Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:30 P.M. by Acting Mayor Russell N. Swensen, with
the following City Officials present:

Others present during the meeting were LaRue Swensen, Leland Dille, Barbara Quigley,
Brook Quigley, Jason Clapp, and Tim Ingram.
The pledge of allegiance to the flag was directed by Councilwoman Dille and the invocation
was offered by Acting Mayor Swensen. Minutes for the meeting on December 1.5, 1983, were
approved as prepared. Inasmuoh as there was no unfinished business for the present Council
to consider, Acting Mayor Sw'ensen thanked them for their service and dedication to the City
and also expressed appreciation to the City Clerk, Public Works Director, Attorney, Engi-
neer, and Auditor.
In the presence of family members and City Officials, newly-elected Mayor Russell N.
Swensen and newly-elected City Councilman Merle J. Quigley, along with re-elected City
Councilman Thayle D. Monson, were sworn in by City Clerk Deon Hemingway and their signa...
tures were affixed on the Oath of Office forms as required by law.
The meeting of the new Mayor and Council was called to order, and Mayor Swensen immediately
resigned his seat on the City Council. It was moved by Councilman Williamson and seconded
by Councilman Monson that the resignation of Russell N. Swensen as City Councilman be
accepted with a vote of thanks; voting was all in favor; motion carried. Mayor Swensen
recommended that Carol A. Dille be appointed to fill the vacancy on the Council. Council-
man Monson moved to approve the appointment of Carol A. Dille to finish the bo-year term
on the City Council. The motion was seconded by Counyilman Quigley; voting was all in
favor; motion carried. Councilw'oman Dille was sworn in by the City Clerk.
A message presented by Mayor Swensen for the beginning of his administration referred to
the history and growth of the City of Ammon and the special opportunity that elected
officials have to serve their fellow men as we govern ourselves in America. He listed
areas of challenge such as working with an extremely tight budget, providing quality
service for the tax dollars invested, and adjusting to the changes in the economy. He
mentioned a desire to adopt a logo for the City and to plan for a new City Hall and fire
station, and recommended that efforts continue for intervening in energy rate-increase
cases. His hope that the Council members will be able to support one another in the
decisions that are made was also expressed by Mayor Swensen.
It was noted that Steve Johnson of Sunnyside Potato Company was not present to discuss
the billing sent by the City for water hookup and service line charges for which he had
asked to be on the agenda.
Copies of the Fiscal Year 1983 Audit were distributed by Walter Clapp, and the if:igures
for the different funds were reviewed. It was agreed that the Mayor and Council members
would study the information and be ready for a final report at the first meeting in
February.
With reference to a report from the City of Idaho Falls regarding sewer treatment and
maintenance costs during 1983, Engineer Benton pointed out that an increase can be ex-
pected on the charges billed to the City of Ammon for these services. The need for
further study and analysis of the report was stated.
The election of a Council President was brought up for action. It was moved by Council-
man Williamson and seconded by Councilwoman Dille that Councilman Monson be elected as
Council President for the year 1984. Mayor Swensen asked if there were any other nomina-
tions. Councilman Williamson moved that nominations cease; this motion was seconded by
Councilman Quigley with voting all in favor. Voting on the previous motion was all in
favor; the election of Councilman Monson as President of the Council was unanimous.

as City Clerk-Treasurer, Aleen Jensen as Deputy City Clerk, Hayse L. Whiteley as pUblic
Works Director, LaVern E. Williams as Water Superintendent, W. Joe Anderson as City
Attorney, David E. Benton as City Engineer, Walter Clapp as Auditor, Marvin McGary as
Fire Chief with Doug Brinkman and Jim Southwick as Assistants, and John Griffin as
Animal Control. Officer. It was moved by Councilman Quigley and seconded by Council-
woman Dille that the reappointments to the various City offices be confirmed; voting
was all in favor; motion carried.

A Letter of Understanding for the Fiscal Year 1984 Audit, as presented by Walter Clapp
for the firm of Galusha, Higgins, and Galusha, was considered. Tt was agreed that act.ion
should be postponed for further deliberation inasmuch as the proposed fee is $4,000 and
the budgeted amount for audit is $3,750.
Councilman Quigley presented information about the possibility of Boy Scouts delivering
Ci ty newsletters. With reference to the fire which destroyed a mobilehome at 3125 Raw-
son Street on December 28, 1983, Councilman Quigley noted that he.is the owner of the
property even though another. family was living there, and he requested advice about
what the City can do to require that the 1nsurancs"company do something soon to keep the
premises from being a dangerous trap.
According to a report by Councilman Williamson, notice has been received that Utah I
Power and Light Company has filed for a rate increase with the Idaho Public Utilities
Commission, and he recommended that the City become an intervenor. Councilwoman Dille
moved that the City of Ammon intervene in the pending utah Power and Light Company
rate-increase case. The motion was seconded by Councilman Monson; voting was all in
favor; motion carried.
The matter of someone from the Fire Department going to a seminar on fire sprinkling
systems in Pocatello on February 24 was discussed. Also, in connection with the Fire
Department, Hayse Whiteley requested that protective clothing be issued to the Public
Works employees for their use when they go out on fire calls. He noted that five City
men helped at the fire on Rawson Street last week without the benefit of any safety
gear. Councilman Williamson indicated that this will be taken care of.
Public Works Director, Hayse Whiteley, informed the Mayor and Council about work being
done on snow removal, and reported that a new motor has been ordered for the sewer
meter station.
Mayor Swensen mentioned that he had met with a school official about prohibiting snow
machines on school grounds to be consistent with the City policy for parks. He stated
that the schools are agreeable tQ going to dumpster service instead of using the
existing incinerators.
It was decided that the regular Council meetings should continue to be on the first and
third Thursdays at 7:30 P.M.
Claims to pay in the amount of $14,674.64 and claims paid since the previous meeting
totaling $ 7, 787.74 were approved. A motion to adjourn was made by Councilwoman Dille
and seconded by Councilman Monson; voting was all in favor; the meeting adjourned at
9:40 P.M.

The meeting was called to order at 7:35 P.M. by Mayor Russell N. Swensen, with the
following City Officials present:

Tim Ingram, Volunteer Fire Department member, was also present during the meeting.

approved as prepared.
Acting Fire Chief Doug Brinkman presented a report on the activities of the Ammon
Volunteer Fire Department. He referred to the average number of fire calls over the
several years; the success of the department's chimney brush campaign; the drop in
the number of calls for the District tanker since the Fire District acquired a new
engine that carries more water; the fact that the thirteen City calls in the month of
December, 198J, made that the most active month for Ammon calls in the history of the
department except for July, 1981, when there were a number of false alarms; the advan-
tages of the plectron radio system which was put into effect during 198J to replace the
telephone alarm system; the good participation that the department had at the schools
during Fire Prevention Week last year; and the training of City employee personnel
that has started to make for better coverage on daytime fire calls. He noted that
there are 20 members listed on the volunteer roster, with 2 of those being females,
and there is an application in from another woman. Regarding the question about whether
or not the City of Ammon should join the Bonneville Fire Protection District, a matter
