The Pledge of Allegiance to the Flag was directed by Councilman Maeser, and the
invocation was offered by Councilman Loveland.
Residents of Brookfield Lane were greatly concerned about the Council's decision to
build a new City Building on property on South Ammon Road between the Ammon LDS
Stake Center and Brookfield Lane. They were unaware of any plans for the property
until they observed lawn mowing and surveying. This caused questions about whether
or not the residents who are most affected were adequately notified. Legal counsel
recommended the twenty-two property owners on Brookfield Lane be specially invited
to this City Council meeting to receive information and ask questions about the
proposed City Building.
Lack of communication was the major concern of the Brookfield residents. It was
expressed that it is very difficult to be last to know about decisions that have
an affect. It is a matter of courtesy to take care of our own community and go the
extra mile to keep the citizens informed.
The meeting was opened for a question and answer period. Questions were posed
about how the building will be placed on the lot; where are the accesses planned;
what are the expansion plans; what use or uses are planned for the building; what
type of construction will be used; will equipment be stored; what notification
procedures were followed; how will the building be financed; what is the zoning;
what about busy Ammon Road traffic; what are the plans for the extra property on
the south end; why were plans changed from the North McCowin Park location; and why
spend City money to buy additional land.
The City Council assured the residents that the building is planned to be a pro-
fessional building only with no equipment storage. Plans show two accesses on
South Ammon Road but none on Brookfield Lane. There are no expansion plans. Con-
struction is to be brick exterior with the rest of the building to be as
maintenance free as possible. Funds have been set aside for the project, and it is
not anticipated that residents will have to be assessed for any additional funds.
Legal notification procedures were followed. A bid opening has been advertised for
June 15, 1995, at 2:00 P.M.
Discussion indicated there is considerable misinformation circulating. The City
Officials apologized for the lack of communication, and they resolved to try to
keep the public better informed. The purpose of the project is to upgrade the City
and to build a City Building the residents can be proud of.
When the City Officials asked how they could better serve the Brookfield Lane
residents, it was brought out that Brookfield Lane is becoming a speedway. The
residertts requested more control to slow down the traffic, some speed signs, and
some street lights.
Bryce Anderson, 3855 Brookfield Lane, expressed frustration about the easement on
his property used as an access to Well No.5. It is necessary for the City to
cross his property to maintain the well, but the vehicles and/or equipment create
ruts and an eyesore. It is not possible to predict when access is required and, as
a result, the property has often been recently irrigated which adds to the problem.
A major city wide water outage occurred on May 31, and the City crew and

Utah Power had to access the well when Anderson's property was very wet. Mr.
Anderson proposed establishing a permanent driveway. Various suggestions were
discussed. The preferred solutions proposed by Mr. Anderson were to have a repre-
sentative of the City approach Leah Whitney about graveling her existing, hard-
packed driveway in exchange for access from Whitneys into the well. The other
choice is for the City and Anderson to cooperate to pave a driveway. Councilman
Crandall agreed to contact Leah Whitney to determine whether or not she would
approve of such a proposal. The problem has gone on for a long time, and Mr.
Anderson stated he realizes the City has priorities but he feels "It is my turn."
Councilman Maeser moved to approve the minutes of City Council meeting held May
18, 1995. The motion was seconded by Councilman Loveland. Roll call vote:
Maeser - Yes; Loveland - Yes; Crandall - Yes; Hall - Yes. The motion carried
unanimously.
Attorney Anderson drafted a letter of reply to Attorney Nalder regarding the
Killian fence and the problem of a clear view of the intersecting street at Circle
S Drive and Midway Avenue. The Council reviewed the draft and reconnnended
corrections.

Engineer Benton reported that he will prepare to advertise for bids to extend the
water line on First Street as soon as the attorney completes the necessary
agreements with the property owners involved.
Reed and Darlene Satterthwaite have applied for a renewal permit to operate a
fireworks stand in the Kmart parking lot. There is no problem with renewing the
permit after the Fire Department completes their inspection.
On May 23, 1995, Idaho Department of Water Resources approved City of Annnon' s
application for a permit to appropriate water from groundwater for development of
a new well. Plans were discussed, and the Council expressed a desire to put the
plans in motion. A well site needs to be selected. Engineer Benton reconnnended
purchasing a site near the proposed intersection of John Adams Parkway and Tie
Breaker Drive. Public Works Director David Wadsworth reconnnended locating another
well by Well No.7. For long range, the site Engineer Benton reconnnends would be
the best choice. Short range, another well at the Well No. 7 location would meet
the City's innnediate needs. Councilman Crandall moved to advertise for bids to
drill a new well pending determination of the exact site. The motion was seconded
by Councilman Maeser. Roll call vote: Crandall - Yes; Maeser - Yes; Hall - Yes; I
Loveland - Yes. The motion carried unanimously. Discussion continued on pumping
capacity, distribution of water from the wells, and alternate improvements to the
water system.
Rex Audio/Video Appliance plans were discussed. The Planning and Zoning Connnission
will be considering the request of G.H.G. Investments for a rezone of their
property on the north side of East 17th Street on June 6, 1995. The rezone is
necessary to acconnnodate the Rex warehouse plans.
Russell Swensen is working on the design plans and layout for the walking path in
North McCowin Park.
Harvey Crandall plans to attend the Association of Idaho Cities Annual Conference
in Boise June 21-24, 1995.
Attorney Anderson introduced Ordinance No. 242, AN ORDINANCE TO AMEND THE ZONING
CLASSIFICATION AND THE ZONING MAP FOR CERTAIN LANDS LOCATED WITHIN THE CITY OF
AMMON; PARTICULARLY DESCRIBING SAID LANDS AND DECLARING THE CLASSIFICATION OF
ZONING FOR EACH SUCH PARCEL OF LAND; PROVIDING FOR AN EFFECTIVE DATE. This
completes the rezone from RPA to R-l of three lots in Annnon Meadows Division No.1,
and the rezone from R-l to C-1 of property owned by Richard Skidmore planned for
development by Idaho Traffic Safety, 3400 East Sunnyside Road.
Robert Farrow, Fire Marshal, reported Annnon Volunteer Fire Department participated
in the Emergency Preparedness Fair. They distributed Fire Department pencils and
plastic badges. Participation resulted in really good interaction with the Idaho
Falls Dire Department. Assistant Fire Chief James Crumb was named Volunteer
Responder of the Year.
