Council Minutes 06/17/1982 June 17, 1982 CITY OF AMMON June 17, 1982 208 Minutes of the Regular Meeting of the Mayor and City Council: The meeting was called to order at 7:30 P.M. by Acting Mayor Russell following City Officials present: Acting Mayor Russell N. Swensen Councilman Robert D. Williamson Councilwoman Carol A. Dille Councilman Thayle D. Monson Absent: Mayor George Also present at the meeting ment committee. N. Benton Planning Commission Member Jim Southwick Wehmann (at AIC Conference) was Loren Peterson representing the citizens' park improve- The pledge of allegiance to the flag was conducted by Acting Mayor Swensen and prayer was offered by Councilwoman Dille. Minutes of the meeting on June 3, 1982, were approved as prepared. The first item of business was a report by Jim Southwick on the changes recommended in the future land-use map of the Comprehensive Plan following a public hearing before the Planning and Zoning Commission. He pointed out that recommendations were made on three parcels of property as follows: From high-density residential to commercial on a strip of land along the north side of East 17th Street from Sand Creek to the Paul Benton Property, from high-density residential and medium-density residential to commercial on the two corners on the west side of Ammon-Lincoln Road at Sunnyside Road, and from medium-density residential to commercial on the northeast corner of the Delmar Anderson property located at East 17th Street and Crowley Road. It was noted that a public hearing before the City Council is now required, and a motion by Councilman Williamson scheduled a public hearing on the proposed changes to the future land-use map of the Comprehensive Plan for 7:30 P.M. on July 15, 1982. The motion was seconded by Council- man Monson; voting was all in favor; motion carried. Jim Southwick explained that the Planning and Zoning Commission had the first annual review of the special use permit for storage granaries on the Clifford Judy property at 3070 Sunnyside Road and could not identify any problems in connection with this matter. In response to the recommendation of the Planning and Zoning Commission, it was moved by Councilman Monson and seconded by Councilman Williamson that the special use permit for Judys' Ida-Mon Ranches be continued and that Public Works Director Hayse Whiteley make a review inspection. Voting on the motion was Monson yes, Williamson yes, Dille yes, Swensen yes; motion carried. County zoning matters of interest to the City of Ammon were mentioned by Jim Southwick I as follows: Approval of a preliminary plat conditional to changing the road layout on a l4-acre subdivision called Sandway Village located at the northeast corner of the intersection of Hackman Road and Township Road, and approval of a preliminary plat for a development just off the hill from the Comora Loma Subdivision conditional to pro- viding easements fDr future roads. He also made reference to a plan for a trailer court in Suburban Acres south of Ammon which he said came to the Ammon Planning Commission for comment but has never been presented to the County. Regarding the park improvements in Peterson Park, Loren Peterson reveiwed the amount of purchases made for materials thus far and asked about installing lights under the matching-fund grant. It was agreed by the Council members that approval for lighting should be delayed until it can be determined if expenditures for this purpose would fit into the park improvement budget. Councilwoman Dille presented a small trophy to keep in the City office, consisting of a baseball in a gloved hand with inscription, which she explained was given to Mayor Weh- mann in honor of his throwing out the first ball at the first Little League ball game held at the new diamond in Peterson Park on Monday, June 14. Councilman Williamson commented on the progress of the feasibility studies for the hydro- electric projects. Information concerning sanitation service, the swimming pool, the tennis court nets, and street patching was reviewed by Public Works Director, Hayse Whiteley Claims to pay in the amount of $13,525.50 were approved, along with vouchers for payrOll'l etc., paid since the previous meeting totaling $11,131.86.
