Minutes of the Regular Meeting of the Mayor and City Council:
The meeting ~as called to order at 7:30 P.M. by Acting Mayor Russell
the follo~ing City Officials present:

The pledge of allegiance to the flag ~as directed by Councilman Williamson, and prayer
~as given by Council~oman Dille. Minutes of the meetings on October 20, 1983, and
November 3, 1983, ~ere approved as prepared. The visitors ~ere ~elcomed by Acting
Mayor S~ensen.
An application submitted by the Circle K Store #452, 2345 E. 17th Street, for rene~al
of a beer and ~ine license ~as considered and found to be in order. Council~oman Dille
moved to approve said license for 1984; the motion ~as seconded by Councilman Williamson,
voting ~as all in favor; motion carried. The application for the rene~al of a beer
license for Speedy Mart, J+90 Sunnyside Road, ~as also approved by a motion made by
Council~oman Dille and seconded by Councilman Williamson, ~ith voting all in favor and
motion carried.
A non-commercial kennel license application for B. Hooper Blair, 350 Tie Breaker Drive,
~as examined, and it ~as noted that the necessary number of approval signatures of the
surrounding property o~ners had been obtained. Councilman Williamson moved and Council-
~oman Dille seconded that the non-commercial kennel license be granted as requested;
voting ~as unanimous in favor; motion carried.
According to Public Works Director Hayse Whiteley, estimates have been obtained for
purchasing fire extinguishers for the ~ell-houses and vehicles as required by the State
Department of Labor and Industrial Services follo~ing a recent safety inspection. He
reported that the animal control dart gun is in need of repairs, and the names of
several gunsmiths ~ho might be able to do this ~ork ~ere suggested. A drainage problem
at a residence on Wanda Street ~as mentioned by Mr. Whiteley, and Engineer Benton agreed
to have this situation checked in relation to the City's non-curb-and-gutter drive~ay
specifications. Preparations for sno~ removal and street sanding ~ere discussed.
Acting Mayor S~ensen reported that he attended a meeting called by Dale Rock~ood of
the Bonneville Fire Protection District where information ~as revie~ed regarding the
Ci ty of Idaho Falls mutual aid agreement ~i th the- Fire District, and i t ~as pointed out
that this back-up by Idaho Falls would be available to Ammon if the City decides to go
with the District. Regarding a suggestion which Acting Mayor S~ensen said ~as m~de by
the District officials that an election be held to let the people advise ~hich ~ay to
go on this issue, the Council members agreed that the cost of an election ~ould have
to be determined before such action is considered. It ~as noted that the fire insur-
ance rating for residents of the City ~ould not be improved by joining the District
since the rating in Ammon is already "7'~ ~hile in the Fire Distrlct it is "8", ~i th
these ratings comparing to "5" in the City of Idaho Falls. Further discussion on the
subject of fire protection indicated the feeling that dollars are still of the most
concern since additional property taxes ~ould be difficult for many citizens to
handle, but it is important to stay in a position where the help of the Fire District
is available if needed.
Claims to pay totaling $5,204.03 ~ere presented by the City Clerk and were approved,
along ~ith claims paid since the last meeting in the amount of $3,909.43.
A motion to adjourn ~as made by Council~oman Dille and seconded by Councilman Monson,
~ith voting all in favor. The meeting ~as adjourned at 8:30 P.M.
