Council Minutes 05/20/1982 tflay 20, 1982 206 CITY OF AMMON May 20, 1982 Minutes of the Regular Meeting of the Mayor and City Council: The meeting was called to order at 7:35 P.M. by Mayor George Wehmann with the following City Officials present: Mayor George Wehmann Councilman Russell N. Swensen Councilman Thayle D. Monson Councilwoman Carol A. Dille Councilman Robert D. Williamson City Clerk Deon Hemingway Engineer David E. Benton Attorney W. Joe Anderson Public Works Director Hayse L. Whiteley Planning Commission Member Gary Butterworth Also present during the meeting was Tim Ingram, Volunteer Fireman. The pledge of allegiance to the flag was conducted by Councilman Williamson and prayer was offered by Councilwoman Dille. Minutes of the meeting on May 6, 1982, were approved as prepared. With reference to the AIC Annual Conference, it was moved by Councilwoman Dille and seconded by Councilman Williamson that Councilman Swensen be appointed as voting delegate with Mayor Wehmann as alternate; voting was all in favor; motion carried. Copies of a flood insurance ordinance prepared by Attorney Anderson, and basically the same as the one passed by Bingham County, were distributed to the Council members for review and recommendation. It was noted that this ordinance should meet the require- ments of the Federal Emergency Management Agency and that the deadline date to have the ordinanoe in effect, as notified by that agency, is July 19, 1982. Mayor Wehmann out- lined a schedule for the adoption procedure, including sending a copy to FEMA for approval, and pointed out that the proposed ordinance contains a design for a water- proof basement to protect the right to have basements in future developments in the flood prone areas. Mayor Wehmann called attention to the need to be able to take immediate action on weed problems on private property when necessary, and he suggested that the code on thiS--- subject be revised to include wording similar to that in the City of Idaho Falls ordi- nance. Attorney Anderson agreed to advise the Council on th~s matter. Relative to notice received from the Idaho Public Utilities Commission concerning a rate increase request filed by Intermountain Gas Company. Mayor Wehmann expressed his intention to obtain certain information in order to make a recommendation about whether or not the City should be an intervenor in this case. It was reported by Councilman Monson that the Planning and Zoning Commission discussed changes in the Comprehensive Plan at the meeting on May 11 and assigned committees to look at the different areas which were mentioned so that recommendations can be made at the next meeting. Gary Butterworth, representing the Planning Commission, arrived later but did not have any additional comments to make. According to Councilman Williamson, the law enforcement report for April listed 31 speeding tickets issued during that month. He mentioned that the Volunteer Firemen are having a CPR training course. Regarding the parking-in-the-street problem which was brought to the attention of the Council at the previous meeting by Ray James of 2080 Falcon Drive, Councilman Williamson noted that the officers will be putting em- phasis on the enforcement of parking regulations during the next month. Relative to changing the traffic signs which was also mentioned by Mr. James, the Mayor and Council agreed that the signs should be left as they are inasmuch as Councilman Williamson re- ported that he had talked with the County Engineer about uniform traffic control and no basis for making any changes could be determined. Councilwoman Dille reviewed information relative to getting the swimming pool ready for opening. She reported that a claim was filed by Intermountain Gas Company in connection with the gas-line repair which was required as a result of damage done while trees were being moved from a resident's yard for the Peterson Park tree-planting project, and it was recommended that this matter be referred to the City's insurance agent. Attorney Anderson mentioned that the hearing on the current Utah Power & Light Company rate case starts on June 1 in Pocatello. City maintenance activities which were reported on by Hayse Whiteley, Public Works Director, included patching the streets, repairing lawn mowers, and pulling the pump at Well #4. Mayor Wehmann commented on the need to have some of the Public Works employees improve their working habits. Claims to pay in the amount of $11,185.47, along with claims paid since the previous meeting totaling $7,165.16, were presented by the City Clerk and approved by the Council members and Mayor.
