Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:32 P.M. by Mayor George Wehmann with the following
City Officials present:

The pledge of allegiance to the flag was conducted by Councilwoman" Dille and prayer
was offered by Mayor Wehmann. Minutes of the meeting on May 20, 1982, were approved
as prepared.
Mayor Wehmann informed the Council members that notice was received by telephone from
the Federal Emergency Management Agency in Seattle that the City's proposed flood
insurance ordinance has been reviewed, is in compliance with the Federal regulations,
and a letter to this effect will be forthcoming.
With reference to the hydroelectric projects for which the City has preliminary per-
mits, Mayor Wehmann noted that a request was made for additional information on the
six-months report for the Ririe Dam development. He explained that he intends to ask
the Secretary of the Federal Energy Regulatory Commission in Washington, D.C., to
arrange to have the jurisdiction for all four projects at the San Francisco office
instead of having three there and one at the Fort Worth office.
The subject of the City of Idaho Falls having increased the speed limit on 17th Street
to 40 miles per hour from Boulevard to the Ammon City Limits was discussed. Mayor
Wehmann's suggestion to consult with the Sheriff and the State Highway Department
before making any change in the speed limit in Ammon met with the approval of the
Council, inasmuch as it was felt that there may be restrictions because of the state
and federal funds which were used for the 17th Street improvement project. Council-
woman Dille commented that matters such as this should have been brought up at a
meeting of the joint traffic safety committee which has not met for some time.
Mayor Wehmann gave a report on the Utah Power & Light Company rate-increase hearings
which he and Attorney Anderson attended in Pocatello earlier in the week. He ex-
pressed concern about how the utilities determine what rate of increase to request
in view of the fact that, following the pre-hearing conference, UP&L made an agreement
with the IPUC staff to change the amount of increase. It was mentioned that the next
hearings are scheduled to start on July 27.
Matters pertaining to the new trees and the home-run fence in Peterson Park were
mentioned by Councilwoman Dille and Mayor Wehmann.
Work items mentioned by Public Works Director, Hayse Whiteley, included getting the
swimming pool in operation, watering the new trees in Peterson Park, updating traffic
signs, and patching the streets. In response to an inquiry by Mr. Whiteley, it was
moved by Councilwoman Dille and seconded by Councilman Swensen that the City de~lare
as surplus the pump and associated components from Well #4. Voting on the motion was
all in favor; motion carried. It was agreed that efforts to sell this equipment should
be postponed until Attorney Anderson checks on whether or not legal advertising will be
required.
According to Mayor Wehmann, he has a meeting scheduled with the Division Manager of
Intermountain Gas Company to review the 30-year franchise agreement (which was signed
in 1958).
The City Clerk presented claims to pay totaling $12,763.87, along with vouchers for
payroll, etc., paid since the previous meeting in the amount of $5,841.43, all of
which were approved.
Mayor Wehmann pointed out that the time for preparing the FY-1983 Budget is not far
off and that his goal is to not expect any more revenue from the people than during
FY-1982.
A motion to adjourn was made by Councilman Swensen and seconded by Councilman Monson;
voting was all in favor; meeting adjourned at 8:32 P.M.
