TRAFFIC IMPACT STUDY – ROCKING R RANCH DEVELOPMENT
1. Executive Summary
From this new 53 single-unit home development, additional trips for AM Peak are 11
(entering) 34 (exiting) and for PM Peak are 38 (entering) 21 (exiting). Total additional
weekday trips are 580, 290 (entering), 290 (exiting), per ITE Trip Generation Manual 10th
edition. For the 2029 No Build scenario, E Sunnyside Rd & S 45th E intersection received a
LOS F. This intersection will not meet BMPO minimum requirements even without the
additional volume from Rocking R Ranch (RRR) and other projects included in the Regional
Transportation Demand Model (RTPM). From traffic collision history each intersection has
met the traffic signal warrant for crash experience (MUTCD 2009).
2. Introduction
2.1 Purpose
This report was prepared for the City of Ammon to present a Traffic Impact Study (TIS) of
the Rocking R Ranch (RRR), development owned by Robertson Corner, LLC. RRR
development consists of approximately17.9 acres and is located at the northeast corner of
E Sunnyside Rd and S 45th E (aka Crowley Rd). This TIS is consistent with the guidelines
presented in the Bonneville Metropolitan Planning Organization Access Management Plan
dated July 2012.
2.2 Study Area
The location of this new development could impact traffic on S 45th E from E Sunnyside Rd
to E 17th St. S 45th E is classified as a minor arterial in a rural location, with many access points
from residential neighborhoods. See Appendix A for the preliminary plat. This study will focus
on the following intersections:
1. S 45th E and E Sunnyside Rd
2. S 45th E and E 21st S
3. S 45 E and E 17th St
2.3 Horizon Years and Build Out
RRR is expected to finish construction in 2024 and based on BMPO access management
guidance, the study years are Existing (2021), 2024, and 2029. This development will include
54 lots with one being a drainage pond, thus 53 lots will be built on. Additional AM and PM
peak trips will be less than 500 per ITE therefore this development requires a Category I TIS.
The following are the scenarios being studied:
1. Existing 2021 AM & PM peak
2. 2024 No Build without Project
3. 2024 Build with Project
4. 2029 No Build without Project
5. 2029 Build with Project

3. Analysis
3.1 Existing Conditions
24-hr traffic flow counts were collected using tube counters from May 4th to May 7th, 2021.
Turning movement counts were collected June 3rd, 2021 at E Sunnyside Rd & S 45th E, and
counts for the other two intersections were collected on June 8th, 2021. School based trips
were not captured during the June 8th counts because the school year had just ended on
June 4th. See Appendix B for raw counts. Each intersection does not have pedestrian or
bicycle facilities. This segment of S 45th E and each intersection has no left or right turn
channelization at any leg, and all lanes/approaches are measured at 12-ft wide with
unpaved shoulders. Each approach speed is posted at 40 mph unless stated otherwise.
E Sunnyside Rd & S 45th E is a 4-way all way stop controlled (AWSC) intersection. E 21st S & S
45th E is a 4-way two way stop controlled (TWSC) intersection with posted speeds of 40 mph
on the northbound (NB), southbound (SB), and westbound (WB) approaches. The
eastbound approach is an access point for a residential neighborhood and is assumed to
have a posted speed of 25 mph. EB and WB approaches are stop controlled while NB and
SB approaches have no control. E 17th St & S 45th E is a three-leg mini-roundabout
intersection that is yield controlled.

3.2 Additional Trips
Using the ITE Trip Generation Manual 10th Edition additional trips from RRR was calculated
to be: AM Peak 11 (entering) 34 (exiting) and for PM Peak 38 (entering) 21 (exiting). Total
additional weekday trips are 580, 290 (entering), 290 (exiting). See Appendix C for ITE
TripGen sheets.
3.3 Horizon Volumes
BMPO provided 2019 and 2035 (build/no build) ADTs from the regional transportation
demand model (RTDM). Using these ADTs, additional trips, and exiting volumes the
following horizon year volumes were calculated. See Figures 3 through 6.

3.4 Synchro Level of Service (LOS) Analysis
Synchro 11 Light software was used to calculate intersection LOS for all scenarios. A network
of all subject intersections was built using existing geometric and intersection control
conditions. Simulation inputs were left as default except for peak hour factor, heavy vehicle
percentages, and speed limits. Figure 7, below, shows the Synchro network.

LOS intersection results are presented on the next pages in Tables 2 through 6. The complete
Synchro 11 results can be seen in Appendix D. It needs to be noted that E Sunnyside Rd &
S 45th E were able to be evaluated under HCM 6th Edition because it met required
parameters, while the other intersections had to be analyzed using HCM 2000 due to
limitations to HCM 6th Edition. Additional traffic from RRR will not greatly impact any of the
intersections but will contribute to an increase in overall traffic. For 2029 No Build scenario E
Sunnyside Rd & S 45th E intersection received a LOS F. This intersection will not meet BMPO
minimum requirements even without the additional volume from RRR and other projects
included in the RTPM.

4. Left and Right Turn Warrants
Using NCHRP 279 (1985) left and right turn channelization was determined for all legs for all
scenarios. Table 7 presents the results for left turn and right turn warrants. If a cell contains an
“x” then this means that the warrant was met for the conditions. Right turn lanes are
recommended for SB and EB lanes at E Sunnyside Rd & S 45th E, NB and WB lanes at S 21st E &
S 45th E, SB and EB lanes at E 17th St & S 45th E by 2029 build-out. See Appendix E for details.

5. Traffic Safety
Traffic collision data was requested from Bonneville Public Records for each intersection
between 12/31/2016 to 12/31/2019 (3 years). These dates were chosen because of the traffic
impacts from the Covid-19 pandemic – this timeframe reflects normal traffic conditions. Each
intersection has met the traffic signal warrant for crash experience for 5 or more collisions within
12 months per the Manual on Traffic Control Devices 2009.

6. Conclusions and Recommendations
RRR located at the northeast corner of E Sunnyside Rd & S 45th E with 53 single family unit homes
that is estimated to complete construction by 2024. This development falls under a Category
I TIS per the BMPO Access Management Guide, because it will add less than 500 peak hour
trips. Based on the LOS results this development will not greatly impact the intersections
included in this study. However, the intersection of E Sunnyside Rd & S 45th E will not meet BMPO
minimum requirements for LOS D for the 2029 No Build without Project scenario.
6.1 Warrants
All three intersections met signal warrants for the crash experience warrant per the MUTCD
2009. Right turn lanes are recommended for SB and EB lanes at E Sunnyside Rd & S 45th E,
NB and WB lanes at S 21st E & S 45th E, SB and EB lanes at E 17th St & S 45th E by 2029 build-
out per NCHRP 279.

Single-Family Detached Housing
Description
Single-family detached housing includes all single-family detached homes on individual lots. A typical
site surveyed is a suburban subdivision.
Additional Data
The number of vehicles and residents had a high correlation with average weekday vehicle trip ends.
The use of these variables was limited, however, because the number of vehicles and residents
was often difficult to obtain or predict. The number of dwelling units was generally used as the
independent variable of choice because it was usually readily available, easy to project, and had a
high correlation with average weekday vehicle trip ends.
This land use included data from a wide variety of units with different sizes, price ranges, locations,
and ages. Consequently, there was a wide variation in trips generated within this category. Other
factors, such as geographic location and type of adjacent and nearby development, may also have
had an effect on the site trip generation.
Single-family detached units had the highest trip generation rate per dwelling unit of all residential
uses because they were the largest units in size and had more residents and more vehicles per unit
than other residential land uses; they were generally located farther away from shopping centers,
employment areas, and other trip attractors than other residential land uses; and they generally had
fewer alternative modes of transportation available because they were typically not as concentrated
as other residential land uses.
Time-of-day distribution data for this land use are presented in Appendix A. For the six general
urban/suburban sites with data, the overall highest vehicle volumes during the AM and PM on a
weekday were counted between 7:15 and 8:15 a.m. and 4:00 and 5:00 p.m., respectively. For the
two sites with Saturday data, the overall highest vehicle volume was counted between 3:00 and 4:00
p.m. For the one site with Sunday data, the overall highest vehicle volume was counted between
10:15 and 11:15 a.m.
The sites were surveyed in the 1980s, the 1990s, the 2000s, and the 2010s in California,
Connecticut, Delaware, Illinois, Indiana, Maryland, Minnesota, Montana, New Jersey, North Carolina,
Ohio, Oregon, Pennsylvania, South Carolina, South Dakota, Tennessee, Vermont, and Virginia.
