A. CALL TO ORDER Sean Coletti opened the meeting at 7:00 p.m. at the Ammon City Hall located at 2135 South
Ammon Road. Council Member Slack led the Pledge of Allegiance and Council Member Wessel offered a
prayer

It was moved by Council Member Slack and seconded by Council Member Wheeler to approve the Consent

C. PUBLIC COMMENT REGARDING ITEMS NOT ON AGENDA (5-minute limit)
Joe Behling, 3125 Rawson, inquired as to the timeline for completion of the Rawson Street Project. Staff
updated him on the timelines and directed him to the update page added to the City Website.
D. DISCUSSION ITEMS
1. REDI Contract
Council briefly discussed the existing membership with REDI and what benefits it had to the City. Staff
added the cost of the current contract and what steps needed to be taken if Council planned to
renegotiate the membership fee into a contract. Representatives from REDI will be present at a
future meeting to further discuss the relationship.
2. Financial Updates
Austin and Belfield reviewed the financials with Council going through each budget as necessary and
explaining the balance sheet and processes. Staff answered questions from Council regarding the
budgets and spending and discussed the need to open the budget to adjust for high spending in a few
areas.
3. Vehicle Fleet Leasing
Council and Staff discussed the potential of entering into a lease contract with Enterprise vehicles.
Staff noted that other public entities use the program and it has been successful. Bono noted that he
would like 5 vehicles to test the program. Council discussed the implications of leasing over
purchasing including vehicle modifications, insurance, and wear and tear. Council Member Wheeler
noted that his company uses a similar program and it has been successful. Council directed Staff to
do more research and bring the topic back for further discussion.
4. Acquisition of Water Rights
Austin reported to Council that he had been in discussion about the possible acquisition of 150 to 200
additional water rights for the City. Austin noted that no final deals had been made and that he
would bring forward any potential items for discussion in the future.
5. Strategic Plan Review

A DECLARATION OF THE CITY CLERK OF THE CITY OF AMMON, BONNEVILLE COUNTY, STATE OF IDAHO,
SETTING FORTH CERTAIN FINDINGS, SETTING FORTH AUTHORITY FOR DECLARATION, DECLARING
THAT CERTAIN CANDIDATES ARE ELECTED FOR CITY COUNCIL SEATS AND MAYOR, IN THE NOVEMBER
2, 2021 GENERAL MUNICIPAL ELECTION FOR THE CITY OF AMMON, IDAHO.
SECTION 1. FINDINGS.
The Ammon City Clerk finds that:
1.1 Pursuant to Chapter 4, Title 50, Idaho Code, the City is to hold a general municipal
election on November 2, 2021.
1.2 The office of Mayor and two City Council seats are up for election at the upcoming
November election.
1.3 Sean Coletti, the incumbent mayor, submitted a declaration of candidacy for the office
of Mayor.
1.4 Craig Tibbitts, Russell Slack, and Byron Wiscombe, who are incumbent City Council
members, each submitted a declaration of candidacy for their respective City Council
seats.
1.5 No other individuals submitted a declaration of candidacy for the office of Mayor.
1.6 No other individuals submitted a declaration of candidacy for the City Council seats.
1.7 No declaration of intent for write-in candidates were submitted for any positions.
SECTION 2. AUTHORITY TO MAKE DECLARATION OF ELECTION.
2.1 Idaho Code§ 50-405(2)(a) provides as follows:

2.2 Pursuant to I.C. ή 50-405(2)(b), if the provisions of IC. § 50-405(2)(b) have been met, the

"city clerk shall declare such candidate elected."
SECTION 3. DECLARATION OF ELECTION.
WHEREFORE, based upon the foregoing findings and legal authority, the City Clerk of the City of
Ammon, Idaho DECLARES:
3.1 Sean Coletti is elected as Mayor of the City of Ammon, Idaho to serve a four (4) year term,
and shall be installed in that position at the first City Council meeting in January 2022.
3.2 Craig Tibbitts is elected as a Council Member of the City Council of the City of Ammon,
Idaho to serve a four (4) year term, and shall be installed in that position at the first City
Council meeting in January 2022.
3.3 Russell Slack is elected as a Council Member of the City Council of the City of Ammon,
Idaho to serve a four (4) year term, and shall be installed in that position at the first City
Council meeting in January 2022.
3.4 Byron Wiscombe is elected as a Council Member of the City Council of the City of Ammon,
Idaho to serve a four (4) year term, and shall be installed in that position at the first City
Council meeting in January 2022.

PROCLAMATION
SMALL BUSINESS SATURDAY
Whereas, the government of AMMON, IDAHO, celebrates our local small businesses and the
contributions they make to our local economy and community; according to the United States
Small Business Administration, there are 31.7 million small businesses in the United States, they
represent 99.9% of all firms with paid employees in the United States, are responsible for 65.1%
of net new jobs created from 2000 to 2019; and
Whereas, small businesses employ 47.1% of the employees in the private sector in the United
States, 62% of U.S. small businesses reported that they need to see consumer spending return
to pre-COVID levels by the end of 2020 in order to stay in business, 65% of U.S. small business
owners said it would be most help
making purchases again, and three-quarters of U.S. consumers are currently looking for ways to
Shop Small® and support their community; and
Whereas, 96% of consumers who shopped on Small Business Saturday® agree that shopping at
small, independently-owned businesses supports their commitment to making purchases that
have a positive social, economic, and environmental impact and 97% of consumers who
shopped on Small Business Saturday agree that small businesses are essential to their
community; and
Whereas, 95% of consumers who shopped on Small Business Saturday reported the day makes
them want to shop or eat at small, independently-owned businesses all year long, not just
during the holiday season; and
Whereas, AMMON, IDAHO supports our local businesses that create jobs, boost our local
economy, and preserve our communities; and
Whereas, advocacy groups, as well as public and private organizations, across the country have
endorsed the Saturday after Thanksgiving as Small Business Saturday.
Now, Therefore, I, SEAN COLETTI, Mayor of AMMON, IDAHO do hereby proclaim, November 27,
2021, as:
SMALL BUSINESS SATURDAY
And urge the residents of our community, and communities across the country, to support small
businesses and merchants on Small Business Saturday and throughout the year.

Resolution Authorizing Destruction of Records
Resolution No. 2021-014R
WHEREAS, Idaho Code 50-907 requires the City Council to authorize destruction of records that are not
required to be retained as permanent records and that have met the minimum retention period
quired by law or for city business;
and,
WHEREAS, the City Clerk has proposed for destruction certain records that have exceeded their
minimum retention; and,
WHEREAS, approval for the destruction of the below listed records has been obtained from the Idaho
State Historical Society, when required, and the City Attorney, as provided by Idaho Code 50-907.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Ammon, Idaho that the
records listed in Exhibit A, attached hereto, shall be destroyed under the direction and supervision of
the City Clerk.
The administrative staff of the City is authorized to take all necessary steps to carry out the
authorization provided by this Resolution.
