Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order .at 7:30P.M. by Acting Mayor Russell N. Swensen, with
the following City Officials present:

Councilman-elect Merle J. Quigley
Arrived later: Councilwoman Carol A. Dille, Public Works Director Hayse Whiteley
Others present during the meeting were Volunteer Firemen Kurt Karg and Tim Ingram,
also Lee Dille.

The pledge of allegiance to the flag was directed by Councilman Monson and the prayer
was offered by Acting Mayor Swensen. Minutes of the,meetings on November 10, Nov-r
ember 17, and December 1, 198J, were approved as prepared.
Planning Commission member, Charles Stevenson, indicated that there was nothing new
to report from the commission. It was mentioned that another public hearing on the
County comprehensive plan map will probably be scheduled in February after some re-
visions have been made following the hearing on November 9.
Miscellaneous matters of business were as follows: Councilman Williamson reviewed
recent law' enforcement and fire department reports. Reference was made to information
received from the State Transportation Department regarding matching grant funds for
street work. There was a report by the Public Works Director about daytime fire
training of two city employees, and he noted that several residents have expressed
appreciation for the work being done on snow removal. A question about. the re-
sponsibility of the County to maintain the intersection at Ammon-Lincoln Road and
17th Street was also the subject of a discussion. Suggestions for sending out news-
letters more frequently without the expense of regular mailing were considered, along
with the need to improve the heating system in the City office.
An Addendum to the Land and Water Conservation Fund (formerly BOR) grant agreement
for the McCowin North and Ammon Eastside Park project, in relation to having an audit
performed, was presented for action. Councilman Williamson moved to authorize Acting
Mayor Swensen to sign the Addendum for Project No. 16-00309. The motion was seconded
by Councilman Monson; voting was all in favor; motion carried.
The Volunteer Firemen who were present expressed an interest in knowing what has de-
veloped regarding a proposal from the Bonneville Fire Protection District that the
small cities of the area (Ammon, Iona, and Ucon) join the District, as discussed in
previous meetings. It was pointed out that nothing has been presented to show that
joining the District would be an advantage over the present arrangement of a Volunteer
Department with a mutual aid agreement. It was moved by Councilman Williamson and
seconded by Councilman Monson that the matter be tabled until additional information
is received from the Fire District on a definite proposal; voting was all in favor;
motion carried.
In response to an inquiry by Councilwoman Dille concerning a note from a resident,
it was agreed that no refunds on unused portions of swimming passes can be allowed.
Approval was given on claims to pay in the amount of $76,297.35, including the annual
payment of $64,636.00 to the Farmers Home Administration on the Water and
Revenue Bond, and vouchers for salary-related expenses paid since the last meeting
totaling $4, JIO .44 were also approved.
A motion to adjourn was made by Councilwoman Dille and seconded by Councilman Monson;
voting was all in favor; the meeting adjourned at 8:45P.M.
