on which the District has requested consideration at this time, the Acting Fire Chief
pointed out that the general feeling of the volunteers is that there would be little
to gain by going in with the District, and they are in favor of continuing the mutual
aid with the District and expanding the Ammon Department where possible. Mayor
Swensen and the Council expressed appreciation for the report and for the members of
the Volunteer Fire Department.
In response to an inquiry by Acting Fire Chief Doug Brinkman regarding having the hose
competitipn for the State Fire School in McCowin Park on June 21st and granting a
waiver to allow beer in the park during that activity, it was agreed that it would be
good to have the competition in Ammon, but giving a waiver for beer would set a prece-
dent that would cause problems with other groups. A suggestion was made that the
local distributors be contacted about furnishing soft drinks for the occasion. It was
moved by Councilman Williamson that Acting Fire Chief Brinkman be authorized to offer
the McCowin Park area as the site to host the June 21st hose competition for the Idaho
State Fire School and make arrangements for soft drinks and stipulate that the drinks
be non-alcoholic. The motion was seconded by Councilwoman Dille; voting was all in
favor; motion carried.
In connection with the audit of the City records, it was moved by Councilman William-
son and seconded by Councilwoman Dille that Mayor Swensen be authorized, on behalf of
the City, to sign a letter of understanding with the firm of Galusha, Higgins and
Galusha to audit the City books for Fiscal Year 1984 for a fee of $3,750. Voting on
the motion was all in favor; motion carried.
Following a discussion about projects that could be or have been funded by proceeds
from Ammon Days activities, Councilwoman Dille moved to have Ammon Days this year on
the third weekend of August (August 17 and 18). The motion was seconded by Councilman
Quigley; voting was all in favor; motion carried. It was noted that the local American
Legion Post has offered to have a breakfast as one of the events.
Councilman Williamson made a report concerning public works personnel that have been
off work for health and injury reasons. Engineer Benton indicated that he had been
checking on information about federal grant and loan funds for street and public
building projects. A plan to send out a questionnaire to determine interest of the
residents in recreation programs was mentioned by Councilman Quigley. Concern was
expressed by Mayor Swensen about a fence that has been put up between the school and
church at the location of Romrell Lane, and Engineer Benton agreed to check the records
regarding the City's right-of-way in that area.
Claims to pay and claims paid since the previous meeting were approved in the amounts
or-$2O,205.89 and $10,212.01 respectively.
It was moved by Councilman Williamson and seconded by Councilwoman Dille that the
meeting adjourn; voting was all in favor; the meeting was adjourned at 9:40 P.M.

Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:30 P.M. by Mayor Russell N. Swensen, with the
following City Officials present:

The pledge of allegiance to the flag was directed by Councilman Monson and the invo-
cation was offered by Mayor Swensen.
Inasmuch as there was not a quorum of the Council members present, the meeting pro-
ceeded on an unofficial basis.
Auditor Walter Clapp answered questions about the Fiscal-Year-1983 Audit Report which
was reviewed at the meeting on January 5th. He pointed out, among other things, that
the expenditures for power in the Water Operation and Maintenance Fund went over
budget by a considerable amount so that is the problem area in the.City finances.
Councilman Quigley mentioned that a request for a dog show in McCowin Park has been
withdrawn since it was determined that the accomodations were not adequate for the
number of people and vehicles that were expected. He noted that the comments he has

received in his contacts "With the people indicate that there is little interest in
Ammon Days or having the s"Wimming pool covered.
According to a report by Councilman Monson, the Planning and Zoning Commission has
scheduled a public hearing on a request for rezone from RSC-l (Residential Shopping
Center) to C-l (Limited Business Zone) on property immediately east of Hitt Road and
north of 17th Street. In connection "With zoning matters, Mayor S"Wensen offered the
information that the final meeting on the County Comprehensive Plan Map "Will be on
February 15, and that plans are going ahead on assigning house numbers for all
addresses in the County. '
Public Works Director, Hayse Whiteley, reported on personnel matters, recent "Waterline
repair "Work, and problems encountered in efforts to remove sno"W and ice from the
streets because of the heavy sno"Wfall and extreme freezing conditions that have
existed for several "Weeks.
Mayor S"Wensen expressed concern apout the bills regarding "Water rights that are being
considered in the State Legislature at this time, and he and Attorney Anderson en-
couraged everyone to contact the Senator and Representatives from this area in
connection "With this matter "Which is so important to us. The Mayor reported that the
City of lona is planning to have a public meeting about joining the Fire District.
It "Was agreed that Mayor S"W'ensen should sign a Proclamation declaring the "Week of
February 12 through 18 as Vocational Education Week.
Claims to pay in the amount of $28,694.05 "Were approved, along with vouchers totaling
$50,930.27 for disbursements and transfers made since the previous meeting.
Adjournment was at 8:30 P.M.

The meeting was called to order at 7:30 P.M. by Mayor Russell N. Swensen "With the

Other present during the meeting were Scouts and leaders--J:ason Clapp, Aaron Speirs,
Daren Stanger, Jared Wilding, Larry Wilding, RichardL. Knighton, Roger Stommel, Ryan
Judy, Greg Stommell--and Monty Howell representing the o"Wner of property at 17th Street
and Hitt Road. The pledge of allegiance to the flag was directed by Councilman William-
son and prayer was offered by Councilman Quigley.
As the flrst item of business, it was noted that a public hearing on an application
filed by AMR Corporation for rezoning from RSC-l to C-l on property "West of Sand Creek
and north of 17th Street was conducted by the Planning and Zoning Commission, and a
hearing before the City Council is no"W required. Councilwoman Dille moved that the
public hearing be scheduled for March 15, 1984, 7:30 P.M., at City Hall. The motion
was seconded by Councilman Williamson; voting was Dille yes, Williamson yes, Monson yes,
Quigley yes; motion carried. Monty Ho"Well displayed a drawing for the proposed use of
the area and presented thoughts concerning access and street location.
Figures from the City of Idaho Falls Financial Statement were provided by Auditor
Wal ter Clapp for the review of the Mayor and Council. This information "Was requested
in an effort to determine if the substantial raise in the charge for se"Wage treatment
and sewer maintenance "Which "Went into effect as of January 1 was warranted. Engineer
Benton agreed to continue checking the calculations.
Councilman Quigley expressed concern about the decision that needs to be made regarding
a proposal that the City join the Bonneville Fire Protection District, and this matter
was discussed briefly.
A report "Was given by Engineer Benton regarding applying for grant funds for street
work. He listed projects which are already approved in Idaho Falls and Bonneville
County.

Councilman Williamson referred to problems "With garbage collection. He indicated
that a hearing on the current Utah Po"Wer & Light Company rate-increase case is scheduled
for the coming day.
