Wednesday, January 12, 2022
Call to Order: Micah Austin, City Administrator at 9:02 a.m.
In Attendance: Micah Austin, Tracy Bono, Cindy Donovan, Sgt. Fielding
Excused: Clarissa Mueller
Minutes: December 8, 2021-Approved
Citizens’ Requests:
Two residents were in attendance with concerns about speeding on Ross. M. Stewart did another traffic study with the same results as the previous one. A copy of the study was given to
the residents. The County did another week-long study. The results mirrored that of the City’s. In the near future speed signs will be put on Ross. Sgt. Fielding will revisit the request
for more patrolling with deputies.
First St. and bridge-Unless we have federal or ITD funding the road will stay as it is. There is a very good chance of funding for the bridge. Residents may reach out to Sen. Kevin Cook
and/or Rep. Wendy Horman regarding funding.
A resident wants flashing signs warning that there are Stop signs ahead at Ammon/49th. It was discussed and no signs will be put up. No accidents have happened since the flashing Stop
signs have been put in. M. Stewart will get back with the resident and relay the information. T. Bono will get extra batteries for the Stop signs.
Street Division Updates: T. Bono-Flashing speed signs are up on Judy. Local traffic Only sign is up on north Eagle. A sign will also be put up on Avocet. Another traffic study will
be done at a later time. Founders Pointe Stop Signs haven’t been moved. Street signs are ready. R. Covington is working on putting them in and will continue to do so for the next
few months.
Action Items:
Safety concerns on Tie Breaker-Traffic on John Adams does not warrant a 4-was stop at John Adams/Tie Breaker. M. Stewart will do a study to see if criteria are met to justify a school
zone on Tie Breaker. If it is determined the criteria for a flashing crosswalk is met then the matter will be revisited. More studying needs to be done. No vote was taken.
Change 21st Street’s school zone to 20 mph during school hours-After discussing and with additional input from Sgt. Fielding, there was a motion that no action be taken due to it being
unenforceable by state statute. Motion
passed. C. Donovan will email the resident that requested the change and let her know of the decision.
Updates:
Eagle Dr.-See Street Division Updates.
Stop sign moved to Sawtooth-Will take place in the spring.
White Pine traffic and Do Not Block Intersection signs on John Adams/Katie Ct.-The school is implementing changes that are improving the situation. C. Donovan will continue to monitor
the situation.
Crosswalk at Castelli/21st St.- Due to cold temps it will be done in the spring.
21st Street school zone lights flashing from 7:15 a.m. to 3:30 p.m.-See Action Item 2.
Speed Signs on Judy-Completed
Speed Trailer on Windsor-Sgt. Fielding put up the speed trailer. There is a legitimate speed issue. Having both the trailer and Sgt. Fielding there didn’t make a difference. He’ll talk
to deputies and put out the speed trailers periodically to help with speeds and to collect data. T. Bono will put up temporary flashing speed signs as well.
Discussion Items:
M. Austin-Stop signs in Bridgewater look small. T. Bono and/or M. Stewart will check to see if it is up to code.
Sgt. Fielding-A study needs done to show that the school zone on Owen is warranted.
Speed limit signs on 14th/Trellis going east and west will be installed as soon as conditions permit it.
L. Bradley-Resident inquired about the snow being piled on sidewalk ramps on the corners of Owen/Ammon being against the ADA. T. Bono will instruct plow crews to avoid pushing it up
on ramps. Code states it is the homeowner’s responsibility to keep the sidewalks clear.
