Council Minutes 11/04/1982 November 4, 1982 CITY OF AMMON November 4, 1982 223 Minutes of the Regular Meeting of the Mayor and City Council: The meeting was called to order at 7:35 P.M. by Mayor George Wehmann with the following City Officials present: Mayor George Wehmann Councilman Russell N. Swensen Councilwoman Carol A. Dille Councilman Robert D. Williamson Councilman Thayle D. Monson City Clerk Deon Hemingway Public Works Director Hayse L. Whiteley I The pledge of allegiance to the flag was conducted by Mayor Wehmann and prayer was offered by Councilman Swensen. As the first item of business, Mayor Wehmann brought up for discussion a verbal complaint which has been received about an automobile repair business at the residence of Emerson Jenkins, 3560 Georgia Lane, which is an RPA Zone where home occupations are not allowed. The complaint was in relation to the number of vehicles parked along the road, in the driveway, and in the front yard, which detracts from the residential nature of the neighborhood. Mayor Wehmann noted that he had counted ten cars there at one time. The Public Works Director reported that he talked to Mr. Jenkins who said that the situation is temporary as an effort to cut costs and save his business. Mayor Wehmann recommended that some action be taken, not only because the City has been made aware of the home occupation violation, but-also because of interference with snow removal. Councilwoman Dille moved that the City notify Mr. and Mrs. Emerson Jenkins that they are in violation of the City zoning ordinance and that they have 30 days to correct the violation or follow-up action will be necessary. The motion was seconded by Councilman Monson. In response to a suggestion by Mayor Wehmann, it was moved by Councilman Swensen and seconded by Councilman Williamson that the motion be amended to add the words V30 days to move the vehicles off the right-of~way so they will not interfere with snow removal and street maintenance, and an additional 30 days to come in compliance with the zoning". Voting on the amendment was all in favor; voting on the original motion as amended was also unanimous in favor; motion carried. Mayor Wehmann is to send a letter giving notice as specified. Councilman Williamson accepted an assignment, as requested by Mayor Wehmann, to keep the Fire District Commissioners informed about assistance provided to each other by the Dis- trict and the Ammon Volunteer Fire Department by sending them the figures as compiled in the monthly fire department r~port. With reference to the hydroelectric projects for which the City has preliminary permits, Councilman Williamson noted that the latest report on the feasibility studies made by the engineering firm of Gibbs & Hill, Inc., indicates that the distance to power lines from the Deadwood Dam location is a problem. He noted that he will write to Gibbs & Hill, Inc., to thank them for their efforts and will ask what conditions would have to change to make viable projects. Mayor Wehmann presented a form which is used in Oregon for building permit applicants to certify the elevation in flood plain construction and suggested that this procedure be considered for Ammon. Public Works Director, Hayse Whiteley, reported that a request has been made by a resident on 17th Street east of Ammon-Lincoln Road to have a speed limit sign posted, and Mayor Wehmann pointed out that the speed there should be consistent with the County since the City limits are only on the south side of the street. The problem of tool losses was mentioned by Mr. Whiteley, and it was acknowledged that a solution needs to be worked out pertaining to which personnel should have access to the tool room.
