Wednesday, Sept 14, 2022
Call to Order: Micah Austin, City Administrator at 9:01 a.m.
In Attendance: Micah Austin, Tony Black, Cindy Donovan, Clarissa Mueller, Sgt. Fielding. Tracy Bono was excused
Minutes: August 10, 2022-Approved
Citizens’ Requests:
Resident requested some signage for the crosswalks at Millcreek/Clearfield- J. Bowen residing at 3814 Clearfield Ln has seen and been involved in dangerous crossing incidents. Speeding
is also an issue. She wants rapid flashing lights.
49th/Sweetwater is also problematic. Speeding is a problem. Crossing guard is worried about her safety. Resident would like rapid flashing beacons. T. Black is concerned people will
have a false sense of security even with RFB. He recommends moving crosswalk to 49th to cross at the stop sign and maybe extend school zone. Put signage at Millcreek/Clearfield on as
action item. Kyle can get increased patrolling there and give citations for distracted driving. Resident will be at next meeting.
Another citizen came to check on progress on 21st St. Crosswalk-Funding was discussed. H. Black residing at 1415 Castelli Dr discussed with the commission the findings from the research
she has done regarding the safety of pedestrians crossing roads. The light that is most effective is the citizen walking light. A portable solar light vs. a permanent light was discussed.
Reduce speed to 35 mph and put up a sign that shows your speed. Put crosswalk at Castelli. Her brother in law looked at the portable CWL with a cost of $1200. C. Donovan will reach
out to him. T. Black suggested that once the path is put in we could put in rumble strips. M. Stewart will look into that. The next step is to look into the portable light.
Street Division Updates:
Tie Breaker/John Adams: Crosswalk-Done
Crosswalk at Tie Breaker/Match Point-ADA transitions and flashing beacon-Done.
Curlew/Chasewood: 4-way stop installation-Done. Look at putting stop bars and crosswalks on the 3 crossings.
Ross Ave: Installation of speed/radar sign-Done. They are at Geneva and Wanda going south.
21st St. pathway, 47th/Castelli: Installation of bollard separators-Done
Sawtooth/Falcon: Move Stop sign-Done
Replace signs as needed to match Sunnyside/Ammon street signs-Signs are in in. Scheduling with Arco Electric to get them installed.
Traffic Signals and Hawk Signal: Replace background plates with more durable background plates to match Idaho Falls’-Hawks signal will be in next week. T. Bono wants to look at safety
grant. M. Austin-On light on bottom is burned out
Horrock’s traffic studies for Eagle/Derrald- Traffic video has been sent to them. 1-way streets for Eagle/Salmon-On going
Speed signs on Midway are now working. T. Black-They need updated, they aren’t bright enough. All technology on those and our school lights are out of date.

Discussion Items:
Chasewood- Citizen (Thomas) is concerned about speed limit signs. Tracy wants to monitor what speeds actually are. Tony didn’t see a speed problem but an increase in traffic. Do a traffic
study and if Chasewood is becoming a collector it could use a sign.
Founders Pointe – Citizen concerns over switch of the stop sign directions. Tony suggested the signs be left as they are and let drivers adjust to the change. The change can be reassessed
after the winter season.
Rich Lane – Citizen concerns about fast drivers when children are in the area. Request for “children at play” signs in the area. Consensus was that signs aren’t helpful and the concern
is related to narrow streets and not speed.
C. Steadham – drivers are not stopping at Hazlewood and Currant Creek Lane. There is a Stop sign on Currant Creek. Tony noted that Currant Creek is not an accepted street and the traffic
volume would warrant a yield sign.
Road through Cottages – Contractors parked a backhoe to block the road. Tony communicated with the contractor. It is a construction zone and the blockade was warranted.
Curlew and 17th intersection – Complaints about timing of the light. Morgan added that the entire intersection would be replaced eventually to add a dedicated left turn lane.
Ammon Road – Tony explained the working day limit for the project and that November 4th was the final cutoff for the entire project (to go past 49th).
White Pine – Cindy reached out to them regarding traffic. Administrator said the number of students riding busses has increased. They have messaged the parents and the community regarding
the traffic rules. They are also working with engineering students to establish a case study proposal.
