The Pledge of Allegiance to the Flag was directed by Councilman Maeser, and the
invocation was offered by Councilman Crandall. Mayor Ard welcomed the Boy Scouts
and their leaders.
Jim A. and Linda Thompson 3395 Rawson Street, filed an application for a non-
commercial kennel license. Jim Thompson explained they own three female dogs, and
all of them have been spayed. There is one Great Dane, one Doberman, and one
Corgi. The application required that "75% of persons in possession of premises I
within 150 feet" give written consent. Nine addresses were listed and seven
signatures of approval were obtained. Councilman Maeser moved to approve the
application for a non-commercial kennel license for Jim A. and Linda Thompson, 3395
Rawson Street. The motion was seconded by Councilman Loveland. Roll call vote:
Maeser - Yes; Loveland - Yes; Crandall - Yes; Hall - Yes. The motion carried
unanimously.
Russell Swensen, 2660 Central Avenue, requested suggestions from the City Council
for use of the $1200 grant received by the Ammon Recycling group from Pacificorp.
When the grant was applied for, plans were to use any funds received to buy trees
to plant along a proposed walking path around the perimeter of McCowin Park. A
goal was set to plant the trees in September or October, 1994. The planned
planting schedule has about passed, and some immediate action is needed. It was
agreed that a type of evergreen native to the area would be a good choice for the
trees. The location suggested is along the Midway side of McCowin Park. Council-
man Loveland, Councilman Crandall, and Public Works Director Wadsworth were asked

to work with the recycling volunteers to get the proj ect underway this fall.
Russell Swensen pointed out that recycling has been a good project. More and more
people are catching the spirit of recycling. The City workers were thanked for
helping at the collection area to store and load materials.
Councilman Crandall moved to approve the minutes of City Council meeting held
October 6, 1994. The motion was seconded by Councilman Maeser. Roll call vote:
Crandall - Yes; Maeser - Yes; Hall - Yes; Loveland - Yes. The motion carried
unanimously.
At the request of the City Council, Robert E. Brewton and David Kinghorn,
representatives of Idaho Counties Reciprocal Management Program (ICRMP) discussed
the problem that motorists traveling west on Circle S Drive do not have a clear
view of vehicles coming from the north at the Midway Avenue intersection. The
problem is mainly caused by the board fence erected on the corner property. Circle
S Drive used to be a deadend street, but it has become a through street since the
development in Ammon Meadows. A resident in the newly developing area has
requested the City Council consider action to correct the problem. The ICRMP
representatives advised their job is not to solve the problem but to call City
Council attention to areas for consideration from a loss control standpoint. Mr.
Brewton drew a picture of the area on the blackboard as he and Mr. Kinghorn had
observed it. It was suggested City Council members visit the area to make their
own observation. Once a vehicle leaves the stop sign it is entering the traffic
flow so it needs to be done safely. At Circle S and Midway, the vehicle needs to
pull forward past the stop sign to make a clear entry into the intersection.
Possible solutions are realign the corner, adjust the stop sign and crosswalk, or
move the fence back five feet.
To reduce the risk factor, the Council should address other considerations. The
fence on the property at 3225 Circle S Drive appears to be on the City's R-O-W
easement. Fences throughout the City might be observed and a policy established to
eliminate fences being placed against the curb. Problems other than a clear view
at intersections are created by fences against the curb. Snow removal is affected.
If there is a fence, a person needs to park out away from the curb in order to open
the door. Or, occupants need to get out of the car on the traffic side. Another
problem area observed by the ICRMP representatives was at Molen and Central. It is
easy to run the stop sign there because of parked vehicles and the stop sign is
placed about twenty feet out of the line of sight. Development causes a need for
change in many areas.
Robert Brewton discussed other services provided to the City through ICRMP. No
increase in insurance premium is anticipated for the fourth year. Some programs
available are defensive driver training, sexual harassment issues, and risk
management.
The City Council discussed the issues pointed out. The problems need to be
approached diplomatically. Input has been requested from a BMPO traffic study.
Gene Killian, property owner at 3225 Circle S Drive, needs to be contacted for his
input. Regarding the stop sign at Molen and Central, a temporary solution would be
to have "no parking" within a specified distance from the corner.
At City Council meeting on October 6, 1994, a citizen petition was presented
regarding conditions at 1900 Curlew Drive. James Sanders, Nancy Lembrich, and Gaye
Beard appeared to present their side of the issue.
James Sanders, a neighbor who lives at 2835 Salmon Street, stated his main concern
is that no one complained to Mrs. Beard about the undesirable conditions. A
petition was circulated about the neighborhood. The landlord was contacted. There
seems to be a lot of selective enforcement. The Beards have taken care of a number
of the problems. Efforts have been made to clean up the junk. Parking has been a
problem, but throughout Ammon parking problems exist. Again, it seems like
selective enforcement. If Beards are cited for parking, all other violators should
be cited. All residents have visitors and friends over. Beards have obtained
custody of a boy who was sleeping in the ditch. Another boy is there because he is
not wanted at home. Youth congregate there because Beards listen to them. They
have no place to go and Beards are not judgmental. Beards do not allow swearing;
they do not allow beer; and they do not do drugs. None of the complaints were
brought up to Beards.
Nancy Lembrich, 2640 Salmon Street, expressed her op~n~ons from observing
conditions at the Beard residence. She stated in fairness, the City Council should
have directed their letter of concern to the Beards rather than go directly to the
landlord. It is natural for youth to gather together. She described Gaye Beard as
a very caring person.
Gaye Beard, 1900 Curlew Drive, was in tears or near tears as she expressed her
remarks. She was upset about Sheriff Stommel's visit to her home on October 6,

1994. She wondered why the neighbors did not corne to her if they had a problem
with conditions. She did not appreciate the Council going first to the landlord.
Mayor Ard and Council members explained the problem was brought to the City Council
attention because the neighbors were afraid to go to Beards. The Council received
the petition, the Sheriff was involved because Bonneville County is responsible for
law enforcement in Ammon, and the landlord was contacted because he is the
responsible person regarding how the property is maintained. Sanders, Lembrich,
and Beard wanted to know if the problem is resolved now the Beards have tried to
eliminate some of the problems. The condition of the property is between Beards
and Blairs (property owners). The City will try to enforce the ordinances. A copy
of the petition was requested. A copy of the City Council minutes for October 6,
1994, was given to Sanders, Lembrich, and Beard. The minutes contain the wording I
at the top of the petition and a transcript of the oral citizen presentation. The
resolution of the problem is dependent upon Beards.
Regarding the unsightly condition of the property at 3265-3275 Owen Street, there
has been little change. So far the owners and/or the renters have not been
sufficiently motivated to cause improvement.
Ted G. Petersen, 4355 Ileen Circle, has requested annexation of
located at 2340 South 45 East so he can connect his cabinet shop on
sewer. The Council discussed which would be better to annex or to
to connect to City utilities from his property on Ileen Circle. It
discuss the ideas with Mr. Petersen and get his input.

Reports: David Wadsworth reported for Public Works. BECO will be unable to
complete the chip/seal of the Ross area street maintenance project this fall. By
subcontract, Parking Lot Maintenance did the crack seal, and hopefully weather
conditions will allow BECO to do the leveling course (scrub coat). A new motor is
being installed in one of the old fire trucks. The All Season Tractor has been
ordered.
Engineer Benton reported on Cantlon Properties Ammon Town Center development.
Mayor Ard signed the Development Agreement.
Councilman Loveland asked what is happening at the Blackburn residence, 2910 Ammon
Road, where they are digging under the house. A permit has been obtained, and I
Blackburns are putting a basement under their house.
Claims were approved. Councilman Crandall moved to adjourn the meeting, and the
motion was seconded by Councilman Maeser. The meeting was adjourned at 8:55 P.M.
