Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7: 30 P.M. by Mayor C. Bruce Ard at the City
Building, 3270 Molen Street, Ammon, with the following City Officials present:

The Pledge of Allegiance to the Flag was directed by Councilman Crandall, and the
invocation was offered by Councilman Hall.
Jay W. Johnson represented Ammon LDS Stake to volunteer the service of their
members for community projects. They are interested in giving more to help the
community instead of just taking. Public Works Director Wadsworth suggested a
good project would be to restore by raking, leveling, and planting grass in the
area between the sidewalk and individual properties in the City right-of-way along
Ammon Road. When service projects are available, the City can contact President
Reed Moss or Jay Johnson.
Rex Purcell, Marvin McGary, Melvin Rosen, and Gerald Cheney encouraged City clean-
~. Rex Purcell was the spokesman for the group. The City normally designates a
Clean-Up Day, but frequently itbecomes more word than deed. Mr. Purcell explained
his purpose was to (1) Request the City Council to identify a Clean-Up Day or
Days; (2) Promote serious efforts; (3) Cause the clean-up of City right-of-ways of
old vehicles, junk, grass, weeds, etc. to the extent City ordinances will permit;
(4) Encourage individuals to get rid of the junk on their property; and (5) Make
it happen. LaRue Swensen reported on her volunteer group's effort last spring,
and she expressed a desire to be involved again this year. The City Council
selected Saturday, April 23, 1994, as Spring Clean-Up Day. The
Transportation Department is promoting the eighth annual "Idaho Is Too Great To
Litter" Spring Clean-Up campaign to begin May 14 with a statewide clean-up day and
continue until May 21, 1994. City of Ammon will consider participating both in
April and in May. Flyers will be circulated.
Brenda Hatch, 3200 Midway, reported on the Ammon Recycling Project spearheaded by
the volunteer group. The boxcar on the west end of McCowin Park has been cleared
of collected materials. Ammon representatives met with representatives of
American Recycling to discuss Ammon's plans and to obtain suggestions. A bigger
collection facility is being considered, and Mrs. Hatch presented a sketch to show
relocation of the boxcar now in use and the addition of another boxcar from
Peterson Park. The City Officials need to decide how far the project should go.
The group has only scratched the surface of recycling in Ammon, and American
Recycling is willing to work with the City. Fire Chief Cal Smith recommended
checking out the fire hazards involved in storage of recyclable materials. Grants
are available for cleaning up the environment. Public Works Director Wadsworth
was requested to take some measurements of the area proposed for increasing the
the collection facilities by McCowin Park. After the site is checked, Wadsworth
will make some recommendations for the City Council to consider. Fire Chief Smith
was asked to check on storage of highly combustible materials. The Council
expressed a willingness to support the Recycling Project, but they requested some
time to study before making a decision on the extent of involvement.
Russell Swensen, 2660 Central Avenue, discussed his efforts to promote a post
office for Ammon. He wrote a letter to request assistance from the Postmaster
General to get a full-service United States Post Office within the boundaries of
the City of Ammon. Mr. Swensen read a petition he prepared for circulation, and
he requested the Mayor and City Council to be the first to sign the petition to
show their support. The City Officials each signed the post office petition.

Regarding the request for rezone by John Sheppard which was listed on the agenda
as unfinished business, Councilman Hall contacted Mr. Sheppard to discuss the
matter. Mr. Sheppard was advised to contact his neighbors, to revise his request
to eliminate spot zoning, and to resubmit the request for consideration. No
Council action was taken pending further action by Mr. Sheppard.
Reports: David Wadsworth reported for Public Works. Information has been
collected to obtain water sampling waivers. This should save the City money on
drinking water tests. Well No. 3 repairs will costmore than anticipated. The
problem and the plan to correct was explained. Well No. 5 and .Well No. 7
operations were also discussed. Repair work now underway should correct the
City's spring and winter water pressure problems. Public Works Director Wadsworth
and Engineer Benton have reviewed the Cantlon Properties preliminary plans for
relocation of the canal and water and sewer lines. Comments have been noted for
the developer. It was suggested they consider a walkway bridge on the southern
end of the development from Salmon Street. It may be possible to utilize the
bridge now in use for the storage units.
Attorney Anderson discussed a letter received from G. Keith Green, State Highway
Administrator regarding Project STP-M-7436(001), Ammon/Lincoln Road, Sunnyside
Road to 17th Street, Idaho Falls; Key 2064. The letter addresses Ammon's concern
about the change in the federal-aid matching ratio from 95 percent to 92.66
percent. The Transportation Department staff researched the matter and have
concluded the 1987 Highway Act provided for projects in "economic growth areas" to
receive a federal-aid matching ratio of 95 percent. A new Highway Act became
effective in December 1991, and the new act eliminated the 95 percent ratio. The
engineering design for the project qualified for the 95 percent ratio. However,
the construction costs are not eligible for the 95 percent ratio, since such a
ratio no longer exists. These costs were based on the 92.66 percent matching
ratio. The letter states, "We understand your concern, and regret your project
was caught in the transition between Highway Acts." Idaho Transportation Board
Chairman John X. Combo contacted Attorney Anderson regarding the letter, and he
suggested Anderson and Combo get together for a discussion. Attorney Anderson
plans to meet with Mr. Combo.
Fire Marshal Robert Farrow discussed Fire Department activities. Saturday was a
busy day. The department conducted a fire safety program for about sixty
children. This program was conducted in conjunction with the Bonneville County
Sheriff's Department and the Idaho State Police. At 1:30 P.M. there was a fire
call for a grass fire at Pheasant Estates. It covered about seventy-five yards
along the canal bank. It was set on fire by two children, a nine year old and a
ten year old. Firemen discussed the incident with parents and guardian of the
children. Later in the afternoon a second fire call was received for Barbara
Colson's house on Ross Avenue. The problem was a painting had come off the wall
and was sitting in front of an in-the-wall electric heater. When the heater came
on it ignited the wall and painting. The property owner and insurance agent were
pleased with how the Ammon Volunteer Fire Department handled the fire. However, a
neighbor was displeased with the Department. Fire Chief Cal Smith reported the
department would like to secure a training smoke house. They would like to have
the City Officials consider relocating the boxcar at Peterson Park for use by the
Fire Department.
Councilman Hall advised that Planning and Zoning Chairman Dick Bybee recommended
Brian Taylor be used on the Cantlon Properties' Hitt Road access review committee.
The Council questioned whether or not they still plan to have a review committee.
The development status was unknown.
Engineer Benton reported he had received a call from an engineer working on the
Cantlon Properties development. They were concerned with the code section that
states all buildings must be maintained at least 75' away from a waterway. It was
agreed the Council should consider this requirement when the final plat is
approved.
Engineer Benton updated the Transportation Department's "System Mileage Report" to
show the City of Ammon has 22.1 miles of paved streets.
Lyle Peters lie who lives in the Peterson Park subdivision discussed obtaining a
flood plain insurance exception with Engineer Benton. He suggested the City
participate in getting FEMA to remove the flood plain designation for the Peterson
Park area because the railroad forms a dike which is a protection from flooding.
Flood plain regulations were discussed, but no action was taken.

Councilman Loveland reported on moving the. boxcar from Peterson Park. It was
estimated the cost would be approximately $1500. If it is moved, the City needs
to consider a good time to do so because the boxcar would need to be moved across
the park lawn and the power supply to the well would need to be dropped.
Councilman Loveland met with Swensens regarding recycling. The volunteer group
is really excited about their program, but Councilman Loveland suggested the City
Council give constructive thought to what the City wants.
Councilman Maeser would like suggestions for a service proj ect for a group of
Primary children to help beautify Peterson Park.
Councilman Loveland proposed getting the coaches of the athletic programs together
to outline rules for use of the parks. Councilman Crandall and Councilman I
Loveland plan to review the swimming program of the 1993 season. The first step
is to contact Elena Kelly to determine her interest in managing the pool for the
1994 season. City Clerk Jensen was asked to set up a meeting with Councilman
Loveland, Councilman Crandall, and Elena Kelly. Public Works Director Wadsworth
has committed the soccer teams to contribute funds for gravel to help improve the
parking area at McCowin Park.
Claims were approved. Councilman Crandall moved to adjourn the meeting, and the
motion was seconded by Councilman Hall. The meeting was adjourned at 9:00 P.M.
