Council Minutes 9/12/2006 (216) 286 June 21, 1990 July 5, 1990 facilities. Councilman Maeser moved to approve the final plat Village Division No. 5 (including a replat of Lots 21 thru 28, Tie Breaker Village, Division No.2) as presented to the City authorize the Mayor to sign the plat to represent City Council motion was seconded by Councilman Crandall. The Maeser - Yes; Reports: Public Works Director David Wadsworth reported on work on the street light map. Adjustments have been continuing in order to get all the wells operating efficiently. Beco Construction plans to complete the chip and seal on the Peterson Park/Ross Avenue project about August or September. Bonneville County will be ready to work on the Hillview area chip and seal about the same time. Fire Chief Cal Smith reported that the Fire Department has completed the fire hydrant checks, and the checks indicate the hydrants are in good condition. The ISO Rating Bureau has notified that they will recheck the Ammon Volunteer Fire Department this year. State legislation effective July 1, 1990, requires that inspections on underground storage tanks for petroleum products must only be completed by certified inspectors. The Department has been busy working on their facilities at Wellhouse No.7, and it looks good. Fire calls have been minimal. I Councilman Maeser reported on attendance at the Association of Idaho Cities Conference in Pocatello on June 21, 1990, and he plans to attend workshops again on June 22. He heard Governor Andrus' message to the cities and comments on the Idaho Centennial. Workshops attended presented information on home rule and power of cities and working with the media. It was interesting to meet with other city officials and discuss their ideas and procedures. Mayor Ard encouraged support for the Idaho Centennial activities. Henry represents Ammon on the Bonneville County Centennial Ball Committee. Branch of Valley Bank is still interested in working with the City of on some type of a community/bank Centennial event. Crumb Ammon Ammon The Federal Emergency Management Agency has granted the City of Ammon a flood I plain basement exception. Claims were approved. Councilman Crandall moved to adjourn the meeting. Jensen Wadsworth City I Others Present: Virginia Whiteley, 3200 Midway, Ammon Debbie Smith, 1960 Curlew Drive, Ammon The pledge of allegiance to the flag was directed by Councilman Maeser, and the invocation was offered by Councilman Crandall. Virginia Whiteley, Historian of the Ammon First L.D.S. Ward, explained to the Council that the Ward would be one hundred years old next year, and they plan a parade and celebration on Saturday, July 20, 1991, in honor of the occasion. They would like to involve the whole community and City Officials in the event. I I I Book 7-287 July 5, 1990 Michael B. Browning submitted his letter of resignation as a City Councilman effective June 29, 1990. Four individuals have expressed an interest in filling his vacancy. They are Ed Wright, 2265 Dove Drive (Ammon Volunteer Fireman); Sidney Beattie, 1910 Avocet Drive; Hayse L. Whiteley, 3200 Midway (Retired Public Works Director); and Ira Kimball Hall Jr., 3785 Wanda Street (Chairman of the Planning and Zoning Commission). Mayor Ard recommended that Ira Kimball Hall Jr. be appointed as City Councilman to fill the seat vacated by Michael Browning. Councilman Crandall moved to confirm the recommendation of Mayor Ard to appoint Ira Kimball Hall Jr. as the City Councilman. The motion was seconded by Councilman Maeser. Roll call vote: Crandall - Yes; Maeser - Yes; Anderson - Yes. The motion carried unanimously. Councilman Crandall moved to accept the minutes of City Council Meeting held June 21, 1990, as prepared. Unfinished Business: Councilman Maeser recommended that Attorney Anderson draft an ordinance to adopt the 1988 Uniform Fire Code with the exceptions suggested by Fire Chief Cal Smith and as specified by the City of Idaho Falls in their ordinance. The one suggested change that the Fire Chief can only be removed for cause should be disregarded. Regarding a turn around on the dead end of Circle S Drive, Mayor Ard contacted Horace Smith about obtaining property. Smiths indicated they may have a developer interested in their property, and they would like to wait and see before making a decision. Valley Bank has proposed to ]01n with the City in an Idaho Centennial type event to recognize Ammon. A suggestion is to honor a few Ammon citizens by taking them to lunch followed by a reception at the bank. The Council discussed several possibilities, and it was agreed to suggest to the bank that the former mayors of Ammon be the honorees. Councilman Crandall was assigned to work out the details with Valley Bank. Last minute permission was granted to David Free to hold a tennis court dance on July 4, 1990. Mr. Free committed to control the music, to control smoking and drinking, and to clean up after. Members of the Bonneville County Jeep Patrol were involved with concessions and helped to fulfill these commitments. One unidentified resident of Circle S Drive called the Mayor and each of the Councilmen around midnight to complain about the dance. Council evaluation brought out that the dance was conducted successfully, and they would not oppose such a dance on other special occasions. One thing that was left undecided was whether or not to charge a fee for use of the facilities. The Council decided to make it a policy to charge a fee of $50 unless it was a charitable event and then the fee would be determined on an individual basis. Councilman Maeser moved to authorize Councilman Crandall to inform David Free of the fee policy and to determine whether or not the fee should apply to the July 4, 1990, dance or just to future events. The motion was seconded by Councilman Anderson. Roll call vote: Maeser - Yes; Anderson - Yes; Crandall - Yes. The motion carried unanimously. Future requests to use the facilities for similar events should be made at least a week in advance. The City Office has received a request from a local real estate agency regarding the requirements to open alleys in the Ammon townsite (particularly Rose Dale Lane between Molen Street and Sunnyside Road) for development. The Council discussed requirements for width of lots, dedicated right-of-way, a sidewalk easement, parking in the street, and width of pavement. It was determined that the alleys in Ammon townsite are dedicated for a thirty-three foot (33') right-of-way back of curb to back of curb, and R-l zoning requires an eighty foot (80') lot frontage. Developers should be requested to pave thirty-one feet (31') and provide an additional five foot (5') easement for future sidewalks. Attorney Anderson was asked to prepare a resolution setting forth these requirements. Reports: Mayor Ard asked Attorney Anderson budgeting questions. Attorney Anderson advised that adjustments could be made within the general fund budget by taking from one purpose in general fund to another purpose in general fund without reopening the budget. Also, discussed was declaring carryover funds as unexpended surplus. In regard to fireworks, Fire Chief Cal Smit..h reported that July 4th was reasonably quiet throughout Ammon. One field fire was reported on the corner of Brookfield Lane and Ross Avenue. City ordinances provide for obtaining fireworks display permits. It was suggested the City of Ammon set up an area for groups to use for firework displays. A new equipment purchase program is being investigated by the Fire Department. 288 July 5, 1990 July 19, 1990 Councilman Maeser reported on meetings attended at Association of Idaho Cities Conference in Pocatello on June 22, 1990. One workshop attended was on environmental issues, and indications are that these issues will become more complex,especially regarding disposal of wastes. Another interesting workshop concerned the ethics in government act which became effective July 1, 1990. Copies of the handout material were distributed to the Council for their information. The Council needs to be sensitive to conflicts of interest in City business dealings. Councilman Crandall asked Attorney Anderson to do some research and to give an opinion on an expense account or reimbursement for expenses incurred by City Officials in carrying out their duties. I Councilman Anderson called attention to the swimming pool closing date of August 18, 1990. There has been some comment that this is too early to close. Jennifer Oswald, pool manager, plans to put out some feelers to see if there is public interest in another lesson session. The pool does not make enough money to cover expenses on just open swimming. The new chlorination system was discussed. A number of complaints have been received about barking dogs and weed/grasshopper infestation on vacant lots. Letters should be sent to owners of the vacant lots to request them to clean up. Regarding the barking dogs, the person complaining should be requested to come to the City Office to sign a complaint, and then a citation will be issued to the dog owner. On July 22, 1990, the Catholic community of Idaho will again celebrate a mass at the location of the first mass celebrated in the history of Idaho, in commemoration of the event and as part of the State of Idaho Centennial celebration. The mass will begin at 4:00 P.M. at an area just south of the lake in Henrys Lake State Park. City Officials are invited to attend. Arrowhead Machinery mailed the City information on contract street sweeping, sweeper rental, and sweeper purchase. The information will be placed on file for future consideration. Mayor Ard reported on the Ammon Road proj ect. Forsgren and Associates has I the major design almost ready for State approval. They do not anticipate problems with right-of-way acquisition. Public hearings will be scheduled as soon as State approval is received. An official letter has been received from Federal Emergency Management Agency granting the City of Ammon a flood plain basement exception. Applicants to build in the flood plain should be referred to Steve Serr at Bonneville County for instructions. Councilman Crandall moved that seconded by Councilman Maeser. the meeting be adjourned.
