I CITY OF AMMON March 18, 1982 Minutes of the Regular Meeting of the Mayor and City Council: The meeting was called to order at 7:35 P.M. by Acting Mayor Russell N. Swensen with the following City Officials present: Acting Mayor Russell N. Swensen Councilwoman Carol A. Dille Councilman Robert D. Williamson City Clerk Deon Hemingway Public Works Director Hayse L. Joe Anderson Also present during the meeting were Don Ellsworth of Ellsworth Engineering, Shauna Hammond, 3110 Ross Avenue, Loren Peterson, 2950 Geneva Drive, Rodney Bryan, 3810 Geneva Drive, and VonCille Lasley, 255 Tie Breaker Drive. . The pledge of allegiance to the flag was conducted by Councilman Williamson and prayer was offered by Councilwoman Dille. The minutes of meetings on January 7 and January 21, 1982, were approved as written by motion of Councilman Williamson, seconded by Council- woman Dille, voting all in favor. Loren Peterson represented the residents who are interested in the Peterson Park improve- ments and presented suggested plans for a shelter, playground equipment, and tree planting. He explained that he has been checking on materials and that labor will be donated. Councilwoman Dille noted that it will likely be possible to hire a tree-digger with operator from the City of Idaho Falls for about $15.00 per hour if enough residents wish to donate trees of the right size and species that can be moved. It was recommend- ed by Councilman Williamson that the drawings for a shelter which Mr. Peterson had prepared be checked by the City Engineer to be sure the plans are all right. Council members agreed that treated logs must be used for the playground equipment and pro- fessional help will be needed when the cement work is done for the shelter. Target dates were set as follows: Saturday April 17, shelter pad; Saturday April 24, shelter structure; Saturday May 1 (Ammon Arbor Day), tree planting; month of May, playground equipment. A reminder was given that the final date on the Bureau of Outdoor Recreation grant for these park improvements is June 30 of this year. An application for a non-commercial kennel license for Roger Terrill, 2940 Ammon Road, was considered and found to be in order with the required signatures of approval by neighboring property owners. Councilwoman Dille moved to approve the application as presented for the year of 1982. The motion was seconded by Coun ilman Williamson; voting was all in favor; motion carried. ~ LD I' o <( <J: I According to a report by Councilman Williamson, the Hydropower Review Committee met on March 11 and made a recommendation that the firm of Gibbs & Hill, Inc., be selected to make the feasibility studies on the four hydroelectric projects for which the City has preliminary permits, with the selection being based on the criteria approved at the last Council meeting. He offered the information that the scores were as follows, with high score being the most desirableflorthe City: Crippen Consultants 580, Gibbs & Hill, Inc., 688, Forsgren-Perkins 332. The motion was seconded by Councilwoman Dille; voting was unanimous in favor; motion carried. A letter of thanks is to go out to the members of the Review Committee, who will be retained to check the feasibility studies as they come in. In response to an inquiry by VonCille Lasley, with comments by Councilwoman Dille, it was indicated that it would be all right for Mrs. Lasley to try to get a girls~ soft- ball league started in the City, with scheduling for use of the ball fields to be arranged through the City Public Works Director to coordinate with the Little League and Knothole programS'I,IOther matters relating to the ball fields on which Council- woman Dille asked for comments from the other Council members were concerned with lime on the foul lines, storage facilities for ball equipment, chain-link extensions from the backstops, portable home-run fences, and watering at night. Regarding the Planning and Zoning Commission, Kathy Dansie reported that a public hearing on amending the comprehensive plan will be coming up soon. March 18, 1982 April 1, 1982 202 It was mentioned by Councilman Williamson that he is still working with the City of Idaho Falls officials in an effort to come up with an acceptable agreement for fire fighting back-up. He referred to a letter stating that, beginning April 1, 1982, Ammon will be billed a monthly fee of $50 by the City of Idaho Falls for fire dispatch service, and the other Council members agreed that a reply would be in order explaining that funds to pay this fee are not in the budget for Fiscal Year 1982 but will be budgeted for next year inasmuch as this is a service which is received and appreciated. Council- man Williamson noted that he had talked to Captain Hutchens of the Sheriff Department about law enforcement matters such as parking regulations and the Ammon uniform citation books. A report by Public Works Director Hayse Whiteley listed spring clean-up days on the I Saturdays of May 8, May 15, and May 22. He pointed out that he had checked with B & W Equipment, and the price of $750 to pull the pump at Well #4 still stands with the possibility of selling the pump at this time being good. Mr. Whiteley presented in- formation on the relative cost and expected lifetime of gas, propane, and diesel trucks in anticipation of planning to call for bids on a new garbage truck in the fall. He re- ported that the City has started hauling gravel from the County pit as authorized follow- ing the delivery of a check for the County Road and Bridge Department on the 17th Street payment as explained in the previous meeting. Claims which were approved for payment totaled $7,546.38 and approved after payment were vouchers for payroll, investments, etc OJ in the amount of $20,569.73. Minutes of the meetings on February 4, February 18, and March 4, 1982, were approved as written qy motion made by Councilman Williamson and seconded by Councilwoman Dille, with voting all in favor. An application for a backyard variance for Melvin P. Walsh, )490 Rawson St., was taken under consideration. It was noted that the approval signature of the adjacent property owner was on record and that the requested 17t feet of backyard (instead of 25 feet) for a garage was consistent with the backyard of the existing dwelling on the lot. Council- woman Dille moved to grant the variance to allow a backyard of 17t feet for a garage that is to be constructed at 3490 Rawson St. The motion was seconded by Councilman Monson; voting was all in favor; motion carried. In response to an inquiry by Councilwoman Dille, it was indicated that the plans for a shelter in Peterson Park met with approval subject to being checked by the City building inspector. Councilwoman Dille requested that Attorney Anderson prepare a release form for use if tree-digging is done on private property during the park tree-planting project planned for May 1. Regarding the Volunteer Fire Department, Councilman Williamson re- ported that driver-training sessions are being planned, and that he would attend a meetingl on April 7 for the VoTech fire instruction certification. With reference to a pumper truck which is expected to be available as surplus from the City of Idaho Falls, it was recommended that funds be provided for in the FY-83 budget if purchase of this equipment is considered desirable. Public Works Director, Hayse Whiteley, mentioned ballfield and gravel-hauling work, and it was suggested that he contact Bill Manwill of the County Engineer's office about federal funds for striping of 17th Street. Claims to pay in the amount of $24,324.60 and vouchers for $4,913.19 on items paid on payroll, etc., since the preceding meeting were approved. It was moved by Councilwoman Dille and seconded by Councilman Williamson that the meeting adjourn; voting was unanimous in favor; meeting adjourned at 8:30 P.M.
