The pledge of allegiance to the flag was directed by Mayor Ard, and the
invocation was offered by Councilman Crandall. The Boy Scouts were recognized
and asked to introduce themselves.
Vanessa Kokrda, 3622 Samuel Street, applied for a non-commercial kennel license
to allow her to keep three Samoyed dogs. She has one spayed female, one male
age l~ years, and one five month old female. She does not plan to keep more than
three dogs unless a litter produces that many, but she will not be breeding the
female for two years. Eighty-nine percent of the persons in possession of
premises within 150 feet gave their approval. Councilman Crandall moved to
approve a non-commercial kennel license for Vanessa Kokrda, 3622 Samuel Street.
Councilman Maeser seconded the motion. Roll call vote: Crandall -- Yes; Maeser -
Yes; Anderson - Yes. The motion carried.
Lisa Hale, 1845 Eagle Drive, and Lorin Peterson, 3780 Georgia Lane, presented
a proposal for the Hales to operate the Malibu Shaved Ice Shack at the swimming
pool during the 1991 season. They proposed an agreement similar to the one in
effect for them during the 1990 season. Councilman Anderson expressed concern
that all interested parties be given a fair opportunity to bid on a pool
concession. Only one other party besides the Hales has indicated any interest
for this summer. Councilman Anderson was authorized to check out whether or not
the second party is really interested and, if not, to work out a suitable
agreement with the Hales.
Councilman Maeser moved to approve the minutes of City Council Meeting held March
7, 1991, as written. The motion was seconded by Councilman Crandall. Roll call
vote: Maeser Yes; Crandall Yes; Anderson Yes. The motion carried
unanimously.
Attorney Anderson reviewed the Utah Power street light purchase agreement. He
advised that the agreement described the property being purchased as the light
fixtures but excludes the poles and wiring. He questioned whether or not Utah
Power plans to furnish and maintain poles and wiring without any extra charge.
Also, the agreement does net specify charges to be by the Rate 12 schedule.
Attorney Anderson agreed to clarify the agreement so the City Council can act
on it at their next meeting.
Regarding Ammon Road, Attorney Anderson asked for instructions from the Council
about whether or not he was to begin action to secure the necessary right-of-
way from Fred Karford. Discussions with the State Transportation Department
indicate that it is the City's responsibility to initiate the action. The first
step is to make a reasonable offer for the strip of property along the north side
of Karford's property on East Seventeenth Street. Mayor Ard agreed to contact
Forsgren Associates to determine if they have a way to determine property values.
The Karford right-of-way acquisition was continued until the next City Council
meeting.
Bonneville County Road and Engineering plans to work with the City of Ammon on
the chip/seal project for the streets in Hillview, Hillsdale, and the original
Ammon townsite. County Engineer Bill Manwill has suggested that the City Council
appeals to the County Commissioners for help in pushing the proj ect for this
summer. In lieu of bidding the project, a joint powers agreement with the County
needs to be entered into.

Idaho's spring cleanup week is scheduled for May 27-June 1. Governor Andrus will
kick off cleanup week on May 28. The statewide version of the "Great-American-
Trash-Off" will be held on Saturday, June 1. The Public Works Department crew
will canvass the City to collect trash on June 1. Any other extra spring cleanup
collections will be on an individual call basis.
Councilman Maeser introduced Ordinance No. 219 AN ORDINANCE REPEALING IN ITS
ENTIRETY CHAPTER 2 OF TITLE 7 OF THE CODIFIED ORDINANCES OF THE CITY OF AMMON;
RE-ENACTING CHAPTER 2 OF TITLE 7 OF THE CODIFIED ORDINANCES OF THE CITY OF AMMON;
ADOPTING THE UNIFORM FIRE CODE OF 1988 AND ALL ACTS AMENDED TO OR IN SUPPLEMENTARY
THERETO; ESTABLISHMENT OF A FIRE PREVENTION BUREAU; DEFINING DUTIES OF A FIRE
PREVENTION BUREAU; PROVIDING DEFINITIONS FOR TERMS USED IN THE ORDINANCE;
ESTABLISHMENT OF LIMITS OF STORAGE OF FLAMMABLE OR COMBUSTIBLE LIQUIDS AND OF
LIQUIFIED PETROLEUM GASSES AND OF STORAGE OF EXPLOSIVE AND BLASTING AGENTS; I
PROVIDING FOR AMENDMENTS IN THE UNIFORM FIRE CODE; PROVIDING FOR DELETIONS FROM
THE UNIFORM FIRE CODE TO THE APPLICABILITY TO THE CITY OF AMMON; PROVIDING FOR
PERMITS FOR CERTAIN ACTIVITIES WITHIN THE CITY OF AMMON; PROVIDING FOR APPEALS
FROM THE DECISION OF THE FIRE CHIEF; PROVIDING THAT VIOLATIONS OF THE ORDINANCE
SHALL BE A MISDEMEANOR AND PROVIDING FOR PENALTIES THEREFOR; AND PROVIDING FOR
AN EFFECTIVE DATE. Councilman Maeser moved to pass Ordinance No. 219 on its
second reading. The motion was seconded by Councilman Crandall. Roll call vote:
Maeser - Yes; Crandall - Yes; Anderson - Yes. The motion carried unanimously.
Reports: Public Works Director Wadsworth reported on costs quoted to widen the
pavement on Owen Street and to extend the water and sewer lines on Ammon Road
south of Sunnyside Road. Prices for lawnmowers have been checked on. It appears
a purchase of a suitable lawnmower can be made for less than $10,000 so it would
not be necessary to advertise for bids. Additional quotes will be obtained in
order to get the best price. Recently there was a main waterline break on Falcon
Drive. This is the only major break the City has had for some time.
Attorney Anderson reported that Judge Smith has reached a decision on the tort
claim of Intermountain Construction, but the paperwork has not been completed yet.
He asked the Council to give some thought or direction to Richard Skidmore's
code violation when he failed to install a fire suppression system in his business
building. The problem has been left unresolved for considerable time because it
is debatable about the City's power to enforce. The Council reviewed the case
and discussed how to resolve. Councilmen expressed reluctance to proceed with
legal action unless there is definite grounds, but there should be some form of
compromise. Also, the Fire Chief needs to be in agreement with the action. It
was agreed Attorney Anderson would follow up with Skidmore's legal counsel and
make a recommendation.

Engineer Benton reported on the acreage growth of Ammon. He gathered some infor-
mation because The Post-Register has been collecting information for a story about
Ammon. Benton estimated that recent annexations caused Ammon to make a ten
percent acreage growth in 1991.
Chris Schoonmaker reported for the Fire Department. The 1977 American LaFrance
fire truck proposed for purchase was delivered to Ammon but the truck failed to
pass the 1000 gallon per minute pump test. The offer was rejected, and the truck
was returned to Twin Falls for additional work on the pump.
Councilman Anderson reported for the Parks and Recreation Department. Parking
barriers for the swimming pool have been ordered. The crew has completed
sandblasting of the gun in Lion's Park in preparation for painting. Anderson
recommended the City name a street after LaVern Williams, long-time City employee,
who recently passed away. Mayor Ard suggested the street running south into Well
No. 6 on the West side of McCowin Park be dedicated and then it could be named
Williams Street. The street is through City property and has been established
by use so dedication is not necessary. Councilman Anderson moved to follow the
suggestion of the Mayor and name the street into Well No. 6 William Street. The
motion was seconded by Councilman Maeser. Roll call vote: Anderson - Yes; Maeser -
Yes; Crandall - Yes. The motion carried unanimously.
Councilman Maeser recommended issuance of parking tickets to eliminate some
potential hazardous situations. There is a problem area on East Seventeenth
Street between Falcon Drive and Curlew Drive that needs to be monitored.

Councilman Maeser moved to deny the petition of residents in the area of Wanda
Street and Ross Avenue to remove or to replace with a yield sign the stop sign
now located at the railroad tracks which cross Wanda Street east of Ross Avenue.
The motion was seconded by Councilman Anderson. Roll call vote: Maeser - Yes;
Anderson - Yes; Crandall - Abstain. The motion carried.
Mayor Ard called attention to an invitation from Governor Andrus to participate
in a Conference on Recreation and Tourism at the Shilo Inn, Idaho Falls, May 2-
4, 1991.

VerI Terry has contacted the City Office to propose completing his project on Mason
Street with move-on modular homes built by R-Homes of Pocatello with a four foot
crawl space in place of a basement. The Council recognizes no problem as long as
the requirements of both the zone and the Uniform Building Code are met. Planning
and Zoning should give their opinion.
Claims were approved.
Councilman Crandall moved to adj ourn the meeting. The motion was seconded by
Councilman Maeser. The meeting was adjourned at 8:50 P.M.

and explained their purpose for attending the meeting.
Sue Sorensen, 3776 Marlene, requested renewal of her non-commercial kennel license
for 1991. The Council requested Mrs. Sorensen to complete a new application to
determine if there are operational changes and to verify approval of the property
owners within 150 feet. Approval of the required property owners was obtained
except for two, and no significant operation changes were noted. Sorensens breed
Yorksire Terriers for show dogs. In 1990, their top male placed No. 1 in the
nation. At present they have nine adults and four puppies. Councilman Hall moved
to approve the renewal of the non-commercial kennel license for Gordon and Sue
Sorensen, 3776 Marlene Street. The motion was seconded by Councilman Crandall.
Roll call vote: Hall - Yes; Crandall - Yes; Anderson - Yes; Maeser - Yes. The
motion carried unanimously.
Julie Strain, 3465 Senoma Circle, expressed concern about the large construction
trucks using Westwood Addition for a turn around. Trucks from Ammon Road travel
West on East Seventeenth Street, South on Cabellaro, and East on San Carlos back
to Ammon Road. The trucks start early in the morning, they travel too fast for
the residential area, and they scatter rocks along the streets. There are lots
of children in the area, and the situation is very hazardous. Mrs. Strain asked
if the City did not have an ordinance to prohibit such use of the streets. She
was advised there is no prohibiting ordinance especially to cover temporary periods
of construction. However, the City Council agreed to work with the contractors
to promote safety.
