CITY OF AMMON
November 16, 1970
Minutes of the Regular Meeting of the Mayor and City Council.
The meeting was called to order at 8:00 P. M. by Mayor Keith C. Turnbow with
the following City officials pa'esent:

Anderson at 8:55 P. M. )
Prayer was offered by Councilman Marvin J. Anderson.
Minutes of the meeting held Oct. 19, 1970, were read and approved.
Mr. Kevin Best and Mr. Jim Dunn were on hand to present information regarding
speed-detecting devices. Mr. Dunn explained the uses of radar and vascar in
determining speed violations, discussed prices, availability, and training needed,
and presented a film on vas car. Councilman Swensen noted that grant funds are
available from the Law Enforcement Planning Commission for the purchase of
sq,ch equipment and proposed that the neces sary appropriation be allowed for in
the 1971 budget for this purpose. Accordingly, Councilman Swensen moved that
he be authorized to establish vascar (along with a new police car) as top priority
for equiprnep.t for the Police Department. Councilman Davidson seconded.
Voting: .Swe!nsen, yes; Davidson, yes; Richardson, yes; Anderson, yes. Motion
carried.
Councilman Swensen reported that a purchase order has been furnished to Imperial
Motors for a used police car at a price of $1950. He mentioned plans to facilitate
enforcement of the dog leash law by providing a trailer in which to haul dogs that
are picked up.
The need foll' a lettler from Mr. A. W. Brunt to authorize law enforcement on his
private property streets in the Eastgate area and in the vacant lot along Falcon Dr.
was mentioIlied, and David Benton agreed to follow through on this request.

CouncilmaniSwensen expressed a desire to put up some Christmas'decorations in
the city, and it was recommended that someone with the City of Idaho Falls be
contacted about the possibility of using decorations which they might have left.
Mayor Turnbow reported that he has been looking into the purchase of a new
garbage tru<tk which will be needed in view of the anticipated chaq;e in the locality
of the disposal area, etc. The Mayor also reviewed the tax revenue expected for
the remainder of the year, and announced that the new Building Permit rates have
gone into effect and requested that Maintenance Supervisor LaVern Williams act as
plumbing ~nspector for the time being with check list forms and plumbing code book
to be obtained from the City of Idaho Falls.

Council assl,lgnment lists were handed out. All Council members were invited to a
meetin~ wit representatives of state and national traffic safety on Thurs., Nov. 19,
to review a ,raffic study which was made earlier this year.
a:'he Council'agreed that Mayor Turnbow should be reimbursed for travel expense
(and meal expense at luncheon or dinner meetings) which he has incurred attending
meetings pettairi'!\~o City business, and such reimbursement was recommended to
to established as a policy when attendance by city officials at the various meetings
is of definite benefit to the City.
Mr. Baker of the Maintenance Department had on hand a chain saw which the
owner would like to give the City an opportunity to buy. After some discussion
Councilman !Davidson moved that the City purchase the saw at a cost of $125.00
for use by tij,e city employees. Councilman Swensen seconded the motion. Council-
man Ra.char~son moved to amend the motion to the effect that further investigation
and comparing of prices be made before the purchase should be made. No second.
Councilman 'Swensen withdrew his second to the original motion. The motion died
for lack of a second, and an informal proposal was made to look into the matter.
