Consideration of a Revised/Expanded Contract for Services with Resin Architecture for
Designing the Remodel Portion of Ammon City Hall

Recommendation
-Discussion options as presented by Resin Architecture (as of this writing, no documents have
been submitted by Resin).
Summary of Analysis
1.On November 5, 2021, according to Idaho Code 67-2320(2), the City of Ammon advertised for
design services for a remodel and expansion of City Hall through issuance of Request for
Proposals (RFP)
2.The RFP was published twice, according to Idaho Code 67-2320(2).
3.The City received two responses to the RFP: Resin Architecture and Hummel Architects.
4.Based on the criteria published in the RFP, Resin Architecture was recommended to the City
Council for the design contract.
5.On January 20, 2022, the City Council approved a Contract for Services with Resin Architecture.
6.During the last 10 months, Resin Architecture has made progress on the new City Hall design as
required by the contract.
7.According to the contract, the design services for the remodel portion of City Hall would be
negotiated at a later date.
8.Resin Architecture, represented by Jonathan Gallup, presented some preliminary costs at the
City Council Work Session on October 13, 2022. The costs presented at that meeting exceeded
$50,000 for the remodel portion of the project. Jonathan Gallup agreed to reduce some of the
costs. The City Council directed staff to bring back a revised estimate to the November 3, 2022
meeting.
9.The revised costs for the remodel contract were presented at the November 3, 2022 meeting for

contract. The City Council considered this but ultimately did not make a decision on the
contract.
10.At the November 3, 2022 meeting, the City Council directed staff to do the following in
preparation for the November 17 meeting:
a.Work with Resin on a lower, revised cost for the remodel contract.
i.Since November 3, Resin has agreed verbally to lower the cost for a final
estimate. As of this writing, a new estimate has not been received.
b.Obtain a second opinion from a licensed architect on the cost estimate.
i.This opinion has been obtained and can be shared at the November 17 meeting.
c.Convene a meeting of city staff members to present a recommendation on the costs.

i.Since we have not received an updated revised estimate, staff has not been able
to hold this meeting. If we receive the updated estimate prior to the meeting,
staff will present a recommendation.
Financial Impact
-The GL Account for this expense is 10-408-700. $1,200,000 is currently budgeted for this project
in this line item in FY23.

Ordinance 694 Creating Ammon Fiber Optic Local Improvement District #6
Adoption of the ordinance officially creating Ammon fiber optic LID #6

Recommendation
-Based on public input from the public hearing on 3 Nov, 22 adoption of this ordinance will create
LID #6.
Summary of Analysis
1.Public input at the public hearing for LID #6 was positive with several questions. Some examples
include
What will the final cost be?
How much will it cost per month?
How long will it take before I receive service?
If my yard is damaged, what will happen?
If I don't want to be a part of the project what can I do?
Am I in the project area?
2.The take rate is expected to fall in line with past improvement districts, which completed in the
50%-60% range.
3.Staff recommends adoption of Ordinance 694 and Summary as presented.
Financial Impact
-Upon creation, the district can proceed with the improvement project. This will require funding.
-Staff is recommending that the City provide the interim warrant (construction loan) at 3% APR.
-Immediately following the creation of the LID the City will publish a notice of private sale of the
warrant and follow in a couple of weeks with a resolution approving the warrant sale/purchase
on the part of the City.
-LID #6 is expected to require around 2 million in construction funding over 3 years, but could rise
as high as 3 million depending on the take rate.

-For the items related to fire protection, staff recommends transferring ownership of these items
to the Bonneville County Fire District #1.
Summary of Analysis
1.The items listed in the table below no longer have significant value for the City of Ammon.
2.The department heads and City Administrator have reviewed these items and recommend
surplusing them to the public.
3.The website PublicSurplus.com will be used to surplus the items through a publicly accessible
auction. This website is open to the public, however only public entities can auction items on
the website.

(Surplus Property)
A RESOLUTION RELATING TO SURPLUS PERSONAL PROPERTY;
DECLARING CERTAIN PERSONAL PROPERTY SURPLUS; AUTHORIZING
AND DIRECTING THE DISPOSAL OF SURPLUS PROPERTY; PROVIDING
FOR RELATED MATTERS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Ordinances of the City of Ammonprovides for declaration of surplus personal
property by resolution; and
WHEREAS, the City Council has determined that the surplus property listed in Section 4 is no
longer needed by the City; and
WHEREAS, the City Council has deemed it unnecessary to maintain ownership of said surplus
personal property; and
WHEREAS, Section 1-13-13 of the City Code provides for various methods of disposal or transfer
of surplus property; and
NOW THEREFORE, be it hereby resolved by the Mayor and City Council of the City of Ammon,
Bonneville County, Idaho as follows:
Section 1.That the City Council does hereby findthat the surplus property listed in section 4 of this
resolution is no longer needed for the day to day operations of the City.
