Mayor Swensen opened the meeting as a Public Hearing on proposed changes to the Compre-
hensive Plan Future Land Use Map. The citizens present were sworn in as a group in
accordance with City Ordinance No. 193. Changes which had been suggested by the Planning
and Zoning Commission and requested by property owners were reviewed. The recommendations
of the Planning Commission following a public hearing on May 8th were made a matter of
record as follows: (1) Change the low area at the end of East 17th Street on the east
side of Crowley Road from commercial and high-density residential to low-density residential;
(2) change all commercial and high-density residential on both sides of 17th Street be-
tween Ammon-Lincoln Road and Crowley Road (except the Delmar Anderson property) to medium-
density residential; (3) change the designation at the location of the Teton Plaza Mobile-
home Park from medium-density residential to commercial; (4) change that area bounded by
Sand Creek on the north and west, by Sunnyside Road on the south and Hitt Road on the
east, and the area bounded by Hitt Road on the west, Sunnyside Road on the south to' a
point 600 feet east of Hitt Road and thence north to the intersection of Sand Creek, from
medium-density residential to commercial; and (5) make no change along First Street in
Tie Breaker Village Addition unless a change to commercial is needed to consider a special
use permit which has been requested for that area. Comments were invited on each of the
listed locations. There was no response regarding the property east of Crowley Road,
the mobilehome park location, or the area along Hitt Road. Fred Karford, 3520 E. 17th
Street, owner of the land at the southeast corner of the 17th Street-Ammon Road inter-
section, stated that his property has only about 15 acres and development with all of
the expense for streets and gutter for only a few houses is not practical. He said that
he would like to have high-density on the little section that belongs to him so that
condominiums could be put there and that some high density is needed in the area. Mayor
Swensen indicated that this request could be considered even though it was not recommended
by the Planning and Zoning Commission. No objection to Mr. Karford's request was express-
ed by the other people present. Engineer Benton explained that Mr. Karford's situation
is similar to a proposal which is before the Planning and Zoning Commission at this time
requesting multi~f~ily resid~ntral' zoning (R2A and RJA) on p~operty n~rth of~7tp Street
which is presently classified as commercial and medium-density residential on the 'land use
map, but multi-family residential zoning should" nqt, be considered in the area until the
designation is amended on the map to higR-density residential. Mr. Benton indicated
that he was making a request for a change on the Hatch property, as noted, on behalf of
the owner. When the matter of future land use along First Street in the Tie Breaker
Village subdivision was brought up for discussion, Mayor Sw'ensen pointed out that the
City Attorney's opinion is that a commercial designation is not required in order to
consider a special use permit for a sports mall at the location. A number of the residents
who were present from Tie Breaker (Jeff and Susan Eaton, John and Mary Walter, Ronald and
Tamara Graham, Steve Everett, Michael Barainca, Bob Kinsey, and Chris Waddoups) made
comments, mostly expressing opposition and asking for more information relative to the
special use permit application on which a public hearing was held before the Planning
and Zoning Commission on May 31st. Those who mentioned the future land use map on which
testimony was being taken (Jeff Eaton, Steve Everett, Mary Walter, and John Walter) were
in favor of leaving the medium-density residential classification along First Street.
The public hearing was closed at 9:10 P.M.
The remainder of the meeting was unofficial inasmuch as there was not a quorum of the
City Council present. No action could be taken on changes to the land use map.

It was decided that the second regular meeting in June should be cancelled since it
would be on the date of the Annual Conference of the Association of Idaho Cities
which some of the City officials would be attending. The next meeting was scheduled
for July 5, 1984, at which time there will be a public hearing on the application for
a special use permit for a sports mall in the Tie Breaker Village Addition submitted by
Brent Alder of P.M.S.I. in Salt Lake City. ·
Councilman Williamson reported that hearings for presenting testimony by intervenors
in the current Utah Power and Light Company rate case have been set for the end of
July.
Attention was given to a note left by Karen Miller of Idaho Falls (address not given) I
asking that the City officials try to do something about getting the bus stop for INEL
buses changed from the corner of 17th Street and Falcon Drive, which was the scene of
a recent fatality resulting from a car-motorcycle accident while a bus was stopped at
that location. Mayor Sw.ensen agreed to contact the INEL transportation manager about
this request.
Claims to pay totaling $4,920.33 were presented and approved, along with claims for
payroll expenses paid since the previous meeting in the amount of $7,277.64.
The meeting was adjourned at 10:40 P.M.

A public hearing was opened, as advertised, to take input on an application for a
Special Use Permit filed by Brent Alder representing P.M.S.I., a Project Manage-
Service Corp., of Salt Lake City, requesting permission to locate a sports mall
along First Street in Division No.3 of Tie Breaker Village Addition, which is zoned
R-l. Those present who wished to make comment were sworn in as a group in accord-
