M. by Mayor Keith C. with the following City Officials present: Mayor Keith C. Turnbow Councilman Russell N. Swensen Councilman Marvin J. Anderson Councilman Gerald B. Cheney Councilman Brent Hirschi Turnbow Clerk Deon Hemingway Engineer David E. Benton Prayer was offered by Councilman Swensen. All Councilmen, having been re-elected or newly elected in the election of Nov. 5, 1973, were sworn in for their terms effective January 1, 1974, as follows: Russell N. Swensen, 4 years; Marvin J. Anderson, 4 years; Gerald B. Cheney, 2 year,s; Brent Hirschi, 2 years. Minutes of the regular meeting of December 19, 1973, were read and approved. Engineer Benton presented figures on the assessed valuation of Jennie Jean Acres and information pertaining to taxing policies for the Council to consider in endeav- oring to make a recommendation about the advisability of annexing that area. After some discussion, it was decided that further study is needed concerning how providing sewer service for Jennie Jean Acres could be handled if it were annexed. It was also sUggested that some thought be given to whether or not there should be a change made in the charge for water service to the residents there while it is outside the city limits. Engineer Benton is to look into these matters and make a recommendation at the next meeting. According to Engineer Benton, and inquiry has been made by Boyd Thompson of 3100 Midway about getting water and sewer line through the alleyway (Rose Dale Lane) between Molen St. and Sunnyside Road, and he was given a cost estimate along with an explanation of the property owner's responsibility for the cost of installation. Acting on a recommendation put forth by Engineer Benton that an updated =rlh'rlinf> policy is needed in view of the heavy growth anticipated in the near future, Councilman Swensen moved that the policy in regard to installation of waterline in the City of Ammon be as follows: (1) that the minimum size remain a six-inch line, (2) that the City of Ammon participate only on lines greater in s,ize than eight-inch subject to prior approval of the City CounciL (3) that th~ master wateula~ will be followed. The motion was seconded by Councilman Cheney; voting all in favor; motion carried. Mayor Turnbow explained that a policy is needed for charging contractors for water while homes or other buildings are under construction, with one purpose of such a policy being to provide an incentive for contractors to notify the City when home s are ready for occupancy or buildings ready for use. After the Council had discussed this proposal, Councilman Cheney moved that building contractors be charged $7.00 per month for water starting 30 days after issuance of a building permit. The motion was seconded by Councilman Anderson; voting was all in favor; motion carried. Problems concerning the operation of snowmobiles along the streets in the Original Townsite area were discussed, and Ordinance No. 103 which prohibits such machines in the city parks, etc., was reviewed. Since the use of '40 snowmobiles on the street right-of-way is covered in the state law but not mentioned in the City Ordinance referred to, it was determined that advice from the City Attorney would be needed to see if any further restrictions can be made. Councilman Cheney reported that the City Basketball Program is progressing, now under the direction of Jeff Perry. The Council authorized the payment of $15.00 per month to Jeff for the responsibility of laundering the shirts, etc. TntE"rim Appropriation OrdinancE" No. 117. was read in full by Councilman Swensen, who then moved that the Council dispense with the three readings of Ordinance I No. 112 and pass Ordinance No. 112 on the third and final reading by title only. The motion was seconded by Councilman Cheney; voting all in favor; motion carried. Mayor Turnbow reminded the Councilmen to be getting budget requests ready. He reviewed the Fire Department report for 1973 which recorded 64 hours on 13 calls in the City, 79 hours on 9 calls for District Mutual Aid, 25 ,hours on calls for the tanker only, and a fire loss in the City of $1615 which the Mayor felt was very commendable. c~~ adjourn the meeting at 11:20 P. Turnbow, who was out of town, the meeting was called to order at 7:35 P. M. by Council Chairman Russell N. Swensen, with the following City Officials present: Councilman Russell N. Swensen Councilman Marvin J. Anderson Councilman Gerald B. Cheney Councilman Brent Hirschi Others present during the meeting were Mr. and Mrs. Dale Snider. I Clerk Deon Hemingway Attorney Franklin Smith Engineer David Benton Prayer was offered by Councilman Anderson. Minutes of the meeting of January 2, 1974 were apprbved as typed. Mr. and Mrs. Snider of 1940 Dove Dr. explained that the slope of the pit located just west of Sand Creek (behind the Circle K Store) is a good place for children to sleigh ride but is dangerous because of the metal junk items (washing machines, etc.) which have been discarded there. They inquired if the City could do anything about getting the area cleaned out and if they and other citizens could be of any help. The Council discussed the matter, and Engineer Benton indicated that he would contact the property owner about getting the cable put back up to dis cour- age dumping, and the sewer construction contractor about having the trash items moved over so they will be covered by the fill which will be put there when the I sewer construction gets underway again. The Sniders are to be informed if any help is needed. Chairman Swensen called attention to an invitation for City Officials to a Western Rural Area Emergency Medical Conference in Idaho Falls on Feoruary 15 and 16 and encouraged attendance at this meeting. The Council viewed the proposed plat of the Maiben Jones Additi::m located at the southeast border of the City and was advised by Engineer David Benton that the Planning and Zoning Commission had approved the plan as a final plat. He noted that zoning recommendations will come to the Council after the Planning Commis- sion 1 s next meeting and that the developer has been made aware that curb and gutter will be required along the east side of Ross Avenue.
