This memorandum discusses the scoping study completed for the 240 development in Ammon,
Idaho. A vicinity map is provided in Figure 1. As part of the study, the anticipated trip generation,
distribution, and assignment were applied to the nearby road network to locate the highest
impacted intersections that could be analyzed in the traffic impact study.

Project Description
The proposed 240 development is located in Ammon, Idaho, west of Ammon Road on both the
north and south side of Township Road (49th South). It will consist of approximately 1,200
residential single-family attached units. A site plan is provided in Appendix A.
Trip Generation
Trip generation for the development was calculated using trip generation rates published in the
Institute of Transportation Engineers (ITE), Trip Generation, 11th Edition, 2021. Trip generation
for the proposed project is included in Table 1.
The total trip generation for the development is as follows:
Daily Trips: 9,094
Morning Peak Hour Trips: 619
Evening Peak Hour Trips: 717
Based on these anticipated generated trips, a traffic impact study would include both morning and
evening peak hour trips for the existing (2021), future (2026), and future (2031) horizon years.

Trip Distribution and Assignment
Project traffic was assigned to the roadway network based on regional trip attractions, such as
employment facilities, educational facilities, shopping centers, grocery stores, freeway accesses,
and nearby recreational attractions. Existing travel patterns were also collected from the existing
2014 and projected 2025 traffic counts provided by the Bonneville Metropolitan Planning
Organization (BMPO). These counts provide helpful guidance to establishing the distribution

percentages near the development. Trip distributions for the development are provided in Table
2 with trip assignment shown in Figure 2.

As stated in the BMPO Access Management Plan (July 2012), a potential traffic impact study
should consider “major off-site intersections impacted by 30 or more net new trips during the PM
Peak Hour.” According to the anticipated trip distribution, a traffic impact study would include the
