Mayor Sean Coletti called the meeting to order at 4:30 p.m.
DISCUSSION ITEMS:
1. FY2024 Budget Discussions
Council briefly discussed the 2024 Budget reviewing minor changes that had been made
since the last meeting. Council thanked Staff for their hard work, especially Jennifer, and
directed her to publish the budget for the hearing in August to approve.
2. Two-Year Sheriff Contract
Staff reviewed the details of the second year of the contract with Bonneville County Sheriff
Department that included an annual cost of living adjustment and credit for any situations in

which aspects of the contract are not fulfilled. Representatives from the Department, Sheriff
Sam Hulse and Sargent Kyle Fielding, were present to answer any questions. The second
year was added to the contract to help better plan for increases to the budget in future
years for both parties.
3. Pool Planning
Mayor Coletti updated Council on donations being given in support of Pool renovations.
Coletti noted that a clear plan, design, layout, etc., was necessary to get further support
from both the community and potential large donors. Council discussed potential locations,
viability of indoor versus outdoor pool options, and contacts. Staff will work to find local
experts to present and discuss options with Council at a future work session.

Dear Rob:
To facilitate satisfaction of the CitiesÓ annual obligation under the Final Settlement
Agreement with the Surface Water Coalition (ÐSWCÑ), Idaho Ground Water Appropriators,
and various Eastern Snake Plain Aquifer (ÐESPAÑ) Cities, we are reaching out to see whether
your client, the City of Ammon, would like to again enter into a water rights lease with the
City of Pocatello to satisfy AmmonÓs proportional obligation agreed to under the Final
Settlement Agreement.
I am enclosing a 2023 lease for PocatelloÓs Palisades storage water for review and
execution, along with Exhibit 2 to the ESPA Agreement, which summarizes the proportional
amount of the total mitigation volume for which each city is responsible. The total amount of
mitigation volume allocated to Ammon is 697.2 acre-feet per year (per Exhibit 2 to the
ESPA Agreement, attached). The lease has been left in Word format so that you can adjust
the contact information and other such details as necessary to execute the lease.
You will also find attached a Water District 01 form lease that contains some but not
all of the same information as the Pocatello lease. Your client will need to execute and return
this document as well.
If your client decides to lease from Pocatello, please return no later than August 1,
2023, both of the executed leases and a check in the amount reflected on the Pocatello lease
made out to City of Pocatello, to:

Summary of Analysis
1. Public Hearing #2023-018 was held before the Planning and Zoning Commission on June 7, 2023,
Commission recommended approval.
2. City Council reviewed the request to rezone on July 6, 2023 and provided conditional approval.
3. Findings of Fact are being presented this evening.
4. Ordinance will be brought for approval after the Conditional Rezone Agreement is signed by the
property owner and the applicant.
5. Conditional Rezone Agreement includes:
1. All rights related to this rights herein, shall expire if
no building permit has been issued within three (3) years of the Effective Date and if no
certificate of occupancy has been issued within five (5) years of the Effective Date.
2. John Adams Parkway from 25th East to White Pine Charter School shall begin
construction, either by the Developer or other entity, prior to the issuance of a building
permit. The construction shall be completed before the issuance of a Certificate of
Occupancy.
3. Thirty (30) feet Right-of-Way for Backhand Drive along the north property line and east
property line must be deeded to the city before the issuance of a building permit.
4. Within six (6) months from the Effective Date, the Developer shall enter into an
additional Standard Development Agreement that specifies standard infrastructure
requirements for all projects

CONDITIONAL REZONE AGREEMENT
WHITE PINE CHARTER SCHOOL EXPANSION
(CITY OF AMMON/WHITE PINE CHARTER SCHOOL INC)
THIS AGREEMENT, made and entered into this 20th day of July, 2023, by and between
the CITY OF AMMON, a municipal corporation, of the County of Bonneville, State of Idaho,
Party of the First Part, hereinafteWhite Pine Charter School Inc. and/or
RECITALS:
WHEREAS, the Developer is the sole owner, in law and/or equity, of a certain tract of land in
Bonneville County, Idaho, more particularly described on Exhibit A attached hereto and made a
part hereof; and
WHEREAS, the Developer, as sole owner of said land, has made request to the City of Ammon to
rezone the property described in Exhibit A from CC-1 and GC-1 to PSC, and
WHEREAS, the tract of land described in Exhibit A is located within the City of Ammon; and
WHEREAS, on July 6, 2023, the Ammon City Council conditionally approved the request to
rezone the property; and
WHEREAS, in accordance with Idaho Code 67-6511A, the Ammon City Council requires the
Developer to agree to a Conditional Rezone Development Agreement as a condition of approving
the rezone request; and
NOW THEREFORE, in consideration of the above recitals and the mutual covenants and
agreements herein contained and other good and valuable consideration, the sufficiency of which
is hereby acknowledged, the parties hereto agree as follows:
AGREEMENT
1. Incorporation of Recitals. The Recitals set forth above are hereby incorporated into and
made an integral part of this Agreement.
2. Effective Date of Agreement. This Agreement shall be effective as of the date approved
by the City Council.

3. Term of Agreement. All rights related to this agreement, including all D
herein, shall expire if no building permit has been issued within three (3) years of the
Effective Date and if no certificate of occupancy has been issued within five (5) years of
the Effective Date.
4. Developer. The term
than one developer, shall be construed as plural, and if there are any parties that are
feminine or are firms or corporations, the masculine shall include the feminine and the
neuter. All terms and conditions of this agreement shall run with the land.
5. Incorporation of Related Agreements, Approvals, Plans, Permits and other
documents. The following agreements, approvals, plans, permits and other documents are
hereby incorporated into and made an integral part of this Agreement by reference as if
restated herein in full.
a. Description of property, included as Exhibit A to this agreement.
b. Findings of Fact, Conclusions of Law and Decision on Rezone Request: July 20,
2023 included as Exhibit B to this agreement.
c. Ordinance No. 705, approving the conditional rezoning of the property, approved
on July 20, 2023 included as Exhibit C to this agreement.
6. Breach of Agreement. Any material failure to comply with the terms and conditions of
this agreement and any of the above-referenced agreements, approvals, plans, permits and
other documents shall constitute a breach of this Agreement. In the event of a Breach of
Agreement, or failure to proceed under the Term of this agreement in Paragraph #3 above,
the underlying zoning of Exhibit A shall revert back to CC-1 and GC-1.
7. Governance. In the event of any inconsistency between the terms and conditions of this
Agreement and the agreements, approvals, plans, permits and other documents listed
above, the terms and conditions of this Agreement shall govern.
8. Conditions of Rezone Approval. The following conditions are required of the Developer.
Prior to approval of any building permit for the development, all of the following
conditions shall be completed by the Developer:
a. Traffic Improvements.
i. Minimum Improvements. The Developer agrees to the following:
1. IMPROVEMENTS according to the standards required by the City
Engineer.
2. John Adams Parkway from 25th East to White Pine Charter School
shall begin construction, either by the Developer or other entity,
prior to the issuance of a building permit. The construction shall be
completed before the issuance of a Certificate of Occupancy.
3. Thirty (30) feet Right-of-Way for Backhand Drive along the north
property line and east property line must be deeded to the city before
the issuance of a building permit.
b. Wastewater Connection Fee. The Developer is required to pay for sewer
connection fees due to 1) the Eastern Idaho Regional Sewer District (EIRSD) or
Iona Bonneville Sewer District (IBSD); and 2) the City of Ammon, prior to
applying for a building permit. That Developer agrees to pay the EIRSD/IBSD fee
as constituted by EIRSD/IBSD at the time of the building permit application.
Developer shall provide proof of payment to the City. The City of Ammon cannot
guarantee sewer capacity will be sufficient to handle the development and cannot
award capacity on behalf of EIRSD/IBSD. Developer acknowledges that
EIRSD/IBSD provides wastewater treatment for this development and that the City
of Ammon provides no representation to the Developer, by the signing of this
agreement or otherwise, as to the availability of wastewater treatment.

c. Fiber Optic. The development shall be connected to the City of Ammon Fiber
Optic network.
d. Ordinances. The development is subject to ordinance amendments that are enacted
between the signing of this agreement and the platting process.
e. Standard Development Agreement. Within six (6) months from the Effective
Date, the Developer shall enter into an additional standard development agreement
that specifies standard infrastructure requirements for all projects constructed in the
City of Ammon and any special conditions specific to the development.
9. Miscellaneous Provisions.
a. Covenant Running with the Land/Successors and Assigns. Unless this
Agreement is modified by mutual written agreement of the Parties or terminated by
City, this Agreement and all conditions, terms, duties and obligations included in
this Agreement shall be binding upon the Owner, each subsequent owner of the
Property and every person or entity acquiring any interest in the Property. This
Agreement shall constitute a covenant running with the land burdening the Property
in favor of the City and shall be binding upon the Owner, its successors in interest,
personal representatives, heirs, vendees and assigns.
b. Waiver. Any waiver of any of the terms or conditions of this Agreement by City
or Owner must be in writing to be effective and shall apply solely to the breach and
breaches waived and shall not bar any other rights or remedies of City or Owner of
applying to any subsequent breach of any such or other covenants and conditions.
c. Notices. Any and all notices, demands, requests, and other communications
required to be given hereunder by either of the parties hereto shall be in writing and
be deemed properly served or delivered if delivered by hand to the party to whose
attention it is directed, or when sent, seven (7) days after deposit in the U.S. Mail,
postage pre-paid, or upon the sending of a facsimile, followed by a copy sent by
U.S. Mail as provided herein, addressed as follows:

Or at such other address, or facsimile number, or to such other party which any
party entitled to receive notice hereunder designates to the other in writing as
provided above.
d. Attorney Fees. In the event either party to this Agreement is required to retain the
services of an attorney to enforce its rights hereunder, the defaulting party shall pay
to the non-defaulting party reasonable attorney fees and costs incurred as a result
of such default whether or not litigation is commenced and including reasonable
attorney fees and costs on appeal.
e. Time is of the Essence. The parties hereto acknowledge and agree that time is
hereby made expressly of the essence with respect to each and every term,
condition, and provision hereof, and that the failure to timely perform any of the
obligations hereunder shall constitute a breach of and a default under this
Agreement by the party so failing to perform.
f. Requirement for Recordation. The City shall record this document, including all
of the Exhibits, and submit proof of such recording to the Developer. This
agreement must be signed within thirty (30) days of City approval. Failure to sign
within thirty (30) days will result in this entire agreement being null and void.
g. No Precedent. Approval of the Conditional Rezone Agreement shall not be
considered a binding precedent for the issuance of other development agreements.
The Conditional Rezone Agreement is not transferable from one parcel of land to
another.
h. Police Powers. Nothing contained herein is intended to limit the police powers of
the City. This Agreement shall not be construed to modify or waive any law,
ordinance, rule, or regulation, including without limitation, applicable building
codes, fire codes, zoning ordinances, subdivision ordinances, or comprehensive
plan provisions, unless expressly provided herein.
i. Invalid Provisions. If any provision of this Agreement is held not valid, such
provision shall be deemed to be excised there from and the invalidity thereof shall
not affect any of the other provisions contained herein.
j. Choice of Law. This Agreement shall be governed by the laws and decisions of
the state of Idaho.

signature of the Mayor, attested by the City Clerk, and the Developer has caused this agreement
to be duly executed the day and the year first above written.

SECTION 2: FINDINGS OF FACT
Based upon the application, the findings of the Planning and Zoning Commission, the record and
testimony presented, and the following additional findings of the City Council:
Conditional Rezone Agreement shall be signed within thirty (30) days of City approval. Failure to
sign within thirty (30) days will result in the Conditional Rezone Agreement being null and void
and the property shall return to the previous zones.
Building permit shall be issued within three (3) years of the Effective Date of the Conditional
Rezone Agreement.
Certificate of Occupancy shall be issued within five (5) years of the Effective Date of the

John Adams Parkway from 25th East to White Pine Charter School shall begin construction,
either by the Developer or other entity, prior to the issuance of a building permit. The

line heading north must be deeded to the city before the issuance of a building permit.
A Standard Development Agreement shall be signed within six (6) months from the Effective

The City of Ammon and the greater Bonneville County have grown
tremendously over the last few decades. For a community like Ammon that
prides itself on being a great place to raise a family, now is a critical time to
plan infrastructure that will accommodate growth and address safety and
mobility needs of all users. We know that Ammon wants to identify needs
and gaps within its active transportation network through this process
and that the County wishes to identify low-cost opportunities to reduce
all crashes. Developing a Comprehensive Safety Action Plan (CSAP) is a
great place to start the journey to improving equity, connectivity and mobility
throughout Ammon and Bonneville County.
During development of the grant application, we worked with Micah, the City
Administrator, to identify your key concerns for the area. Now that the funding
is secured we are able to take that understanding and knowledge and roll right
into plan development. Our project team is both experienced and structured to
provide the City with the right combination of safety, planning, roadway and
active transportation design, implementation, and funding expertise. We will
work with you, key stakeholders, and the community to highlight system
concerns and develop an action plan that is tailored to the wants and needs of

Innovative Planning with a Proven Process
In the planning phase, the B&N team evaluates the transportation
network to prioritize safety challenges and locations. Client and
stakeholder engagement is used to create buy-in on
recommended safety goals, strategies and locations. These
techniques were employed for the Clinton County Safe Streets Plan
and Hilliard Safe Streets Plan projects detailed later in this
proposal. The final products identified solutions that address safe
roads, safe road users, safe speeds, safe vehicles, post-crash
care, equity and culture.
These are two of the first plans in the Country to utilize the SSA
to organize the planning process and final plan. We are
implementing similar approaches in Arizona,Florida, West
Virginia and Kansas, developing multidisciplinary data-driven
safety plans that outline behavioral and infrastructure strategies
to address the primary contributing factors to crashes using

For an effective plan, stakeholders and public officials must be engaged throughout the process. Working together with Ammon, B&N

identify an inclusive outreach strategy to reach vulnerable populations and those who regularly use high-injury areas of the
network. This outreach will include identifying vulnerable populations and methods for overcoming participation obstacles. Methods
will include translation, interpretation, participating in Title VI-specific community events and collaborating with trusted community
advocates to broaden our reach.
The public will also be given opportunities to express their opinions and concerns about the transportation network and the
contents of the plan. Our team will ensure our effective public involvement effort supports CSAP development and meets all
federal requirements.
B&N will develop a short online survey and a supporting GIS map (users can select points on a map and indicate safety concerns)
to obtain input on safety challenges and opportunities in Ammon and the greater Bonneville County area. ArcGIS Online is an
effective platform for collecting data from the public with a geographic component. It allows the public and stakeholders to
comment on a map(s) and identify issues, opportunities, projects and other criteria.
In the Safe Streets for Hilliard Plan, B&N
developed a short five-question survey to
understand the safety culture in the

safe, unsafe, where speed is an issue
and where gaps exist in the pedestrian

Task 5 – Existing Conditions
The purpose of this task is to understand and evaluate the existing safety conditions within the City of Ammon and the greater
Bonneville County (not including Idaho Falls). Our team is very familiar with existing safety analysis and understands that the crash
data obtained, and safety information synthesized from that data, sets the groundwork for the outcome of the project.
Regional Crash Trends
We have a strategic four-step approach to ensure the delivery of a comprehensive regional crash trend analysis. The four-step
approach is summarized below.
1. Crash Data Acquisition – the first step of the existing safety analysis is the crash data acquisition and is the foundation
for the safety action plan. We will utilize Idaho Transportation Department’s (ITD) crash database to obtain the most
recent five (5) calendar years (2018 to 2022) of data. Our team understands that some data may not be complete for the
year 2023; however, we will still include all fatal, serious injury, and vulnerable road user (e.g., bicycle and pedestrian)
crashes within the year 2023.
2. Crash Data Cleanse – the second step of the existing safety analysis is the crash data scrubbing and is a critical part of
the approach to ensure that data is relevant and accurate. Crash data is often the product of crash event review and
deposition, which can lead to incorrect coding (e.g., misplacement of crash location, incorrect crash types, etc.), and thus,
weak crash analysis. Upon acquisition of the crash data, we will conduct an extensive data review to ensure accuracy of
the data, with specific focus on crash type, contributing factors (e.g., what caused the crash), location of the crash, and
narrative. Post completion of the crash data cleanse, our team will conduct a short-scaled confirmation bias review to
ensure that a sample of crash data points match a second reviewer’s understanding of the crash narrative.
3. Crash Data Analysis – the third step of the existing safety analysis is the crash data analysis. We will use the cleaned
crash data, in conjunction with multiple online sources, to evaluate patterns and correlations between crash types, crash
modes, crash locations, crash time periods, crash severities, and crash causations. To facilitate this, we will input the
crash data into a Geographic Information System (GIS) platform to map the crashes and their attributes. In developing
this spatial condition of the existing crash conditions, we can:
Map locations of crashes by their characteristics (e.g., crash type, crash severity, crash causations, crash modes,
etc.)
Map and find correlations of these crashes related to roadway characteristics (e.g., type of facility, number of lanes,
etc.) or context characteristics (e.g., land uses, pedestrian generators, etc.)
These maps will be utilized to identify problematic locations, summarize correlations between crashes and the existing
network, and identify solutions.
4. Crash Data Summary – the fourth step is the crash data summary which provides a large-scale overview of the safety
narrative. We will develop a formal narrative of the safety conditions, which will be an understanding of the existing
conditions with both textual and figural (e.g., histograms, charts, and maps) outputs. Both outputs will help summarize the
conditions in the City of Ammon and the greater Bonneville County and will help identify the problems and their related
solutions.
Location Prioritization
Using the regional crash data, intersections will be prioritized in Ammon and the greater Bonneville County. To identify priorities,
we will collaborate with Ammon and the planning team to identify performance measures that will help us identify poor-performing
locations where safety investments should be prioritized. A variety of performance measures may be applicable, from simple
metrics such as number of crashes and percentage of severe crashes, to more complex, predictive methodologies laid out in the
Highway Safety Manual. The pros and cons of these performance measures will be presented to stakeholders to strike a balance
between straightforwardness and complexity for future application by local agencies. The complete network screening results will
be mapped with the top intersection locations documented in a table and highlighted on a map.

Target and Goal Setting
Using the regional crash analysis, we will establish specific and achievable safety goals and forecasts for roadway fatalities and
serious injuries and non-motorized fatalities and serious injuries. As much as this analysis is a review of the historical crash data, it
will also help determine forecasts for the City’s safety performance and demonstrate the impacts of “doing nothing”. Through this
target and goal setting exercise, we will set interim targets that can be used to evaluate the area’s performance towards
eliminating fatalities and serious injuries. These targets will include specific reductions in a finite timeframe.
Optional Tasks – Systemic Safety Analysis and Connected Speed Data
While crash data gives insight into historical crash and safety concerns, it only tells a portion of the narrative. However, if other
sources of data can be leveraged to understand the other part of the safety story, the overall goals for City of Ammon and the
greater Bonneville County can be achieved. Both systemic safety analysis (proactive safety) and connected data have been and
can be used to identify safety concerns before they yield crashes, and both are summarized below.
Systemic Safety Analysis
Systemic safety analysis helps proactively identify risks within the roadway network and prioritize locations based on BOTH
historical crash data and its likelihood of future crashes based on risk presence. We are no stranger to systemic safety analysis
and utilize a three-phase approach including the following:
1. Identification of Crash Hot Spots - Our team understands that crashes are not only a result of driver behavior, but built
infrastructure, traffic control devices, and environmental conditions. As such, we will initially use the cleaned crash data to
focus on the locations within the City of Ammon and greater Bonneville County to determine specific facilities that have a
higher propensity of crashes.
2. Screening of Candidate Sites and Risk Identification - Post identification of the crash locations and their respective
characteristics, our team will facilitate a screening of candidate sites. We will screen candidate sites to determine and
inventory risk factors that are present such as traffic control devices, geometric design of interchanges, and
environmental conditions. This risk-inventory will be used to determine statistical relationships with crash data.
3. Countermeasure Selection - Post completion of screening candidate sites and identifying critical risk factors, our team
will compile a framework that will identify countermeasures based on facility type and risk factor presence. We envision
the countermeasure framework to be both intuitive and simplistic, but useful in providing short-term, mid-term, and long-
term solutions to alleviate the crashes evaluated.
Connected Speed Data
Data metrics can be extrapolated, using multitudes of records from electronic and transportation devices (e.g., cell phones, cars,
etc.), to understand travel behavior and statistics. Specifically, a few companies (e.g., StreetLight Data, INRIX) have leveraged this
type of data to understand cell phone use on roadways, determine real time speed data, and to evaluate correlations between
roadway characteristics and travel behavior. For example, bicycle and pedestrian trip and activity data is often difficult and
expensive to collect; however, with StreetLight data, Origin/Destination (O/D) for both Pedestrian and Bicycle trips can be
leveraged to understand where activity is happening and how it correlates to historical crash data and/or risks that could lead to
future crashes. While access to this data requires subscription and additional fees, we can investigate obtaining this data and
utilizing it to understand the travel behavior (e.g., speed data, O/D data trends) within the City of Ammon and the greater
Bonneville County.
While not required for the existing safety analysis, both systemic safety analysis and connected data have great ways of
supporting the overall safety review and capturing a portion of the safety narrative that may have been otherwise unavailable with
only historical crash data.

Task 6 – Equity Analysis
Several indicators can be used to identify and
assess vulnerable populations. Our project team
has recently completed a similar analysis using
the most recent 5-Year American Community
Survey data, at the Census tract level. B&N will
create maps with the most recent 5-Year
American Community Survey data, at the census
tract level, showing key transportation equity
factors in the City of Ammon and the greater
Bonneville County area. The following metrics
could be considered in the equity analysis:
BIPOC populations
Low income/poverty populations
Households with no access to a car or
access to only one car
Disabled populations

Hilliard Crash Network Screening
We will also overlay crash information on the
equity maps to help prioritize projects and strategies that mitigate severe crashes, specifically in communities with the most
vulnerable populations (see Figure 5). Analysis can also be conducted using the Social Vulnerability Index which includes the
ranking of 16 social factors in four themes – Socioeconomic Status, Household Characteristics, Racial and Ethnic Minority Status,
and Housing Type/Transportation - to evaluate social equity in the region.
Task 7 – Action Plan
The results of the crash data analysis and stakeholder/public input will help to identify projects, policies and strategies to address
the City of Ammon and the greater Bonneville County’s top safety needs.
Safety Solution Identification
Based on the selected emphasis areas and identified solutions the B&N team will develop a list of draft goals, strategies and
actions for each emphasis area. If any of the emphasis areas are the same as those in the Idaho SHSP, we will use the goals and
strategies provided in that report as a base. We will then update the strategies to reflect the latest national best practices and any
Ammon and Bonneville County-specific considerations that need to be added. This methodology ensures that the Ammon CSAP is
consistent with the statewide SHSP. For emphasis areas that are not in the Idaho SHSP, we will develop goals and strategies for
each of the E’s (Engineering, Education, Enforcement and Emergency Medical Services) as applicable. We suggest considering
goals and strategies around SSA: safe roads, safe road users, safe speeds, safe vehicles and post-crash care. Through this
process, we will employ our team of multidisciplinary experts to ensure that all solutions, both behavioral and infrastructure, are
feasible and are proven to reduce crashes.
Action Plan
Once goals and strategies are in place for each emphasis area, we will work with the City of Ammon and Bonneville County to
incorporate them into an action plan. To be successful, the action plan must be feasible and accepted by all safety stakeholders.
The action plan will be tailored specifically to the emphasis areas identified with documentation provided for the associated
measurable objectives and performance metrics.
Projects and strategies (as applicable) will be broken down by cost (high/medium/low ranges), timeframe for implementation and
projected impact on safety. Implementation of every action will be initiated over the next five years, with some occurring
immediately. Outcomes and lead agencies will be identified for every action to ensure someone is responsible for implementation

and understands how to measure and evaluate progress or completion. The strategies and actions will focus on priority safety
efforts or the activities which have the support, resources and ability to be addressed over the next five years.
The action plan for the Regional Intergovernmental Council in Charleston, West Virginia is shown in Figure 6.

As part of this process, a description of how progress will be measured over time will be included. Measuring progress is an
important step to ensuring the plan’s success. The ultimate goal of the plan is not to be a pretty document, but rather to lead to
implementation of strategies and projects that reduce severe crashes on the region’s roadways.
A major consideration of the Implementation Plans should be identifying potential funding tracts – namely SS4A. Determining the
best path forward for identified projects with stakeholder coordination sets local agencies up for success with SS4A
implementation or other avenues. The Ammon CSAP will enable Ammon and Bonneville County to be eligible to apply for SS4A
funding.
Task 8 – Draft and Final Plan
A CSAP will be developed to document the existing safety performance and priorities, implementable and specific strategies and
actions to mitigate severe crashes and the stakeholder and public feedback solicited during the planning process. To the extent
possible, this plan will be graphic-rich and reader- friendly. Visuals, maps, graphs and tables will be used to tell the safety story
and outline a plan for reducing severe crashes. When completed, this plan will satisfy the SS4A plan requirements so that Ammon
and Bonneville County will be eligible to apply for SS4A Implementation Grants. Each element of the SS4A Self-Certification
Eligibility Worksheet will be met through this planning process.
In addition to delivering a draft and final CSAP, B&N will produce a table that summarizes how the SS4A plan requirements were
met. Figure 7 shows an excerpt from the table included in the Safe Streets for Hilliard Plan. A similar table will be included in the
Ammon CSAP.

Task 9 – Plan Buy-in and Support
Once the CSAP is complete, B&N will assist Ammon in writing an endorsement letter or resolution document for the City Council to
formally adopt the plan as well as something similar for the County Commissioners for Bonneville County to adopt. B&N has
assisted local communities in writing resolutions, including for cities looking to adopt Vision Zero. Maria Cantrell, the former Vision
Zero Coordinator for the City of Columbus, Ohio will capitalize on her knowledge of local agency policies to formulate the
resolution. Once approved, the resolution will be included at the beginning of the CSAP document to demonstrate the support of
leadership.
A letter of support template could be generated in preparation for an SS4A Implementation Grant application. B&N has authored
dozens of letter templates that are then distributed for signature in support of a specific project or grant. Additionally, to inform City
Council and other members of leadership, B&N can create a PowerPoint presentation that summarizes the planning process,
findings, and identified solutions in the CSAP. The PowerPoint will be graphic-rich and will be developed for a non-technical
audience.
Task 10 – Implementation
The final chapter of the plan will detail how the CSAP is a dynamic document and how progress will be tracked. The following
items will be included in the short chapter:
Plan Leadership – A summary of the responsibilities of the planning leaders, in this case the City of Ammon and Bonneville
County.
Stakeholders/Champions – A list of the responsibilities of plan stakeholders after the completion of the CSAP.
Implementation Meetings – A discussion of the frequency, goals, and outcomes of future stakeholder meetings where the
progress of the plan will be discussed.
Annual Evaluation – A brief process for how the progress will be measured.
Other Planning Efforts – A strategy for how future planning efforts will correlate to the CSAP.

Task 11 (Additional Task) – Grant Funding
One the CSAP has been adopted and safety solutions have been identified, B&N will work with Ammon and the County to develop
a funding roadmap for their top projects. This roadmap will include identifying appropriate funding sources for each project,
timelines for grant applications, and potential partner agencies for any grants (ITD, Idaho Falls, Bonneville MPO, etc.). If it is
determined that a project is well suited for SS4A implementation funds, we will support the City and/or County in developing a
funding application.
