Sw'ensen with The meeting was called to order at 7:35 P.M. by the following City Officials present: Acting Mayor Russell N. Swensen Councilwoman Carol A. Dille City Clerk Deon Hemingway Public Works Director Hayse L. Whiteley Engineer David E. Benton Planning Commission Member Michael Browning Absent: Mayor George Wehmann Councilman Thayle D. Monson Councilman Robert D. Williamson The pledge of allegiance to the flag was directed by Acting Mayor Swensen and the in- vocation was offered by Councilwoman Dille. Resident Dick Bybee was also present. The meeting was opened as unofficial because of the lack of a quorum. Details were reviewed concerning driveway damage at the Dick Bybee residence, 21JO Ross Avenue, which was reported at the meeting on April 7, 1983. It was noted that the adjuster for the City's liability insurance has sent notice that the claim for insurance settlement has been denied since the damage that was done is on the City right-of-way. Public Works Director, Hayse Whiteley, indicated that the City should take care of the problem but probably with asphalt instead of concrete. A decision is to be made at the meeting on July 7. Another matter which was discussed was with regard to the odor problem and the amount of suspended solids in the sewage flow at the Sunnyside Potato Company. Engineer Benton pointed out that a representative of the State Health Department Environment Division has checked on the situation and that the potato plant man~er must be given notice to take action immediately to correct the problem. Claims to pay in the amount of $19,972.86 were approved along with vouchers for payroll and related expenses paid since the previous meeting totaling $lJ,523.51. The meeting was adjourned at 8:00 P.M. Monson Councilman RusaelTN. Swensen Absent: City Clerk Deon Hemingway Public Works Director Hayse Engineer David E. Benton Attorney W. Joe Anderson Councilwoman Carol A. Dille Councilman Robert D. Williamson L. Whiteley The pledge of allegiance to the flag was directed by Councilman Monson and prayer was offered by Councilman Swensen. As a matter of record, Mayor Wehmann noted that prior to the opening of the meeting, which was delayed because of a quorum not being present, Norma Brown of 1750 Falcon Drive appeared and made a request that the cement pipe playground equipment on the property known as Falcon Park be moved back or taken out completely, stating that it is unsightly and objectionable to the neighborhood. No action was taken on this on the basis that Councilwoman Dille was not present, and she was involved in the original placement of the pipe as a Boy Scout project. There was further discussion on the driveway repair at the Dick Bybee residence, 2130 Ross Avenue, with emphasis on the City standard requiring that asphalt, rather than cement, be used in the City right-of-way for driveway entrances in non-curb-and-gutter areas. Attorney Anderson mentioned that there has been an inquiry about getting a liquor-by- the-drink lioense. He indicated that he would review' the law to determine if the City must adopt an ordinance on this subject before an applicant can obtain a license. Etsel Sommer of JJ20 Molen Street came in with a complaint about a dog which is allow'ed to run loose and jumped on his grandchild causing an injury. Prompt City response to this complaint was assured. Mayor Wehmann called attention to the fact that the time is approaching for getting the Fiscal Year 1984 budget prepared.
