City Engineer Tracy Bono updated Council on the changes that had been made for the pathway
bid. Bono explained the location of the path and changes. The bid received was under budget
coming in at just over $205,000.
Recommendation
Staff recommends accepting Knife Rivers bid for Rimrock Elementary School Walking Path
Project.
Summary of Analysis
1. According to state statute, a formal bid process was followed.
2. Based on the following criteria, Staff recommends accepting Knife Rivers bid for Rimrock

$205,566.00. Motion passes unanimously with vote by roll call
DISCUSSION ITEMS:
1. Fiscal Year 2024 Budget Discussions
City Council was joined by each of the City Department Heads to review any changes to the
budget. Department Heads reviewed their individual budgets and answered any questions for
Council. The budget will be brought back in July before having a hearing in August.

- This request is in compliance with the Comprehensive Plan and City Ordinance
Recommendation
Staff recommends approval based on the following conditions concurrent with staff discussions.
1. Backhand Drive will need to indirectly connect to Curlew Drive to allow for a mid-block
connection. The City does not currently have any additional Right of Way to the west on
Backhand Drive. The property that was mentioned in previous meeting minutes was the
piece of property located between the two parcels of Tiebreaker Park and has been deeded
to the City.
2. John Adams Parkway will need to connect to 25th East (this may be at the cost of the school
based on the timing of the project). Eastern Idaho Commerce Development Agreement
states that Robert Suitter will be responsible for building out both sides of John Adams
Parkway including curb, gutter and sidewalks west to Curlew. The City currently has plans to
construct John Adams Parkway this Fall. If the City constructs John Adams Parkway, we will
collect frontage fees from everyone who builds along the road.
3. This property and the current STEM Academy locations are within the Urban Renewal Area

1. Additional acreage for the current school location will allow for the STEM Academy to be on the

1. Title 10 Amendment: McBride presented. McBride presented and shared a handout to explain the
Medium and High-Density criteria. McBride discussed options to clarify the density of multi-unit developments.
The staff suggested options add definition for development or add to density definitions in Chapter 2, add a
minimum amount of public green space within the criteria, add a minimum amount of private green space within
the criteria. McBride explained math for required amount of greenspace for the different densities. McBride
asked the Commission to study the options and provide feedback.

Chapter 12. Schools
The growth of Bonneville Joint School District 93 has been directly related to the growth in and around the
City of Ammon. The City should continue to work with Bonneville Joint School District 93 as growth
continues and additional educational infrastructure needs are recognized. The addition of the new Thunder
Ridge High School northeast of the City will alleviate overcrowdingin Hillcrest High School for a time and
will serve some students within the City. As growth has continued, both elementary and junior high schools
also have been affected. The City and the District share growth information and projections in an effort to
fulfill the needs of the growing population. Enrollment figures for Fall 2022reported to the City of Ammon
by Bonneville Joint School District 93for schools within the planning area are listed in Table 13. The
capacity for the schools was found within the Bonneville Joint School District 93 2018 Facilities Planwithin
the School Profiles.

More information on the schools in District 93 can be found at www.d93schools.org.
During the comprehensive planning process, discussions with the Bonneville Joint School District 93
representative revealed that Sandcreek Middle School is at its maximumcapacity and there is currently a need
for at least one modular building containing two classrooms for the 2018-2019 school year. Overcrowding at
some elementary schools remains a problem. The School District recently passed a bond to build a new
middle school near the new Thunder Ridge High School. It is understood that the district will eventually ask
for bonds to build additions to and possibly additional elementary schools to alleviate the overcrowding being
experienced at this time. Currently, Woodland Hills Elementary has three modular buildings housing six
classrooms which are expected to remain for the foreseeable future. Tiebreaker Elementary School has one
modular building and the school is near capacity at this time.
Policies for Schools
The City and the District should continue to address concerns about overcrowding of schools as new
annexation and development occurs. As part of that process, placement of future schools and access to those
schools should be a primary consideration for the School District and the City. Guidelines for placement of
schools should be considered and established as part of the implementation of this plan. Recommendations
for addressing those guidelines or policies would be placement of high school, junior high or middle schools
with direct access to major or minor arterial streets with no routing through residential subdivisions.
