"Hank" Crumb, 2270 Curlew Drive, Ammon Absent: Engineer David E. Benton Scouts from Jamboree Troop 813 conducted a Flag Ceremony. The invocation was offered by Councilman Crandall. Kyle Staples of Welenco appeared before the Council to request that they reverse their decision to not allow the installation of unvented gas heaters in the City of Ammon. Prior to the meeting Councilman Crandall visited Mr. Staples' place of business to observe unvented gas heaters, and he suggested the Council decision on December 17, 1992, may have been made without sufficiently surveying both the pro and con. Information was presented on energy efficiency, safety features, and costs. Councilman Maeser stated that, if the safety factor is not an issue, the Council may be rejecting an innovative product. Attorney Anderson advised that the Council would need to adopt a new ordinance to reverse their decision, because the City Code, presently in effect, does not allow unvented gas heaters. Also, it would be advisable to get the opinion of . the Bonneville County Zoning Office since they make our building inspections. Action was postponed. The Council decided to re100k at the issue and to invite Steve Serr of the Bonneville County Zoning Office to a Council Meeting to help evaluate whether or not to allow installation of unvented gas heaters. Mayor Ard was absent from the first part of the meeting in order to represent the City of Ammon at a community forum conducted by the Post Register. At 7:45 P.M. he assumed his leadership position and conducted the remainder of Council Meeting. Scoutmaster Norman Coyne discussed a request to use the facilities at McCowin Park on June 11th and 12th, 1993, for a pre-jamboree training campout. Scouts and their leaders will be leaving Idaho Falls on July 29, 1993, to attend the National Scout Jamboree in Virginia. Details were outlined as follows: Friday, June 11th pre-jamboree training begins at 10:00 a.m. We will have 3 troops each consisting of 32 boys, 4 junior leaders, and 4 adult leaders. All 3 troops will incl~de 120 total. We will be modeling our campsite same as jamboree. Each troop will be camped on an area 100 feet by 100 feet. On Friday we will be working on: Organizing our troops Setting up our troop campsites Setting up our gateways Setting up and testing our cooking equipment which will be 2 burner propane stoves. Making and construction of patrol flags Patrol competition Getting acquainted with set up of tents, dining flys, and kitchen areas On Saturday we need to accomplish the following: Swim check for each participant which includes swim 100 yards and float for 2 minutes on your back. It is essential that we do these swim checks before the jamboree because without them no one will participate in any aquatic activities. Conduct camp inspections 22 March 4, 1993 Review and conduct flag ceremonies Outline responsibilities of each participant Strike camp, carefully pack gear for shipment to Jamboree site Clean up area and dismiss Saturday at 4 p.m. We would like permission to do the following: Camp on Friday and Saturday over in the park near the pool area. We would like to use the pool some time Saturday morning for our swim checks. (We would be willing to pay for the use of the pool to do that.) If another time would be more convenient because of swim lessons we would be happy to change our schedule. We would like to have use of the rest rooms in the pool facility realizing that we would need to leave them clean and ready for anyone who may come after us. We would like permission to carry the tables from the shelter area to our campsite for Friday and Saturday realizing that we would also need to return them to the shelter before we go home. We would like permission to bring a couple of extra tables from the other park, if needed, also realizing that they need to be returned to their proper locations. Our meals will be simple and for the most part ready to go just like Jamboree. All meals will be cooked on propane stoves and no open fires. If possible we would be interested in using one of the sprinkler hook ups that are used for water slides so that we have a source of fresh water. I The City Council granted approval to the Scouts to use McCowin Park to prepare for the National Scout Jamboree. Girl Scout Week Proclamation: WHEREAS, Girl Scouts of the U. S .A. is the largest voluntary organization for girls in the world and recognizes that today's girls will be tomorrow's leaders; and I WHEREAS, the Girl Scout Movement emphasizes building self-confidence, leadership skills, and decision-making ability; and WHEREAS, the Girl Scouts of the U. S .A. celebrates individuality in girls that they may develop their full potential; and WHEREAS, Girl Scouts of the U.S.A. is open to all girls ages 5 to 17 and offers a program that is responsive to their needs and interests; and WHEREAS, Girl Scouts of the U.S.A. is celebrating their 8lst Birthday on March 12, 1993; NOW, THEREFORE, I, Mayor Bruce Ard, by virtue of the authority vested in me as Mayor of Ammon, hereby proclaim March 7-15, 1993, Girl Scout Week in Ammon, and March 12 as Girl Scout Birthday in Ammon, and thus do urge the citizens of Ammon, to support Girl Scouts in their endeavors. Henry S. "Hank" Crumb attended the Bonneville County Emergency Management Meeting to represent the City of Ammon. He reported on their discussion of snow levels and water resources. A Local Emergency Planning Committee (LEPC) Meeting followed. Fred Rowe of the Idaho Falls Sewage Treatment Plant discussed use of hazardous chemicals. Chemicals flushed into the sewer affect sewage treatment, and the entities were urged to be careful about what is allowed to go in the sewer. Tier II, Emergency and Hazardous Chemical Inventory, reports are required to be submitted annually by March 1. Ammon submitted a report on February 28, 1992, and forms and instructions were just received for the one due March 1, 1993. An emergency exercise is planned for sometime in the future, and Ammon is invited to participate. "Hank" expressed a willingness to represent Ammon in the area of emergency management. Mayor Ard appointed Henry S. "Hank" Crumb as Ammon's emergency management representative and the Council approved the appointment. I Dick Bybee, Chairman of the Planning and Zoning Commission, reported on their meeting of March 2, 1993. The Commission recommended approval of the Final Plat of Tie Breaker Village, Division No.8, including a replat of part of Lot 12, Block 7, Division No.6. Building permits approved for issuance during February I I I 23 March 4, 1993 were reviewed. Richard Durante who was recently appointed to the Planning and Zoning Commission has advised that he will be unable to serve due to a conflict with the meeting schedule. The Council inquired about the status of the sign ordinance which was being considered, and Dick Bybee agreed to follow up on it. Minutes of City Council Meeting held on February 18, 1993, were reviewed. Councilman Maeser discussed the paragraph concerning right-of-way acquisition of Chris Wright's property, and Councilman Anderson commented on waste sites for the Ammon Road project. Councilman Maeser moved to approve the minutes of February 18, 1993, with the deletion of the paragraph referring to Chris Wright. The motion was seconded by Councilman Crandall. Roll call vote: Maeser - Yes; Crandall - Yes; Anderson - Yes; Hall - Yes. The motion carried unanimously. Mayor Ard introduced a discussion on the Ammon Road Project. Construction has commenced. The City and the State Transportation Department are still negotiating on participation amounts. Anyone desiring sewer or water service lines needs to work out the details with H-K Contractors. The City is planning to extend the water and sewer line south of Sunnyside Road about 300 feet. This will cost approximately $10,500, and is not part of H-K's bid. There will probably be some additional costs for Ammon to replace some valves, etc. Change orders were discussed. Information on a chlorine detector for the swimming pool was given to Councilman Anderson and Councilman Crandall for study and a recommendation. Reports: Public Works Director David Wadsworth explained that the representative of Metroquip left a video on a trackless lawn mower/snow blower. He suggested each of the Council take time to view it. Attorney Anderson reported that Progressive Irrigation expressed willingness to eliminate the Ammon Road right-of-way properties from the irrigation assessment roll. However, they would like to do all of them at one time. Attorney Anderson will follow through. Councilman Hall discussed upgrading equipment. Also, he reported that he would be absent for the next two months. Mayor Ard introducted Ordinance No. 230, AN ORDINANCE OF THE CITY OF AMMON, BONNEVILLE COUNTY, IDAHO, TO AMEND THE ZONING CLASSIFICATION AND THE ZONING MAP FOR CERTAIN LANDS WITHIN THE CITY OF AMMON, BONNEVILLE COUNTY, IDAHO, PARTICULARLY DESCRIBING SAID LANDS AND DECLARING THE CLASSIFICATION OF ZONING FOR SUCH PARCELS OF LAND AND PROVIDING FOR AN EFFECTIVE DATE. This ordinance establishes the approved zone changes for Hitt Road Center, Tirrell property, Hobbs property, and correction on Lot 19 and Lot 20 of Block 1, Southwick Division No. 1. Councilman Crandall moved to approve the first reading of Ordinance No. 230. The motion was seconded by Councilman Anderson. Roll call vote: Crandall - Yes; Anderson - Yes; Hall - Yes; Maeser - Yes. The motion was approved unanimously. ,/ Bonneville County Election Center has proposed to change the voting place for Precincts No. 50 and 51 from Ammon Elementary School to Hillcrest High School because of handicap access. Councilman Maeser moved to have the minutes reflect that the Council approves the change of voting place to Hillcrest High School with the proper signing. The motion was seconded by Councilman Crandall. Roll call vot: Maeser - Yes; Crandall - Yes; Anderson - Yes; Hall - Yes. The motion carried unanimously. Mayor Ard reported on the Post Register forum. He brought out that newspaper coverage of Ammon usually brings out the negative things, and he suggested they report the positive things about Ammon. The City Clerk asked for direction on renewal of Robert and Donna Webster's home occupation permit and their shaved ice stand business license. Websters would like the two combined as one license and/or permit. The Council determined that two permits are necessary because the shaved ice stand does not qualify as a home occupation. Todd Erikson agreed to handle legal prosecutions for the City for $200 per month. Permission was granted to destroy the old phone message books which are older than five years. Old office equipment stored in the back room which is no longer repairable or usable can be disposed of. ICRMP has advised they are negotiating on the Oldham Tort Claim. Any requests for information on amounts paid to individuals for Ammon Road right-of-way acquisition should be made in writing to the City Council. Claims were approved. Hall The Pledge of Allegiance to the Flag was directed by Councilman Maeser, and the invocation was offered by Councilman Anderson. LaRall Kent, 1800 Sabin Drive, requested permission to host an Antique Car Show at McCowin Park on August 27 and 28, 1993. Most of the activity will be scheduled for Saturday, but some people may attend on Friday night. The participants and the public will be invited to bring their families to picnic and to inspect the cars. The show cars need to park on the grass. All plans are not complete, but some games or events will be going on throughout the day. Those involved in sponsoring the show agree to assume responsibility to clean up after the event. The City Council granted permission to use McCowin Park. Also, LaRall Kent discussed his commercial development on the corner of Sabin Drive and East Seventeenth Street. He presented the design for approval of a sign, but he was referred to the Planning and Zoning Commission. No action was I taken by the City Council. Dennis Fee, 2460 Princess Drive, inquired about a home occupation permit. He is considering ways to supplement his income. He has a four car garage which he would like to utilize for a golf simulator. Mr. Fee was advised that his property is zoned RPA, and home occupations are not allowable in that zone. However, Planning and Zoning and the City Council have been working to revise the ordinances. The Council agreed to expedite action on the revisions, and it was suggested that Mr. Fee study the proposed revisions to see if his ideas would comply. It was also suggested that he contact his neighbors for their input and that he attend the public hearings regarding revisions to the home occupation permit ordinance. The Boy Scouts were welcomed. The Scoutmaster advised they were members of Troop 445 from the LDS Lincoln Third Ward, and they are working on the citizenship in the community merit badge. One Scout, Matt Abbott, was from a different troop. Councilman Maeser moved to approve the minutes of City Council Meeting held March 4, 1993, as written. The motion was seconded by Councilman Anderson. Roll call vote: Maeser - Yes; Anderson - Yes; Crandall - Yes. The motion carried unanimously. The Ammon Road reconstruction project has commenced, and the construction schedule was discussed. Work is moving rapidly on the irrigation portion of the I project. The certificate of deposit in the amount of $157,061 which was deposited with the State Transportation Department before the bids were let has been returned and the City of Ammon needs to issue them a negotiable check for $84,067 according to their computations. A letter has been received from Clyde Gillespie noting two problems. No center line stake was established, and there is a problem with clearances for the waste site. The City of Ammon understood the State would prove the site if the City would locate possible sites. The Division of Environmental Quality approved the plans and specifications for water distribution, sewage collection, and storm water facilities. Ammon LDS Stake has requested a change in plans to allow their north entrance/exit to remain as is instead of being adjusted to conform with the proposed extension of Marlene Street on the construction plans. Any plan change would need to be authorized by the City and approved by the State. Timing is .important, and it may be too late to adjust the original plans. I I I 25 March 18, 1993 The safety check by the Department of Labor and Industrial Services required Ammon to install a chlorine detector at the pool. The Council authorized Public Works Director Wadsworth to order the detector. Three girls, Carrie Ragan, Sara Ricks, and Jessica Skidmore have been selected to represent Hillcrest High School at Girls' State in June. They would like some suggestions of problems that affect the City. Councilman Maeser suggested they could propose local option and bring out that cities do not have control over the revenue they bring in. Mayor Ard suggested cities receive mandates but no direction on how to fulfill them. The first reading of Ordinance No. 230 was completed at City Council Meeting on March 4, 1993. Councilman Maeser moved to waive the requirement that there be three separate readings of an ordinance and that Ordinance No. 230 be placed on its third and final reading. Engineer Benton represented the developer, and he oriented the Council to the final plat for Tie Breaker Village Division No.8 including a replat of part of Lot 12, Block 7, Division No. 6 Tie Breaker Village, City of Ammon, Bonneville County, Idaho. The Planning and Zoning Commission recommended approval. Councilman Crandall moved to approve the final plat of Tie Breaker Division No.8. The motion was seconded by Councilman Maeser. Roll call vote: Crandall - Yes; Maeser - Yes; Anderson - Yes. The motion carried. Mayor Ard suggested that Councilman Anderson and Councilman Crandall review the swimminS?; pool operations for 1992 and make some recommendations for the 1993 season. The City of Rexburg has declared the fire engine surplus, and the are advertising for bids. A fire engine discussion followed. The City of Ammon will consider making a bid. Reports: Public Works Director Wadsworth reported on a meeting with Bonneville County, City of Idaho Falls, and Utah Power regarding Sunnyside Road. Plans are to widen the road four feet on each side from Yellowstone to Ammon Road. The County will do the work, and the cities will pay for the oil and pavement. The County is putting together some figures. Additional right-of-way is not needed for the four foot extension. Ammon is interested in working together on Sunnyside Road. The underground gasoline storage tank had water in it and Don' s Service Station Equipment pumped out about 6~" of water. Fire Chief Cal Smith reported for the Fire Department. The department now has a key for Hillcrest High School. The school alarm systems were discussed. Councilman Maeser inquired about plans to repair the potholes in the roads. The heavy winter storms have caused considerable road breakup. Mayor Ard met with Mayor Campbell of Idaho Falls and Mayor Karen Hansen of Iona for the Bonneville Metropolitan Planning Organization. The sidcussion concerned hiring one safety engineer to work for all the entities. Mayor Ard recommended compiling a "things-to-do" list. Proj ects could be added or reported on at each Council Meeting. Priority projects were discussed. City Clerk Jensen reported that the Department of Employment has inquired if the City of Ammon can use some disadvantaged youth to work for the summer. Permission was given to the Clerk to apply for one to do janitorial and odd jobs at the City Building. Claims were approved. Installation of sewer and water service lines on Ammon Road was discussed. The Council clarified that residents could install the service line, but the connection fee would not be charged until such time as the line was connected for use. 26 March 18, 1993 April 01, 1993 Councilman Maeser moved to a~journ the meeting, and the motion was seconded by Councilman Crandall. I Absent: Councilman Ira K. Hall Debbie Hall, Kristy Whitmill, and Ruth Ard discussed the municipal swimming pool. Debbie Hall was spokesperson. It was pointed out that the pool provides a fine service for the community, and it is important that it maintains its high quality. In the operation of the pool, a number of people have been responsible for its success, and each has developed individual operational ideas. Some ideas work and some do not. Those who will be responsible for the 1993 pool operations were asked to consider some patron concerns. The City of Ammon residents pay taxes and deserve some type of advance or priority registration. Residents stood in long lines only to arrive at the registration desk to find the slots were all filled by day cares or pre-schools. Also, some individuals register several families. It seems more fair to have a registration limit. For example, one family should be allowed to register at a time. Last year the length of the classes was changed from thirty minutes to forty-five minutes. This decreased the number of sessions available, and the classes were: often overcrowded in order to accommodate everyone. It was suggested the classes be shorter, and when a class is full, consider it full. At times there were walll-to-wall kids. Some teachers did not know what to do with all the time. One clasls was observed to bob for fifteen minutes. Teachers need to be trained to utilize the time and to carry out a good program. Classes should be set aside specificalay for day cares and/or pre-schools. Family tickets I for open swimming have been av~ilable and they are good. However, sometimes they can't be all used because pooll rules or restrictions surface. For example, the one that a child must be so t4ll or be accompanied by an older person. The rule is good, put parents need to tOW about the rules in advance in order to plan and so their children don't get t rned away. The ideas were presented so the pool manager might know some of the esidents' feelings. Reed Moss and Keith Brown rep esented the LDS Church to request the City Council to review the design plans for the Ammon Road reconstruction project and to consider amending the plans to! allow the church to leave and use their north entry where it is until such time as Marlene Street is developed to connect with Ammon Road. Input was requested fro~ property owners, Fred Karford and Gary Santo Fred Karford advised that he would prefer the City to abandon the right-of-way for the proposed extension of Marlene Street, the church be allowed to keep their north
