Call to Order: Micah Austin, City Administrator

Minutes: October 13, 2021
Citizens’ Requests:
Remove Lane Ends Merge Left sign just north of 17th on Ammon Rd-T. Bono says it needs to remain for traffic turning north. A pre-warning sign will be put up.
Multiple pedestrian and traffic safety concerns on Tie Breaker. Residents were in attendance and stated multiple problems and possible solutions they would like to see implemented.
There are still problems with White Pine drop off and pick up practices. People are not stopping at the crosswalk. A traffic study showed that it is safer to keep the crosswalk where
it is. It will be repainted as temperatures permit. We will look at flashing crosswalk lights and signs that say crosswalk. M. Stewart will do another study to see if a 4-way stop
should be put up at John Adams/Tie Breaker. A 3-way stop at Match Point is not warranted. The citizens want to raise the $6,000 to put in a flashing speed sign. Action Item on next
month’s agenda.
Put Stop sign back up on Ross at Geneva- A resident on Ross came to the meeting again to discuss replacement. Three traffic studies were done, 2 by the City and 1 by the County that
all confirm no Stop sign needs to be there. According to the mutcd the sign should not be there. The standards need to be followed to protect the city from liability. Flashing speed
signs will be put at the north and south entrances. They can be moved to find the most effective placement. The commission voted no on replacing the Stop sign. Citizen disagreed with
the decision and wants the Stop sign back up. M. Austin let her she is welcome to appeal the decision with the Council.
Street Division Updates: T. Bono
Action Items:
Eagle Drive traffic reducing measures-After discussion the commission agreed that Falcon could be a one-way going north to 17th and a one-way on Eagle going south. Motion to take to
the city council to proceed with one-way streets
and hiring a traffic engineer to determine which streets to have as one-ways. Motion passed.
Restrict parking on Princess Drive (requested by Mountain Valley Elementary)-It is a short street with only 2 houses. Decided to have the school reach out to the homeowners. Not opposed
to putting up a sign but do this first. Item on next month’s agenda.
Speed limit signs on Terrill and 14th N-There are speed limit signs coming off of arterials. No more signs are needed. Ask the county to patrol the area and put up a trailer for traffic
counts.
Add Stop sign at Sawtooth/Falcon-Move the Stop sign from Falcon to Sawtooth. Motion carried.
Updates:
Stop sign locations at Founders Pointe intersection -Not completed, move to next month agenda.
White Pine Charter School-Are the implemented changes still controlling the traffic sufficiently? -C. Donovan reached out to residents in Katie Court. It has not improved at all. No
crossing guard or adult has ever been seen. Traffic is still blocking drives and backing up. T. Bono feels that signs will not fix the problem. White Pine was supposed to reach out
to our engineers but they have never heard from them. They are in violation of the conditional use permit. It has to be alleviated. C. Donovan will reach out to them again.
Do Not Block Intersection signs on John Adams/Katie Ct.- On going.
Second crosswalk at Castelli/21st St.-It is on the list to get done.
Discussion Items:
C. Mueller-South end of Treyden/Tawzer the mail is undeliverable due to people parking too close to mailboxes. This is not a Traffic Commission issue. Clarissa will reach out to them
with suggestions.
New counts for Eagle Dr.-M. Stewart conducted traffic counts after school was out. The numbers weren’t significantly different. She feels good about the counts.
Micah-49th/Ammon Stop signs are working well.
