i. Clerk Buchan explained that because no election had been held there were no results to
canvass and the declaration would serve as the official record of the final election results.

C. PROCLAMATIONS AND ANNOUNCEMENTS
1. Small Business Saturday Proclamation
Whereas, the government of AMMON, IDAHO, celebrates our local small businesses and the
contributions they make to our local economy and community; according to the United States Small
Business Administration, there are 31.7 million small businesses in the United States, they represent
99.9% of all firms with paid employees in the United States, are responsible for 65.1% of net new jobs
created from 2000 to 2019; and
Whereas, small businesses employ 47.1% of the employees in the private sector in the United States,
62% of U.S. small businesses reported that they need to see consumer spending return to pre-COVID
levels by the end of 2020 in order to stay in business, 65% of U.S. small business owners said it would
and three-quarters of U.S. consumers are currently looking for ways to Shop Small® and support their
community; and
Whereas, 96% of consumers who shopped on Small Business Saturday® agree that shopping at small,
independently-owned businesses supports their commitment to making purchases that have a
positive social, economic, and environmental impact and 97% of consumers who shopped on Small
Business Saturday agree that small businesses are essential to their community; and

Whereas, 95% of consumers who shopped on Small Business Saturday reported the day makes them
want to shop or eat at small, independently-owned businesses all year long, not just during the
holiday season; and
Whereas, AMMON, IDAHO supports our local businesses that create jobs, boost our local economy,
and preserve our communities; and
Whereas, advocacy groups, as well as public and private organizations, across the country have
endorsed the Saturday after Thanksgiving as Small Business Saturday.
Now, Therefore, I, SEAN COLETTI, Mayor of AMMON, IDAHO do hereby proclaim, November 27,
2021, as:
SMALL BUSINESS SATURDAY
And urge the residents of our community, and communities across the country, to support small
businesses and merchants on Small Business Saturday and throughout the year.
2. Mayor Coletti also presented Council members with their prizes for signature collection for the Sewer
District Petition
D. PUBLIC COMMENT REGARDING ITEMS NOT ON AGENDA (5-minute limit)
Joe Behling, 3125 Rawson, updated Council on the status of the Rawson project. He noted that he had been
made aware of a few high centered cars trying to enter and exit driveways while construction was still taking
place. Mr. Behling passed along his appreciation for Tracy Bono to Council and thanked him for his continued
efforts in the neighborhood. Bono reported that the project was making strides toward competition and
resident concerns were being discussed as they came forward.
E. DISCUSSION ITEMS:
1. REDI Contract
Council was joined by Teresa McKnight of REDI to discuss the REDI contract for services and benefits
received by the City. McKnight gave handouts and presented a marketing video set to release soon.
Council, Staff, and McKnight discussed mutual goals and achievements of program. Council continued
discussion on the future of the Contract and will discuss at future meetings before renewing the contract
for services.
F. ACTION ITEMS:
1. Resolution 2021-014 Destruction of Records ΛYƩźƭƷźƓğ .ǒĭŷğƓͲ /źƷǤ /ƌĻƩƉΜ
Clerk Buchan reviewed the items being presented for destruction noting they had all reached their
City Administrator Austin advised Council that box number 364 would be removed from
the list to maintain records related to Quail Ridge water rights.
Recommendation
- Staff recommends approving the destruction of listed documents and authorizing staff to act on
destruction

1. Idaho Code requires that City Council authorize the destruction of records that are not required
to be retained as permanent record and have met the minimum requirements

G. DISCUSSION ITEMS:
1. Street Name Change Mt. Baird
Austin reviewed the location of the road in question, a road near woodland hills park currently
Rockwell Drive. Austin and Staff are proposing Mt. Baird, highest point in Bonneville County, as a
replacement name. Council agreed with the proposed name and asked Staff to bring it forward at the
next meeting for approval.
2. Enterprise Vehicle Leasing
Bucky Westfall and Blake Mansfield from Enterprise Leasing presented to Council. Council and Staff
discussed the cost of leasing, break even ratios, and the potential benefits of leasing. Council asked
ion.
3. Eagle/Falcon One-Way Street
Staff reviewed the follow up steps that had taken place with residents in the surrounding areas.
While initial reports suggested a desire to make a change to Falcon and Eagle Roads, surveys to
residents in the area suggested less desire for permanent shifts. Austin reviews Staff suggestions for
one-way roads on Falcon and Eagle that Staff hoped would help guide traffic out of these congested
areas. Discussion ensued of other potential options including new signage limiting traffic to local
traffic only, installing lights, decreasing speed limits and increasing patrol. Staff will work toward less
permanent solutions and report back to Council.
4. Local Option Tax
Austin presented options for removing or lowering property taxes and numbers to compare income
and potential income from a shift in taxing in Ammon. Austin noted that this process is not currently
an option for non-resort communities and would require legislative changes but it was a potential he,
and other Staff, was interested in pursuing.
5. Hillview/Hillsdale Fiber
Discussion of this item was tabled.

Ordinance 675 to Change the Name of a Public Street in the City of Ammon

Recommendation
-Staff recommends adoption of Ordinance 675 as presented to rename Rockwell Drive to Mount
Baird Drive.
Summary of Analysis
1.Mount Baird (Mt. Baird) is the highest point in Bonneville County at 10,030 feet. It is located in
the Snake River Range and is visible from Palisade Reservoir. It is the highest point in the Snake
River Range. Mount Baird is most accessible from Little Elk Creek and can be hiked in one day.
The summit is strewn with boulders and has at least two summit registers.
2.According to Bonneville County Dispatch, there are no streets currently named after Mount
Baird.
3.Rockwell Drive is a street in the Woodland Hills Division No. 3 subdivision of Bonneville County,
which is within Ammon City Limits. Woodland Hills Division No. 3 is a part of the larger
Woodland Hills Subdivisions, which has eight total divisions.
4.There are no addresses on Rockwell Drive.
5.When Woodland Hills Division 3 was platted, it was intended that Rockwell Drive would
eventually connect with Ammon Rd at some future date.
6.Construction on the Ammon Road connection is well underway and the City will be installing a
bridge culvert over the Canal in the next couple of months. This connection necessitates
renaming Rockwell Drive to Mount Baird Drive at this time.
7.Ordinance 675 officially renames Rockwell Drive to Mount Baird Drive.
8.Upon passage, the ordinance will be recorded with Bonneville County and emergency services
will be updated.
Financial Impact
-No immediate cost impact is known. Street signs will need to be ordered when the new street is
connected to Ammon Rd.

AN ORDINANCE CHANGING THE NAME OF THE STREET CURRENTLY NAMED
ROCKWELL DRIVE LOCATED WITHIN WOODLAND HILLS DIVISION NO. 3
SUBDIVISION TO MOUNT BAIRD DRIVE; PROVIDING FOR AN EFFECTIVE DATE
FOR THIS ORDINANCE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF AMMON,
IDAHO THAT:
WHEREAS, the City Council of the City of Ammon finds it is in the best interest of the
public safety, health, and welfare of the citizens of Ammon to change the name of the street
named Rockwell Drive, located in Woodland Hills Division No. 3, to Mount Baird Drive.
NOW THEREFORE, be it hereby ordained by the Mayor and City Council of the City of
Ammon:
Section 1.
The street currently named Rockwell Drive within the plat known as Woodland Hills
Division No. 3; that is located east of Ammon Rd, South of 49th Street, west of 45th Street, and
north of 65th Street in the City of Ammon, Bonneville County, Idaho shall be changed to Mount
Baird Drive and may be abbreviated as Mt. Baird Dr.
Section 2.
This ordinance shall take effect and be in full force upon its passage, approval and
publication in one issue of the Post Register, a newspaper of general circulation in the City of
Ammon, and the official newspaper of said City.
