Minutes of the Regular Meeting of the Mayor and City Council:
The meeting was called to order at 8:00 P.M. by Mayor George Wehmann with the following
City Officials present:

Others present during the meeting were Scout Leader Larry J. Wells of 3520 Ross Avenue
and Scouts David Fullmer, Chris Austin Brock VanOrden, Rhett Judy, Jus~in Jensen, Matt
Burke, Torren Wells, and Howard Fullmer.
The pledge of allegiance to the flag was conducted by Councilman Rowberry and prayer was
offered by Councilwoman Dille. The minutes of the meetings on February 19 and March 5,
1981, were approved as prepared.
Mayor Wehmann welcomed the guests and expressed appreciation to Councilman Swensen for
taking over the duties of Mayor while he was away on vacation the past few weeks.
A review of the basics of the Report of Audit for Fiscal Year 1980 was given by Walter
Clapp, who was asked to return on April 2 to make a complete presentation and answer
questions after the. Mayor and Council have had a chance to study the report.
In response to an inquiry by Councilman Rowberry, the City Attorney advised that a Boy
Scout Pre-jamboree Campout in a City park would not increase the hazards in connection
with the City's liability. A question about carrying accident medical benefit
on the supplemental insurance for the volunteer firemen was directed to Attorney Anderson
who indicated that additional medical coverage should not be necessary since the Work-
men's Compensation insurance which the City is required to have takes care of all claims
for expenses on work-related aclbidents.
A notice regarding a Disaster Preparedness Conference which is to be held in Idaho Falls
on April 14 was brought to the attention of the Council, and the Public Works Director
was assigned to attend the meeting.
Suggested guidelines for signs,. which were mentioned in the previous meeting, were dis-
cussed, with Mayor Wehmann expressing the feeling that official action on this matter is
not needed at this time.
Councilman Rowberry asked for suggestions on a chairman and a date for the Ammon Day
celebration this year. He agreed, as recommended by Mayor Wehmann, to keep a close check
on expenditures for the swimming pool during the coming season.
It was mentioned by Councilman Swensen that a problem which occurred recently with one of
the pumps in the Ross Avenue sewer lift station had been quickly repaired by the City of
Idaho Falls sewer maintenance department, under the maintenance agreement, and an order
was sent out for a replacement part to be on hand for fuwre needs.
The high cost of heating the City Building, as shown on the billing from the gas company,
was pointed out by Councilwoman Dille, and Mayor Wehmann suggested that a special switch
be put on the thermostats in the shop so that a lower temperature can be set in that area.
The Mayor and Council members indicated agreement with Councilwoman Dille in her re-
commendation to not join in the AlC Loss Ratio Dividend Program for liability insurance
based on additional information obtained from the City's insurance agent.
Engineer Benton presented calculations which he had prepared for determining if the sewer
rate needs to be raised due to the increase in treatment and maintenance charges by the
City of Idaho Falls and higher postage and power costs. Mayor Wehmann suggested that a
decision on this be postponed for at least one more month. He emphasized the fact that
the charge for sewer service to City users has remained at $6.50 per month since 1975 and
that the City of Idaho Falls has operated as efficiently as possible in keeping costs down.
A review of the Fire Department report for the month of February was given by Councilman
Swensen.
Hayse Whiteley, Public Works Director, mentioned that several of the "No Parking" signs
need to be replaced, that he has obtained a copy of standards for energy windmills, and
that the air compressor which was ordered from surplus property was delivered and is
being worked on to get it in operating condition.
The City Clerk presented claims in the amount of $33,770.03, including a payment of
$25,509 to the County for one-half of the FY-1981 law enforcement contract, and the
claims were approved for payment.
It was moved by Councilwoman Dille and seconded by Councilman Rowberry that the meeting
adjourn; voting was all in favor; meeting adjourned at 10:15 P.M.
