letter dated March 15, 1984, requesting certain information written by Councilman Williamson, representing the City of Ammon, and a reply dated May 28, 1984, signed by the District Fire Chief. The terms of the District's mutual aid agreement with the City of Idaho Falls were discussed. It was indicated that the City of Ammon is no longer included in the original agreement which was signed in 1970, and Chief Allcott explained that Ammon would again have back up from the City of Idaho Falls if a decision is made to join the District. Chief Allcott reviewed answ'ers to questions about the proposed use of equipment and volunteers from Ammon, representation on the Fire District Commission, and approximate taxation costs if Ammon joins the District, all of which were mentioned in the letters referred to previously. Other subjects brought up for discussion were the possibility of being able to join the District later and the procedure for getting out of the District. Councilman Williamson expressed his viewpoint that the City still has several options such as staying with its good active volunteer fire department recognizing that there would be a need for back-up equipment, looking at other mutual aid agreements or contracts with the District or the City of Idaho Falls, buying additional equipment and hiring some staff to work with the volunteers, getting out of firefighting and contracting with the Fire Dis- trict, etc. He pointed out that he would like to know definitely if a contract with the City of Idaho Falls is possible before making any decision. Appreciation was expressed to the Fire District representatives, and it was noted that the District is expecting an answer from the City within thirty days. Further comments by volunteer firemen were relative to finances, equipment, building, training, etc., that would be needed to have a fire department which could furnish adequate fire protection if the City does not join the Fire District and mutual aid is discontinued. Mayor Swensen asked for input for preparation of the Fiscal Year 1985 budget which must be ready for public hearing in August. Following a review of a recommendation from the Planning and Zoning Commission re- garding an application for a special use permit filed by Greg and Beverly Colvin, a motion was made by Councilwoman Dille and seconded by Councilman Williamson that the application be refused because City ordinance does not allow addition to non-conforming uses; voting was Dille yes, Williamson yes, Quigley yes, Monson yes; motion carried. Items mentioned in reports by the Council members, City Engineer, and Public Works Director were concerned with the INEL bus stop location on 17th Street, a dance at the tennis courts, improvements for the McCowin Park picnic shelter, the schedule for the current UP&L rate-case hearings, street repairs on Molen Street, and the purchase of a used tractor and mower for cutting weeds. Approval was given on claims to pay in the amount of $18,637.23 and disbursements made since the previous meeting totaling $22,465.03. I A motion to adjourn was made by Councilman Williamson and seconded by Councilman Monson; voting was all in favor; the meeting was adjourned at 10:40 P.M.
