Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:50 P.M. by Acting Mayor Russell N. Sw'ensen, with
the following City Officials present:
Acting Mayor Russell N. Swensen
Councilman Thayle D. Monson
Councilwoman Carol A. Dille
Absent: Councilman Robert D. Williamson
Attorney W. Joe Anderson
Engineer David E. Benton
City Clerk Deon Hemingway
Public Works Director Hayse L.Whiteley
The pledge of allegiance to the flag was directed by Councilman Monson and the invocation
was offered by Councilwoman Dille. Minutes of the meetings on September 1, 198J, and
.
September 15, 198J, were approved as prepared.
As the first matter of business, Councilwoman Dille moved to accept the resignation of
Mayor George Wehmann as of September JO, 198J, and to authorize Russell Swensen, President
of the Council, to receive the Mayor's salary while serving as Acting Mayor until a new
mayor is elected and takes office. The motion was seconded by Councilman Monson; voting
was all in favor; motion carried. Appreciation was expressed for the special job done
by Mayor Wehmann for the citizens of the City of Ammon.
In connection with the City election which is coming up on November 8, it was moved by
Councilwoman Dille and seconded by Councilman Monson that Regina Borg, Patricia Aldrich,
and Carol Miller be designated as the election judge and clerks and that the pay for
this se:r;-vice be s~t at,$J.J5 pe~ hO~..:t:();r:7the judge and $J.OO per hour for the clerks;
voting was all in favor; motion carried.
A suggestion was made that a letter of appreciation be sent to Loren Peterson for his
efforts in directing the volunteer work done on the improvements at Peterson Park
during the past two summers, and Councilwoman Dille agreed to take this assignment.
Public Works Director Hayse Whiteley reported on the condition of Foreman Tom Reese
who has been disabled for several weeks due to a work injury. He also mentioned recent
garbage truck repairs and installation of a new fire hydrant on Maiben Avenue.
In response to information presented by the City Clerk regarding the need for new'
signature cards on the City's bank accounts now that Mayor Wehmann has resigned, a
motion was made by Councilwoman Dille that 'Councilman Monson be authorized as the third
signer on the accounts. The motion was seconded by Councilman Monson; voting was all
in favor; motion carried.
Claims to pay in the amount of $6,585.19 were presented and approved, and vouchers for
disbursements made for payroll, etc., since the previous meeting totaling $15,199.41
were also approved.
It was moved by Councilman Monson and seconded by Councilwoman Dille that the meeting
adjourn with the voting being unanimous in favor, and the meeting was adjourned at
8:20 P.M.

The meeting was called to order at 7:30 P.M. by Acting Mayor Russell N. Sw'ensen with
the following City Officials present:

The pledge of allegiance to the flag was directed by Councilwoman Dille and prayer was
offered by Aoting Mayor Sw'ensen.
Councilman Williamson reported that it has been determined through his contacts with the
Sheriff that it is not possible to have the County Animal Control Officer work in Ammon
at this time, but something might be worked out in the contract for next fiscal year.
It was agreed that the City should take advantage of the County's offer to train one
of the regular City employees for animal control work, then that employee can take care
of dog problems as needed and be assigned to other work for the remainder of the time
each day.
With reference to the Bonneville Fire Protection District's financial problems and a
suggestion which has been made that the City of Ammon join the District, Councilman
Williamson indicated that he would prepare a fact sheet on this subject for the City
