PUBLIC COMMENT REGARDING ITEMS NOT ON AGENDA (3-minute limit)
Evan Mann, 3142 Sagebrush, Iona, spoke as a member of the Iona City Council requesting that the
Ammon Council consider an adjustment to the existing Impact Area that would allow for the existing
Iona Cemetery to be added to the limits of Iona. Mayor Coletti noted that he believed it would be best
as a part of further discussion with Bonneville County and the conversations would continue.
PROCLAMATIONS AND ANNOUNCEMENTS
1.Hillcrest Boys Basketball Day

Mayor Coletti read the proclamation declaring April 7 as Hillcrest Boys Basketball Day in
Ammon and recognized members of the state champion team that were present and
thanked them for representing Ammon so well.
2.Animal Control Officer Appreciation Week
Mayor Coletti read the proclamation declaring April 9-15 as Animal Control Officer Week in
Ammon and thanked Officer Mueller for her continuing hard work as the only code
enforcement and animal control officer in Ammon. Coletti added that Mueller was currently
in New Orleans attending a conference to further advance her skills.

ACTION ITEMS:
1.Contract for Services Ronald McDonald House (Micah Austin, City Administrator)
City Administrator Austin reviewed the proposed requests being put before the Council
noting that similar contracts have been signed for the past three years to sponsor movie
nights benefiting the Ronald McDonald House. Austin added that two contracts were being
presented one for $2,500 (the same as last year) and another for $4,500.
Lori Priest, 1340 Herring, spoke on behalf of Ronald McDonald House explaining the
opportunity to grow the event this year by adding additional activities to the scheduled
events and moving the location to Melaleuca Field. Priest added that the two contracts were
unique and asked that Council approve one or the other not both.
Council discussed the benefit of the event and the impact to Ammon residents.
Recommendation
- Approval of the request.
Summary of Analysis
1. Ronald McDonald House Charities is requesting two separate contracts for service with
the City of Ammon to provide community movie events to the residents of Ammon.
2. The first contract is for $2500. This contract would provide the community movie event as
in past years. This contract is no different from last years contract.
3. The second contract is for $4500 and this is a new request for FY23. This contract would
provide for a movie venue. The venue anticipated would be Melaleuca Field. In years past,
Ronald McDonald House has not requested a contract for venue spaces.
4. According to the $2500 contract submitted, the Ronald McDonald House will provide the
following:
In consideration for providing the services provided herein, Ammon agrees to pay RHMC
of Idaho to provide $2,500 for a Movie Supporter sponsorship for three family-friendly
movies at Melaleuca Field. (See Scope of Services for movie selections and dates. Subject
to the terms and conditions set forth herein, Ammon shall make one lump sum payment
on or before September 30, 2023.)
5. According to the $4500 contract submitted, the Ronald McDonald House will provide the
following:
In consideration for providing the services provided herein, Ammon agrees to pay RHMC
of Idaho to provide $4,500 for a Venue Sponsorship for three family friendly movies at
the Melaleuca Field. (See Scope of Services for movie selections and dates. Subject to the
terms and conditions set forth herein, Ammon shall make one lump sum payment on or
before September 30, 2023.)
Financial Impact
- Contracts for Service are paid from GL#10-408-600. This line item has adequate remaining
budget to pay for this expense.

2.Contract for Services Janitorial Contract (Micah Austin, City Administrator)
City Administrator Austin presented the proposed contact with Moonshine Cleaning for
janitorial services for City Hall, Parks, and Public Works. Austin briefly reviewed the steps
that had been taken to come to a recommendation for services. Austin added that five
submissions were received and all but one met the requirements for submission. Approval
of the apparent low bid was being requested with Moonshine Cleaning in the amount of
$19,200.
Recommendation
- Approve proposed contract for services with Moonshine Commercial Cleaning and reject
all other bids.
Summary of Analysis
1. In accordance with Idaho Code 67-2806(2), the City of Ammon published a Request for
Bids on March 3 and March 10, 2023 for providing janitorial services at City Hall, the Public
Works, and at the Parks Building.
2. According to the Request for Bids, The City of Ammon is requesting bids from qualified
professionals for janitorial services at three (3) city facilities. The three facilities that require
janitorial services are the following:
1) City Hall - 2135 S. Ammon Rd;
2) Public Works Building 3453 Ard Dr.; and
3) Parks Building - 3270 Molen St.
The Technology Building was not included in this RFP.
3. In response to the Request for Bids, the City received six (6) bids from five different
companies.
4. The bids are summarized as follows in alphabetical order:
- Ace Janitorial $29,000 (all services, all buildings)
- Moonshine $19,200 (all services, all buildings)
- Munns Vacancy 1 $24,000 (all services, all buildings)
- Munns Vacancy 2 $11,700 (PW only)
- Night Owl Services $21,000 (all services provided)
- Nucleane $38,448 (all services provided)
5. The bid evaluation committee has met and reviewed all bids. Based on the bids
submitted, the committee is recommending that the City award the bid to the low bidder,
Moonshine Commercial Cleaning and reject all other bids.
6. The attached contract has been reviewed by both City Attorney Scott Hall and Moonshine
Commercial Cleaning. The draft contract is recommended.
Financial Impact
- Our current janitorial contract is for $22,800 per year. The proposed contract with
Moonshine saves the City of Ammon $2,900.
- Janitorial services are budgeted in the current budget for all departments involved.
- All departments in City Hall will share the expenses of the janitorial contract. The
Public Works Department and Parks Department will pay their portions of the cleaning
contract.

3.MOU Ammon/Bonneville County First Street Project (Micah Austin, City Administrator)
City Administrator Austin and Mayor Coletti informed Council that Bonneville County had
agreed to share the costs of the First Street expansion project adding 29% to the total
costs of the project. City Engineer Tracy Bono noted that while plans had begun for moving
forward, actual construction would not begin until 2024.
Recommendation
- Approval of the proposed Memorandum of Understanding (MOU)
Summary of Analysis
1. The City of Ammon will be reconstructing 1st Street over the next two years.
2. Portions of 1st Street are located within the jurisdiction of Bonneville County.
3. To facilitate the best working relationship between the City of Ammon and Bonneville
County, staff is proposing a Memorandum of Understanding between the entities.
4. Bonneville County has reviewed and approved the proposed MOU.
5. The City Attorney has reviewed and approved the proposed MOU.
Financial Impact
- The MOU identifies the financial obligations of each entity, which are to pay their
proportionate share of the project.

4.Standard Development Agreement Curlew Bend (Cindy Donovan, City Planner)
City Planner Cindy Donovan reviewed the background of the Curlew Bend Development
Agreement noting that the Development Agreement had been revoked by City Council in
March of 2023 as it had not been signed within the required 12-month period with the Final
Plat. Donovan added that the Parks contribution fee had changed since the original
agreement had been put into place and would need to be renegotiated. Council Member
Thompson asked if this change would change the Conditional Rezone, Austin and Donovan
noted that it would only change if the development no longer met the approved design.
Mike Reynolds, Stone Drive, Rexburg, spoke as the developer of the project. Reynolds only
request for change was to adjust Special Condition 7.2 requiring development of John
Adams Parkway to allow it to be tied to commercial construction as opposed to residential
construction. City Engineer Bono added that the City was planning to construct it out
anyway and would then seek reimbursement so he was comfortable with the adjustment.
Council Member Slack asked what the timeline might be between residential and
commercial construction portions to which Reynolds remarked that would depend on the

Council discussed what the trigger would be to require payment for the buildout of John
Adams and expressed concern for the reliability of the project as it had switched hands
multiple times and failed to meet existing deadlines. Staff added that Parks Fees would need
to be adjusted and requested that there would be a requirement for no on-street parking
from the residential portions of the development.
Staff was directed to work with the development to prepare an updated Development
Agreement for Council Approval at a future meeting.
Summary of Analysis
1. The Development Agreement was revoked by the City Council on March 2, 2023.
2. Development Agreement and Final Plat were approved by the City Council on January 20,
2022.
3. The Development Agreement was not signed by the applicant and therefore was not
recorded.
4. The Final Plat was not recorded and has expired in accordance with 10-29-8
Requirements of the Final Plat. At the time the plat was approved, the plat was required to
be recorded within twelve months.
5. Rezone of the property was approved by the City Council on March 18, 2021.
6. Conditional Rezone Agreement with current developer was approved by the City Council
on August 19, 2021.
7. Design Review was approved by the City Council on December 2, 2021.
8. Preliminary Plat was approved by the City Council on January 6, 2022.

DISCUSSION ITEMS:
1.Fee Resolution
City Administrator Austin reviewed the proposed changes to the existing Fee Resolution
with Council. Austin added that there were no fees that required immediate change and the
resolution for fee approval would be brought forward for final review and vote at a future
meeting.
2.Personnel Policy Manual
City Administrator Austin updated Council on upcoming amendments to the policy manual
related to drug testing based on ICRMP recommendations limiting those tests to specific
classifications of employees.

3.Residential Moratorium
Mayor Coletti proposed that the existing moratorium be ended by the end of May. Mayor
Coletti felt like significant progress had been made to adjust the Plan and Land Use Map to
better meet the needs of the City. Council and Staff discussed what loose ends must be
decided upon before finalizing the Plan including arterial buffers and densities.

Finance Director Jennifer Belfield briefly introduced the FY 2024 Budget before inviting each
department head to review the top five revenue and expenses in each budget. Council discussed
budget items with present staff
2.Bonneville County Sheriff Contract Direction
Council discussed the existing contract for policing services with the Bonneville County Sheriffs
Department. Council discussed if the contract was fair and how fairness could be determined as
well as time spent in Ammon by deputies. City Administrator Austin reported that the County
has hired deputies to cover the area. Council Member Slack noted that he believes
the contract is good for the City and a good option for residents. Council further discussed

available options for additional revenue sources including exactions on new development. Staff
added that meetings were being planned between Ammon and the County for discussions on
Impact Areas.
3.Street Funding Options
City Administrator Austin presented a few available options to increase funding sources for the
City. These sources included levy increases, both temporary and permanent. Council noted that
they were in favor of exploring those options and emphasized the importance of education on
the uses of the fund plus a commitment to building public trust.

-Commission recommended to deny with a split vote of 5 to deny and 4 to approve
-During deliberations the Commission discussed the following points:
-Those recommending denial stated that the application was not compatible with
properties to the south and east. There were concerns with the loss of potential

placement on an arterial, infill of a county island, acts as a buffer between commercial
and low-density residential property, and complies with the High-Density Placement
Criteria.

testimony presented, and the following additional findings of the City Council:
