Councilman Crandall moved to approve the minutes of the City Council Meeting held
November 7, 1991, as written. The motion was seconded by Councilman Maeser. Roll

Chris Wright, 3565 East Sunnyside Road, presented a petition signed by property owners
surrounding the proposed zone change from R-3A to C-l requested by Lennis Tirrell for
the northeast corner of the intersection of Sunnyside and Ammon Roads. The petition
expresses opposition to the change and reads as follows:
Homeo\vuers within 300 feet of proposed zoning change to C-l Commercial on
the northeast corner of Ammon-Lincoln and Sunnyside against zoning change.

No action was taken because the City Council tabled the Public Hearing on October
17, 1991, pending decisions regarding Ammon Road. It was requested the petition be
filed with the other information concerning the rezone request.
Steve Serr, Bonneville County Zoning Administrator, discussed the need for the
County, Ammon, Ucon, and lona to adopt some updates to the energy code for total
electric homes. He explained the operation of the energy conservation program since
Ammon accepted the early adopter program effective May 1, 1987, and entered into a
joint powers agreement with Bonneville County for code enforcement as of September
3, 1987. At the inception of the program the City of Ammon passed Ordinance No. 203
to adopt the July 1986 edition of the Model Conservation Standards Equivalent Code.
The present contract with Bonneville Power Administration for incentives and
assistance ends December 31, 1991, and in order to comply with the new contract
provisions, they want participants to adopt a more current code edition. Bonneville
County is willing to continue to administer the energy program, but they recommend
the entities involved hold a hearing to consider the updates and to initiate action
to adopt the 1990 code. The hearing could be conducted on an indvidual basis or it
could be held jointly with a quorum of the governing body from each of the entities
involved. The new contract period starts January 1, 1992, so action must be
completed before then to eliminate risk of being denied participation. Another area
of the program which was addressed is the reimbursement for technical assistance.
Bonneville County has been receiving the funds for administering the program
throughout the County. BPA is backing off on the amount of funds to the County and
offering each entity the opportunity to enter into a separate contract to receive
funds. It was recommended that Ammon, Ucon and lona each enter into a separate
contract with BPA, and then reimburse the County to help with the administration
costs. The Council discussed various energy standards, the difference in the old
and new codes, and the benefits of energy conservation. Attorney Anderson advised
the Council to participate in a joint hearing, and then consider the ordinance to
adopt the 1990 edition of the Northwest Energy Code, Model Conservation Standards
Equivalent Code, at a regular City Council Meeting. Councilman Crandall moved to
hold a Public Hearing in conjunction with Bonneville County, the City of Ucon, and
the City of lona on the energy conservation program as it relates to the energy
efficient construction of buildings and to authorize Bonneville County to publish
notice of the hearing. The motion was seconded by Councilman Maeser. Roll call
vote: Crandall - Yes; Maeser - Yes; Hall - Yes; Anderson - Yes. The motion carried
unanimously.
Alvin Ward, 3515 Samuel Street, asked what can be done about the nusiance of parking
on Samuel Street from the Mansion House. He stated he had no objection to the
Mansion House, but they should have off-street parking. Wards have problems getting
out of their driveway because of the parked vehicles. Three or four individuals
contribute to the problem because they park their vehicles between the Mansion House
and Ammon Road all day while they work at the INEL site. He suggested the City erect
some signs to restrict the length of parking time. Following discussion, the Council
agreed to contact the property owners in the problem area on Samuel Street to see
if they would object to restricting the parking near the Mansion House. If the
property owners do not object, the City will erect some two hour parking signs. The
Council authorized the Mayor to address a letter to the INEL bus department to
solicit their cooperation in enforcing the two hour parking and to encourage all day
parkers to use a different parking area.
In regard to the request for a home occupation permit for Douglas and Yvonne Brown,
1705 Avocet Drive, the Council decided the Browns should be asked to submit a letter
or statement to show how they comply with the requirements of Code ll-5-27H. Upon
receipt of such a letter, the Council will take action on the request.

to reduce the fire risk and to assure the insurability of his building. Past discus-
sions indicate these conditions may be acceptable to the City Council and the Fire
Department. Attorney Anderson recommended Skidmore and the City both acknowledge
acceptance of these conditions so a certificate of occupancy can be issued. This
action would not be taken on the basis of waiving the requirement, but on the basis
that at the time the building was built, there was not an enforceable requirement
for a sprinkling system.
Councilman Anderson commented on the traffic created by Kmart' s grand opening.
Residents have requested the City to paint some cross walks on East 17th Street,
put up some pedestrian crossing signs, or install some stop lights. The Council
recognized the problem, but agreed to monitor the situation and proceed cautiously.
Public Works Foreman Rick Williams was asked to contact Rich Hardy of Idaho Traffic
Safety about white striping the two traffic lanes on East 17th Street.
At the request of Keith and Kevin Roberts, Sanitation Department workers, Councilman
Anderson brought up personnel matters as follows: (1) The microwave is locked in
the Public Works Office and is not readily accessible to all the employees. (2)
They would like to have the opportunity for on-call duty so they can earn extra
time. (3) They have worked for the City since 1979 at the same job, and they would
like to be considered for other jobs occasionally to spell them off the garbage
detail. (4) It is time for a raise. The employees can work out the problem with
the microwave. All employees are scheduled for a raise with the pay period ending
November 21, 1991. As for the other requests, the employees need to prove
capability and responsibility.
The annual audit is nearing completion.

Brian Taylor reported on activities of the Planning and Zoning Commission. (1) A
Public Hearing was held December 2, 1991, to consider a' request for a Special Use
Permit to allow the L.D.S. Seminary to be built in the R-l Zone by the new Hillcrest
High School. Following their hearing, the Planning and Zoning Commission
recommended to the City Council that the permit be granted. (2) Commission members
need up-to-date zoning maps. A goal was set to provide them with maps by December
31, 1991, and the City Clerk was assigned to work with Engineer Benton on the maps.
Councilman Crandall suggested the maps be detailed to show City property. (3)
Ordinance No. 193 which outlines procedures for conducting Public Hearings was
discussed. Regarding Section 1, Paragraph C "at the commencement of the hearing
the chairman of hearing shall establish a time limit," it was proposed to change
