Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 7:30 P.M. by Acting Mayor Russell N. Swensen with
the following City Officials present:

Others present during the meeting were Dan Judy, 3110 E. Sunnyside Rd., Alvin R.
McDaniel, 1470 Falcon Dr., and Ken Dahl of Bountiful, Utah.
The pledge of allegiance to the flag was conducted by Acting Mayor Swensen and prayer
was offered by Councilwoman Dille.
Having been properly advertised, the meeting was opened as a public hearing on an
application for a special use permit for Judys' Ida-Mon Ranches to construct five
storage graneries on the Clifford Judy property at 3070 East Sunnyside Road, which is
in an R-l Zone. Jim McNett, chairman of a committee designated by the Planning and
Zoning Commission to study the request, reported that an on-site inspection had been
made and it was determined that there are other buildings of a similar farm-operation
nature in the area and that all neighbors were in concurrence. He noted that the mem-
bers of the Planning and Zoning Commission had made a telephone vote,due ,to the time
schedule needed by the applicants, with a unanimous recommendation to approve the
special use permit with the stipulations that (1) it be a 5-year permit with review
each year, and (2) it must not become a commercial business (only for storage of own
grain). The size and height of the graneries were discussed, and the need for a
building permit was mentioned. It was made a matter of record that there were no in-
terested citizens present and all property owners within 300 feet were sent notices
of the hearing by certified mail with return receipt. The public hearing was closed
at 7:42 P.M. Councilw'oman Dille moved to approve the special use permit for Judys'
Ida-Mon Ranches for five graneries with the stipulations as recommended by the Planning
and Zoning Commission (listed above). The motion was seconded by Councilman Monson;
voting was Dille yes, Monson yes, Swensen yes; motion carried.
Alvin McDaniel displayed a layout drawing and an illustrated brochure as he presented
a proposal to have a "go-cart track" on the west side of Sand Creek south of the
building at 1795 Eastgate Dr. He explained that this w'ould be a seasonal business for
the summer months into September, that the expected hours of operation would be from
noon until dark, and that the distance to the nearest residence would be approximately
100 yards. It was pointed out that it must be determined if such an activity is
allowed in the RSC-l Zone and,if not, a special use permit should be applied for.
Attorney Anderson advised that amusement devices are specifically listed in the regu-
lations for the HC-l Zone which, by implication, indicates that a go-cart business
would not fit in the RSC-l Zone. The Council members expressed the opinion that it
would be best to wait for a recommendation from the Planning and Zoning Commission on
this matter, and Jim McNett offered to get with some other members of the Commission
for an on-site look at the propasal in preparation for the Planning Meeting the follow-
ing Tuesday. Mr. McDaniel indicated that he would take a survey of some of the people
in the area to get a feeling of what reaction might be expected.
An application for a variance submitted by Randy Sayer of 3705 Geneva Drive was con-
sidered. An error in the facts portion of the application was pointed out by Acting
Mayor Swensen, but the figure 4.5" (instead of 4.5') was recognized as a mistake since
the distance on the accompanying drawing was clearly marked as 4'6". The signature of
the adjacent property owner indicating approval of the proposal was noted. It was
moved Qy Councilwoman Dille and seconded by Councilman Monson that a variance of 3 feet
be granted to Randy Sayer, 3705 Geneva Drive, to build a garage with a sideyard on the
Rest side of 4'6" (R-l Zone requires 7'6"). Voting on the motion was Dille yes, Monson
yes, Swensen yes; motion carried.
Ken Dahl of Trans-Alaska Seafood, Inc., stated that he was present as a result of a re-
presentative of the company contacting Councilman Rowberry a few weeks ago and setting
a tentative date, subject to approval of the other City officials, for a salmon barbecue
as a fund raising to help pay for the new heater at the swimming pool. He explained
that his company works only through groups and has had good success in raising funds
for special projects. According to Mr. Dahl, the company prints tickets and flyers
and provides the salmon and a man to supervise the barbecue for $2.00 per serving with
each serving being one-half pound for adults,and one-fourth pound for children for $l.OO.
The sponsoring group is to arrange for the remainder of the menu items and for help at
the dinner, along with distributing the flyers, taking care of other publicity, and
selling the tickets, with a minimum of 200 tickets to be sold in order to go ahead. He
suggested $5-8 per ticket for adults and $3-4 for children under 12 years old. Proceeds
from seafood sales would also be included in the fund raising at the rate of 30~ per
pound for pre-orders, 20~ per pound from the truck, and 40~ per pound if sales amount to
1000 pounds or more. All money due to the sponsor is paid immediately after the event.
The Council members present expressed interest in the plan, agreed that the date of
July 30 should be acceptable to be decided definitely when Counci~man Rowberry returns,
and suggested that the Lions Club, Volunteer Firemen, and American Legion be approached
to handle ticket sales.

Jim McNett,of the Planning and Zoning Commission, asked for comments on the Bike Path
Plan for Idaho Falls and vicinity on which the Commission members have recommended
approval. He noted that the plan has been approved by the City of Idaho Falls and now
goes to the County for public hearing on June 10. He pointed out the location of both
temporary and permanent bike paths on the plan and indicated that the temporary path in
the Ammon area is to be on Ammon-Lincoln Road as it is widened in the future. The
Council members expressed agreement with the plan as presented.
The appointment of William J.Quapp, 3850 Wanda Street,.td the_Planning and Zoning
COb'ffnisS,ion, subject to the approval of the Council, was announced. J:t was moved by
Councilwoman Dille and seconded by Councilman Monson that the Council confirm the
appointment of William J. Quapp to the Planning and Zoning Commission to complete the
unexpired term of Arthur Frey until March 1, 1984, as recommended by Mayor Wehmann.
Voting was all in favor; motion carried.
Attendance at the AIC Conference in Boise, June 18-20, was discussed. Councilwoman
Dille moved that Mayor Wehmann be designated as voting delegate for Ammon at the AIC
Conference. The motion was seconded by Councilman Monson; voting was all in favor;
motion carried. A motion was made by Councilman Monson to appoint Councilwoman Dille
as alternate voting delegate at the AIC Conference. The motion was seconded by Council-
woman Dille; voting was all in favor; motion carried.
According to Councilwoman Dille, Shauna Hammond of 3110 Ross Avenue, has inquired about
having an event to raise funds for park playgound equipment in Peterson Park on June 27,
and it was indicated that there should be no problem with such an activity.
Councilman Monson mentioned that the Planning and Zoning Commission had discussed the
existence of home occupations in areas where the zoning prohibits businesses, and a
recommendation was made that the law be_obeyed regarding this situation.
Hayse Whiteley, Public Works Director, reported on the repair work being done at the
swimming pool, condition of city equipment, street drainage problems, and plans to pro-
vide parking space near the ball fields in North McCowin Park. He explained that
employee, LaVern Williams, hurt his arm while working to get the pool facilities ready
and will be having surgery to get the muscles in his shoulder repaired. The Council
members were informed by Mr. Whiteley that he had accompanied Mayor Wehmann to a meeting
with Sheriff Ackerman regarding the parking ticket problem, and action should be forth- .
coming on that matter.
Claims in the amount of $6,354.94 were presented by the City Clerk and were approved
for payment.
According to Councilman Swensen, there have been some calls about weeds in the parks
which have not been sprayed because of the rainy weather during the past few weeks.
It was moved by Councilwoman Dille and seconded by Councilman Monson that the meeting
adjourn; voting was all in favor; meeting adjourned at 9:35 P.M.
