The Pledge of Allegiance to the flag was directed by Councilman Maeser, and the
invocation was offered by Councilman Crandall.
Virginia Whiteley, 3200 Ammon, appeared before the City Council to express her
concern about the weed problem, the need for the City to be involved in preventive
maintenance, and the importance of planning an air quality program. She called
the City Officials and employees housekeepers who need to be actively involved in
making the City a place to be proud of. She encouraged getting a head start and
keeping after citizens until they recognize their community responsibilities. She
commented on the proposed salary increase for elected officials and stated they
deserve a raise provided they are doing a good job.
Orland Bailey, 2810 Salmon Street, expressed concern about the quality of the road
repairs in Hillview, Hillsdale, and the Ammon Townsite. He was assured that the
repairs are not yet completed. There has been a great deal of citizen complaint
and the Council has had concerns. However, by the time the work is finished, the
City Officials believe the roads will be much improved.
C. L. Hiatt, 3655 East Sunnyside Road, requested a home occupation permit for
Hiatt Enterprises. He stated this venture is a starting point and hopefully it
will expand so he can move into a business building. He plans to distribute
cutlery items for the "Cutlery Shop" of Boise, Idaho, and martial art supplies.
Basically, it will be a mail order business, and he will take orders from people
for shipment directly to them or sometimes to him. He does not plan any signs.
Advertising will be by word of mouth. This is an experiment to supplement the
family income. Councilman Crandall moved to approve a home occupation permit for
C. L. Hiatt, 3655 East Sunnyside Road. The motion was seconded by Councilman
Maeser. Roll call vote: Crandall - Yes; Maeser - Yes; Anderson - Yes. The
motion carried unanimously.
Mayor Ard directed the discussion of the tentative 1992 Fiscal Year Budget line
item by line item. Minor adjustments were made in the Parks and Recreation
figures. The proposed line item for legal counsel was increased. Consideration
was given to what to do about the sizeable increase proposed by Bonneville County
for law enforcement because it would take all of our ad valorem tax levy to cover
the increase. It was determined that we could budget from the estimated general
funds revenue to cover a $5000 increase in the law enforcement contract. The
figures to support such an increase will be reviewed with the County Commissioners
at a meeting. Since the opening of a Kmart store in Ammon is an issue to justify
the County's large increase, Councilman Maeser suggested Kmart be contacted to
determine, if they would bear some of the costs for law enforcement. Mayor Ard
expressed the desire that our law enforcement coverage not be changed. Residents
should not suffer, but Kmart may experience slower response. It was agreed that
the budget process should continue as proposed but an adjustment and/or budget
reopening may occur later in the year.
Councilman Maeser moved to approve the tentative budget for the 1992 Fiscal Year,
October 1, 1991 through September 30, 1992, summarized as follows:

The motion was seconded by Councilman Crandall. Roll call vote: Maeser - Yes;
Crandall - Yes; Anderson - Yes. The motion carried unanimously.
Councilman Maeser moved to set the budget hearing for Thursday, September 5,
1991, and authorized the City Clerk to make the necessary newspaper publications.
Mayor Ard introduced ORDINANCE NO. 224, AN ORDINANCE OF THE CITY OF AMMON SETTING
THE SALARIES OF THE ELECTED OFFICIALS, THE MAYOR AND THE CITY COUNCIL PERSONS
OF THE CITY OF AMMON; PROVIDING FOR THE EFFECTIVE DATE OF SUCH ORDINANCE, and
opened a hearing to discuss the proposed ordinance. There was no citizen input
except for Virginia Whiteley's comments which were given at the beginning of the
meeting. Mrs. Whiteley left after expressing her concerns, and she was not
present for the majority of the meeting.

City Clerk Jensen read ORDINANCE NO. 224 in full:
AN ORDINANCE OF THE CITY OF AMMON SETTING THE SALARIES OF
THE ELECTED OFFICIALS, THE MAYOR AND THE CITY COUNCIL PERSONS
OF THE CITY OF AMMON; PROVIDING FOR THE EFFECTIVE DATE OF
SUCH ORDINANCE.
WHEREAS, the State Code of the State of Idaho requires the
salaries of City elected officials to be set at least sixty (60) days
prior to a general election of the City; and
WHEREAS, the effective date of any change in salary shall be the
1st day of January following the general election of the City;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF
THE CITY OF AMMON, BONNEVILLE COUNTY, IDAHO:
Section 1. That the salary of the Mayor of the City of Ammon
shall be set at the sum of Four Hundred and No/lOOth Dollars ($400.00)
per month.

Section 2. That the salary of each of the council persons of
the City of Ammon shall be the sum of Two Hundred and No/lOOths
Dollars ($200.00) per month.
Section 3. That the salary schedule as herein set shall be
effective commencing as of January 1, 1992.
Councilman Crandall moved that the City Council dispense with the rule requlrlng
the reading of the ordinance on three different days and that the three readings
of Ordinance No. 224 be waived. The motion was seconded by Councilman Maeser.
Roll call vote: Crandall - Yes; Maeser - Yes; Anderson - Yes. The motion
carried unanimously.

CITY COUNCIL PERSONS OF THE CITY OF AMMON; PROVIDING FOR THE EFFECTIVE DATE OF
SUCH ORDINANCE, of the City of Ammon on its third and final reading. The motion

There is about 213 tons of the leveling course pavement left. Doyle Beck, David
Benton, and David Wadsworth are working to stretch out the pavement by
concentrating on the intersections and the low spots in the streets. So far the
project looks bad, but it is not the finish coat. Bonneville County has
tentatively scheduled to chip/seal beginning on September 9. The project has had
close supervision by the contractor and the City. Rich Hardy will paint the
crosswalks for the same price as last year. Information is not available as to
whether or not the County can stripe East Seventeenth Street. Painting of the
crosswalks has to be delayed until the chip/seal coat is completed.
Councilman Anderson discussed obstacles encountered in obtaining signatures on
the Temporary Construction Easements and Quit Claim Deeds for the Ammon Road
right-of-way. Contacts have been on all the documents Forsgren Associates left
with the City to obtain signatures, but all have not signed. The City Office will
remind the property owners again.
The AIC Legislative Reception is scheduled for Tuesday, August 27, 1991, at the
Shilo Inn. Claims were approved.
