Dear Mr. Evans,
In April of this year, BCP Development requested Galena Consulting to provide a fully revised analysis for
the projected fiscal impact of the proposed BCP Development in Ammon, Idaho. We understand that
recent negotiations with the City have resulted in a reduction in the number of proposed residential
housing units from that study. It is our understanding that the number of residential units have been
reduced from 3,141 to 2,635 and you would like an opinion on the changes that this reduction will make
to the Impact Study.
Obviously a 16% reduction in the total number of units will result in a decrease in the revenue surplus
that the City was originally going to enjoy as a result of that project. But the purpose of a fiscal impact
analysis is to ensure the City is not negatively impacted by the proposed development. The original
study clearly illustrates that the City benefits from the BCP Development and this reduction, while
lowering the net benefits, still provides substantially positive cash flow to the City. This cash flow will
enable the City to maintain their current levels of service throughout their organization and will provide
additional funding for targeted project enhancements, as they see fit.
At this point, Galena Consulting would not recommend a revision to the study because the change in
units has not resulted in a change in overall outcome regarding its impact on the City.
