November 17, 1994
Minutes of the Regular Meeting of the City Council:
The meeting was called to order at 7:30 P.M. at the City Building, 3270 Molen
Street, Ammon, Idaho by Council President Greg J. Maeser with the following City
Officials present:

The Pledge of Allegiance to the Flag was directed by Councilman Loveland, and the
invocation was offered by Councilman Hall.
The Council reviewed the items of unfinished business. The problem of a clear view
of intersecting street at Midway Avenue and Circle S Drive is pending input from
the BMPO traffic study. The curfew recommendation is on hold. There was
discussion on how to approach the undesirable condition of the property at 2865
South Ammon Road since numbers of complaints have been received. Public Works
Director Wadsworth visited with the owners, but he did not come up with a solution.
Councilman Hall agreed to make a visit to access the situation. A survey is being
sent out to every property owner in Ammon Meadows to determine their opinions about
a rezone from RPA to R-l.
Jeff Summers of East Central Idaho Planning and Development Association wants to
conduct a mail survey of Ammon based on income levels to determine if Ammon
qualifies for grant money. Councilman Maeser expressed an interest in such a
survey, but he wanted Council approval to go ahead. E.C.I.P.D.A. will do all the
work, but the City needs to provide funds for postage. Councilman Hall moved to
approve funds to give the assistance for the grant research by E.C.I.P.D.A. The
motion was seconded by Councilman Loveland. Roll call vote: Hall - Yes;
Loveland - Yes; Maeser - Yes. The motion carried.
The setback requirements for the RPA and R-l zones were reviewed.

Reports: Public Works Director Wadsworth reported on DEQ safe drinking water
regulations and the recent "boil" order. Engineer Benton advised it is important
for the City to follow the guidelines. Apparently Ammon's problem was caused by a
bad water sample. No further problems have developed.
Engineer Benton reported on Cantlon Properties Ammon Town Center. The developers
are trying to complete all the paperwork so they can break ground after January 1,
1995.
Attorney Anderson discussed the difference in interpretation regarding platting
within the City of Ammon and whether or not City of Idaho Falls needs to approve
the plat. The Bonneville County Attorney agrees with Ammon's interpretation. When
Bonneville County asks for their attorney's interpretation it will follow Ammon's
interpretation. Therefore, it was not necessary to request an interpretation by
the Attorney General.
Engineer Benton advised that a hearing before the City of Idaho Falls Planning
Commission is scheduled for December 13 to consider annexation of the Hitt Road
R-O-W. They plan to include additional land to make it legal.
The Association of Idaho Cities and the Idaho Association of Counties Legislative
Reception is scheduled for Monday, November 21, 1994, at the Holiday Inn/Westbank
between 5:00 P.M. and 7:30 P.M. City of Ammon should be represented.
Councilman Loveland reported that the Recycling Group plans to plant the trees
along the proposed walking path on the north side of McCowin Park on Wednesday,
November 23, 1994.

Councilman Hall will be unable to attend City Council Meeting on Thursday, December
1. Claims were approved. Council President Maeser adjourned the meeting at 8:00
P.M.
